Dear Mr. & Mrs. Peyser:
Last year the City Council approved an interim policy with design criteria to allow for A-
frame signs in the Village Redevelopment Area. An application has been received for
Kinks Hair Design at 530 Carlsbad Village Drive.
The Village Design Manual criteria for A-frame signs states that "signs shall be
coordinated so that a consistent complimentary theme is established and maintained."
In addition this document indicates that in approving an A-frame sign the City shall make
the findings that "business applying for the permit has no existing free standing signs or
no ability to have a freestanding sign pursuant to the City sign ordinance; that the general
exposure of the business is poor; and that a portable sign will provide necessary
identification for the business taking into consideration the overall amount of signing
already utilized by the applicant." The location of this business does not have poor
exposure and the proposed A-frame sign does not identify Kinks. Therefore, the
proposed A-Frame Sign should not be placed in front of the business because
nonconforming signs can be removed by the City based on Carlsbad Municipal
Code (Section 21.41).
The Village Design Manual states that the maximum signage allowed for each business
in the Redevelopment Area will be based on lineal feet of building frontage multiplied by
.6. Therefore the maximum amount of signage allowed for this site is 24 square feet. The
application indicates that there is 8 square feet of existing signage. If the measurements
are correct on the application, additional signage could be permitted at this location. You
may wish to propose a different sign that meets the current A-frame sign criteria in the
Village Redevelopment or consider submitting a regular sign permit application to request
that additional signage be approved for the building.

Enclosed is the original application and your check for $30.00. If you decide to change
the proposed A-frame sign, a new application will be necessary. A-Frame Sign Permit
Applications should be submitted to the City of Cartsbad, Housing & Redevelopment
Department, 2965 Roosevelt Street, Carlsbad, CA 92008.
