Further, I agree that no signs will be installed in the future without having first having received a redevelopment permit. In order for any Village business to be permitted a Sidewalk Sign, all other existing signs must be in conformance with the Carlsbad Village Redevelopment Master Plan. The existence of the non-conforming pole sign precludes the approval of a sidewalk sign. Until such time as the sign is brought into conformance with the Master Plan and a Sidewalk Sign Permit is approved, you may not continue to display the sidewalk sign. Also as we discussed, the decision of the Housing and Redevelopment Director can be appealed to the Design Review Board. The Design Review Board meets the fourth Monday of every month. Enclosed, please find an appeal application. However, in a letter to you dated March 10, 1997, the Housing and Redevelopment Director did not formally deny your application. As a courtesy, your application and check were retumed rather than denying the application. A formal denial of the application must occur prior to the appeal being heard.
