NOTICE OF FINAL ACTION
LAND USE CHANGE
3050 MADISON STREET, CARLSBAD, CA.
Date of Notice: January 12, 1999
NOTICE IS HEREBY GIVEN that the Housing and Redevelopnnent Director of the City of Carlsbad has
made a final decision to APPROVE an Administrative Redevelopment Permit (RP 98-13) and Coastal
Development Permit (CDP 98-83) for a land use change for property located at 3050 Madison Street.
The property is located on the east side of Madison Street between Carlsbad Village Drive and Oak
Avenue. The project consists of the conversion of the previously permitted service commercial use to a
medical treatment office for use by North County Health Services.
Under the proposed use, a physician and two staff members would provide medical attention to
individuals on Monday-Thursday from 8:00 a.m. to 8:00 p.m., Friday from 8:00 a.m. to 5:00 p.m., and
Saturday from 8:00 a.m. to 12:00 p.m. As proposed, the existing 1,173 square foot building would
remain unchanged with the exception of the relocation of an existing water heater and a new wall sign in
the front and rear of the building. There are a sufficient number of parking spaces to meet the required
parking standards for a project of this size currently located on the east side of the existing structure.
Access to the parking area is from the adjacent alley, there is no vehicular access to Madison Street.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment Department
within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted
no later than 5:00pm on January 22, 1999. Appeal forms are available at the Housing and
Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have questions regarding

NOTICE IS HEREBY ALSO GIVEN that the Planning Department has determined that the project is exempt
from the requirements of the California Environmental Quality Act (CEQA) per Appendix 6, Article 5, Section
15061(B)(3) ofthe State CEQA Guidelines and will not have an adverse significant impact on the environment.
Appropriate documentation will be filed by the City of Carlsbad's Planning Department.

Redevelopment Department by 5:00pm on January 11, 1999. If you have comments on the proposed
