The Carlsbad Housing & Redevelopment Department has begun a comprehensive code
enforcement effort to ensure that all A-Frame Signs and Outdoor Displays within the
Village area comply with all applicable regulations and have obtained all required
permits.
Recentiy, staff walked the Village Redevelopment Project Area to identify the location of
A-Frame Signs and/or Outdoor Displays. It was noted that an a-frame sign and outdoor
display was present in front of your business. According to our records no permit has
been issued for an a-frame sign and outdoor display at your location. Therefore, you
must remove the a-frame sign and outdoor display immediately. If the item is displayed
in the public right-of-way before a permit has been obtained. City Code Enforcement
Officers may confiscate it at any time without prior notice.
To obtain a permit for the a-frame sign and outdoor display, you must submit an
application along with the appropriate application fee to Redevelopment staff at 2965
Roosevelt Street Suite B, Carlsbad, CA 92008. Please come by the Carlsbad
Redevelopment Office at 2965 Roosevelt Street to pick up a permit application or call
434-2812 for an application to be mailed to you. Again, as noted above, you must
remove the a-frame sign and outdoor display until you obtain the required permit.

Thank you for submitting your application for an A-Frame Sign for your business. Your application has
been approved. Attached is a copy of your A-Frame Sign Permit for your records. This permit allows
you to retain your sign until January 1, 1995 as long as it continues to meet the sign standards as outlined
within City Ordinance Section 21.41 and is consistent with this permit approval.

Subject: Display of Sidewalk Signs
Dear Ms. Yourman-Goldstein
On May 27,1 997, you received a letter regarding the requirements for sidewalk signs.
The letter stated that all businesses displaying sidewalk signs, regardless of previous
permit approvals, were required to submit a new sidewalk sign application to the Housing
and Redevelopment Department. You were given until June 6,1997 to comply with this
requirement.
This letter is to remind you that the Housing and Redevelopment Department has not
received your new application. If you wish to continue displaying your sidewalk sign,
you will need to submit your application to the Housing and Redevelopment Department
no later than Tuesday, July 8, 1997. Failure to comply v^th this time requirement may
result in the removal of your sign by the City.

Subject: Display of Sidewalk Signs
Dear Ms. Yourman-Goldstein:
In January of 1996, the City Council, acting as the Housing and Redevelopment
Commission, approved new regulations for the display of Sidewalk Signs in the Village
Redevelopment Area only. Basically, the new regulations allow businesses in the Village
Redevelopment Area to continue to display freestanding signs, if they are consistent with
the new design standards and a new permit is approved by the Housing and
Redevelopment Office. These new sign standards were approved by the Califomia
Coastal Commission in September, 1996 and are now effective in all areas of the Village.
The purpose of this notice is to provide you with the new regulations and a copy of the
application form for the new required permit. If you have a previously approved A-
Frame, or other type of Sidewalk Sign, you will not be required to pay the fee of $30 for
the permit. However, you are still required to complete the enclosed application and
submit it with all required exhibits to the Housing and Redevelopment Office. If you do
not have a previously approved permit, you must submit the fee of $30 in addition to the
enclosed application form and required exhibits.
The following are some helpful hints to ensure that your Sidewalk Sign Permit is
processed quickly and easily:
• Fill in all of the blanks on the application form. If you do not believe the information
requested is applicable to your business, simply write "N\A" in the blank.
• Provide all required signatures. If you do not sign the certification statement which
contains a "hold harmless" statement, your permit will not be processed for approval.
• Read the application form carefully to determine the exhibits required as part of the
application. All of these exhibits must be provided in order for the permit to be
processed for approval.

• Do not "piecemeal" your application. Submit your application to the Housing and
Redevelopment Department only when all of your exhibits are ready. A "piecemeal"
approach to the application process creates confusion and often results in delayed
processing.
• There will be no exceptions to the design standards set forth within the Village
Master Plan and Design Manual. If your existing sign does not comply with these
standards, you will need to design and construct a new sign.
If you wish to continue the display of a sign for your business, you must submit the
enclosed application with the appropriate exhibits and fee (if applicable) to the
Housing and Redevelopment Department by June 6,1997.
As part of the new standards, there is one very important point that should be noted. In
order to obtain approval to continue the display of your sign, the signage on your building
must also comply with the new sign standards set forth within the Village Master Plan
and Design Manual. Enclosed for your review is a summary of the new building sign
standards which was published in the Village Voice. The sign type(s) and the amount of
total signage on the building must comply with the new sign standards. As an additional
note, your Sidewalk Sign does not count in the total calculation for allowable signage.
