Approval of an administrative redevelopment/coastal development permit (ARP 97-01) for the conversion of an existing office building to a coffee house (Starbucks) on property located at 2924 Carlsbad Boulevard within the City of Carlsbad. The Director determined that the proposed project meets all applicable development standards for existing buildings and is consistent with the Village Master Plan and Design Manual, which also serves as the Local Coastal Program for the Village segment of the Coastal Zone. The proposed project is located within the Coastal Zone, but is not within the "appealable" area of the Coastal Zone. The application was received on January 14, 1997 and approved on April 3, 1997 by the Housing and Redevelopment Director. The project provides for a 1000 square foot coffee house with 5 on-site parking spaces. The appeals were submitted on April 11,1997 and April 14, 1997. 2. Denial of an administrative redevelopment/coastal development sidewalk sign permit (SSP 97-12) for the addition of a sidewalk sign for an existing retail business (Sock Hop Yogurt) to be placed on public property in front of private property located at 2939 Carlsbad Boulevard within the City of Carlsbad. The Director determined that the proposed sign must be denied because it is not consistent with the Village Master Plan and Design Manual, which also serves as the Local Coastal Program for the Village segment of the Coastal Zone. Existing on- site signage for the business must conform with the Village Master Plan and Design Manual. An existing non-conforming pole sign disqualifies the business for a sidewalk sign. The business site and proposed location for the sidewalk sign is located within the Coastal Zone, but not within the "appealable" area of the Coastal Zone. The sign permit application was received on March 10, 1997 and denied by the Director on March 12, 1997. The appeal was submitted on March 14, 1997. The Director's decision on all administrative redevelopment and coastal development permits is final unless the decision is appealed to the Design Review Board within 10 calendar days of the date of the decision. The Director's decisions on the two subject permits, ARP 97-01 and SSP 97-12, as described above, have been appealed and, therefore, will be presented to the Design Review Board for action following a public hearing on each of the matters. The Design Review Board's decisions on the administrative permit appeals is final. The final action of the Board (on the appeals) is not subsequently appealable to the Housing and Redevelopment Commission (City Council) or the California Coastal Commission. Date of Notice: March 18, 1997 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad intends to APPROVE an Administrative Redevelopment Permit (ARP 97-01) for conversion of a medical office to a coffee house (Starbucks) at 2924 Carlsbad Boulevard. Under the proposal, a portion of the existing building will be demolished to create a corner entrance to the building and to move the building storefront approximately 5 feet back from the sidewalk; the total gross floor space will be reduced from approximately 1400 square feet to 1000 square feet. A total of five (5) adjacent parking spaces (4 standards and 1 handicap) shall be provided for the subject coffee house. The property owner has also proposed improvements to the building which will significantly enhance the exterior appearance of the existing building. These improvements include enhanced roof details which provide for two tower features, new glass storefronts and colorful fabric awnings. The Housing and Redevelopment Director has determined that the proposed project meets all applicable development standards for existing buildings and the conversion in use. Therefore, the Director intends to approve the subject permit. The property is located on the west side of Carlsbad Boulevard, between Carlsbad Village Drive and Grand Avenue. Those persons wishing to comment on the proposed project and intended action by the Housing and Redevelopment Director are cordially invited to submit written comments or contact the Housing and Redevelopment Department by 5:00pm on Friday, March 28, 1997.
