Personal Communication Services (PCS) radio waves are produced in the frequency band between 1.85 - 1.98 GHz. Therefore, the standard for continuous public exposure for the most restrictive PCS frequency (1.85 GHz) is 1.233 milliwatts per square centimeter (mW/cm^). Higher exposures are allowed for brief periods provided that no 30 minute time weighted average exposure exceeds 1.233 mW/cm^ The standard was jointly published by the American National Standards Institute and the Institute of Electrical and Electronic Engineers (ANSI/IEEE Standard C95.1-1992). The standard was not set at a threshold between safety and known hazard, but rather at 50 times below a level that the majority of the scientific community believes may pose a health risk to human populations. Thus, continuous public exposures as much as 61.65 mW/cm^ (50 x 1.233 mW/cm^) are below the minimum level that may pose a health risk. The ANSIAEEE standard has been adopted by the Federal Communications Coinmission (FCC) as a regulatory guideline. The FCC requires all wireless communication facilities, including PCS, not to exceed the exposure levels set in the standard. Exposure Level at a Tvpical PBMS PCS Site The typical Pacific Bell Mobile Services (PBMS) PCS site consists of flat, panel antennae moimted on existing buildings or on poles. These antennae are directional in that most of the energy is focused in a 90 degree pattem toward the horizon. These "directional" antennae do not radiate equally in all directions, either horizontally or vertically; an important consideration when calculating emission levels. Simply put, the worst case radio frequency radiation exposure occurs when a person stands directly in front of the antenna. Since most antennas are mounted atop buildings or on other tall structures, under normal circumstances the possibility of someone standing directly in front of an antenna is restricted. Typically, the subject is not directly in front of the antenna, but at an angle below the horizontal plane. The gain of the antenna pattem decreases as we move away, either upward or downward, from this horizontal plane (see pattem attached). This means that the actual public exposure levels at particular distances are much less than what is shown in Table 1. Table 1 shows the calculated RF power density levels at various distances from the antenna. The figures in this table are "worst-case" due to a number of factors. First, the level of emission is based on the subject standing directly in front of the antenna. Second, the study uses an Effective Radiated Power (ERP) level of 400W. A typical PBMS site has two antennas per sector, each antenna capable of transmitting at a maximum level of 200W, for a combined ERP level of 400W. As designed, the actual ERP will be far below 400W under normal operating conditions. Third, calculated levels typically exceed actual field measurements. Table 1 also shows the level of emissions as a percentage of the ANSI/IEEE standard. The worst-case calculations shown in Table 1 are well below the standard (less than 20% at 25 feet), which itself is set 50 times below the minimum level that may pose a health risk. Therefore, fiirther calculations, such as at varying degrees below the horizontal plane, were not conducted since such analysis would yield levels below the worst case shown for 25 feet. Conclusion PCS facilities, are by design and operation, low power devices. Under normal circumstances, maximum exposure levels in the area of the facility which would be occupied by members of the general public should typically be less than 0.001 mW/cm^ or 0.1% of the ANSI/IEEE Standard. This exposure level is more than 1,200 times lower than the current ANSI/IEEE Standard. As previously stated, the current ANSI/IEEE Standard is set 50 times below a level that the majority of the scientific community believes may pose a health risk to human populations. Thus, the above mentioned maximum public exposure from a typical PCS facility (0.001 mW/cm^) represents a "safety margin" from this threshold of potentially adverse health effects of more than 60,000 times. As designed, emissions from PBMS PCS base station antenna mounted on buildings or monopoles are well within accepted ANSI/IEEE standards for uncontrolled, continuous exposure for the general population as regulated by the Federal Commimications Commission (FCC).
