Dear Ms. Rosenstein:
This is in response to your August 4 request through Anthony DePaola of tBP/Architecture for
clarity on our plans for housing students while we wait for construction of our new dormitory
building.
We are currently re-converting Anderson Hall (listed as a dormitory on our current master plan)
to dormitory space. For the past several years, the building has been used for classrooms and
office space. Because of the loss of 28 beds due to our recent fire, and in anticipation of
reaching our capacity of 298 boarding students, we need the beds (36) in a dormitory-
configured Anderson Hall.
Be assured that Army and Navy Academy would never put our boarders in unsound facilities.
This is simply restoring the facility to its long-established use as a dormitory.
Thank you for your concern and assistance. We appreciate your help as we move forward on
modernizing our campus.

SUBJECT: PERMIT NO. RP99-12 /PROPOSED MODULARS FOR ARMY
AND NAVY ACADEMY, 2585 CARLSBAD BOULEVARD
The Planning Department has reviewed the above permit based on the information packet
you sent and a site check of the Academy. The permit proposes to temporarily locate two
modulars on campus grounds to serve as classrooms until a permanent dormitory is
constructed. According to the information packet, the modulars do not represent new
classrooms nor will they create a demand for new parking. Instead, they will provide
classrooms to substitute for those recently replaced by dormitories, a change made
necessary by a recent dormitory building fire and subsequent demolition. As you have
indicated, the modulars will be used for one year until the permanent dormitory is
constructed.
1. The temporarily placement of the modulars is categorically exempt from the
Califomia Environmental Quality Act (CEQA) according to CEQA Guidelines
Section 15304, Class 4, subsection (e).
2. The City Zoning Ordinance allows by administrative approval the placement of
modulars for temporary real estate offices, and construction offices or equipment
storage during project development. It also allows by conditional use permit approval
modulars for commercial offices in anticipation and during the construction of
permanent facilities. A maximum approval length of one year (with extensions) is
established for these uses; no maximum length is established for modulars used for
construction offices or equipment storage.
Community Development Department Policy Number 7 clarifies and interprets the
Zoning Ordinance sections above and establishes criteria by which temporary
facilities may be approved administratively by the Community
Development management team. This policy may apply to Army and Navy
Academy's request. Your department may want to bring the request to a
management team meeting.
3. If you consider the permit for approval, the Planning Department suggests a condition
that (1) limits the approval to one year, (2) requires removal of the modulars and any
related improvements and site restoration within 60 days of a certificate of use and
occupancy or permit expiration, whichever occurs first, and (3) allows for reasonable,
limited extensions of the approval if demonstrated by the applicant to be warranted
and approved by Redevelopment staff.

4. The proposed location of the modulars appears to prevent them from being seen off-
campus. However, to maintain the uniform campus appearance, the modulars should
have skirting and matching paint, trim and roof colors.

BUILDING VALUATION FOR ARMY & NAVY ACADEMY MODULAR BUILDINGS
The Army and Navy Academy submitted the attached estimate for the proposed modular
buildings on July 23, 1999. Based on the language contained in the lease agreement,
the costs associated with the lease of the modular units include; monthly lease
payments, use taxes, delivery and set-up charges. The total cost for a twelve (12)
month lease of the 24' x 60' modular unit is $10,876. The total cost for a twelve (12)
month lease of the 24' x 40' modular unit is $8,436.44. Additional charges for interior
and exterior modifications to the structures total $4,028. The charge to remove the
buildings is not included in the estimated and will be based on prevailing rate at the time
of dismantle and return. However, it should be comparable to current set-up and
delivery charges, which are $1,825 for the larger unit and $1,325 for the smaller unit.
The total estimate of what it is going to cost to place the units on-site for a twelve (12)
month period is $23,340.44. This is under the $60,000 building valuation threshold for
administrative redevelopment permits.
On a side note, the lease agreement provided by the modular unit provider also contains
the insurance value ofthe units. The larger unit has an insurance value of $26,000 and
the smaller unit's value is $24,000, for a total of $50,000. This may also be helpful in
determining building valuation and for justifying the processing of an administrative
redevelopment permit.

Dear Ms. Rosenstein:
Per our conversation today, this is to help justify our temporary need for two modular fa-
cilities for classrooms next year and expedite our request for permit.
Bottom line up front: We have been using dormitory space for classrooms and now that
enrollment is rising, we need all our dormitory space for students. This leaves us with a
temporary shortfall of classroom space.
According to the 1995 Master Plan, we are authorized 304 boarding students and 46 day
students for a maximum total of 350 students. We have no plans to exceed this number.
Background: When our enrollment was low in the early 1990's, we used part of Davis
Hall for office space (originally classroom space) and part of Anderson Hall for class-
room space (originally dormitory space). [Davis Hall is called the "gym/administration
building" on the master plan.]
Our enrollment has not been at the 350 level for almost a decade. However, with new
management and an energized staff, our enrollment grew from 225 in 1997 to 310 in
1998. We expect to reach our maximum enrollment of 350 in September 1999. As en-
rollment increases, the required number of fiilltime teachers increases proportionately.

Our planned total employees, including teachers, will number around 80. This staff level
will remain about the same even as we increase the number of teachers. We do this by
converting part-time positions to fulltime. Consequently, the number of parking spaces
will remain the same, but classroom requirements increase. Part-time teachers can be
scheduled in existing classrooms during the times fulltime teachers have what is called a
"prep period." Not an ideal situation, but we have used this procedure in the past with
some success.
School year 1999-2000. With enrollment expected to reach 350 in September 1999, we
need five additional fulltime teaching positions. We can accommodate one of the new
teachers in current classroom space with creative scheduling. To accommodate the other
four, we need the two modular buildings for one school vear, providing the new con-
struction goes according to plan.
Beyond 2000. When our new 80-bed dormitory is finished in August 2000, we plan to
remove the modular buildings from our campus and decommission various other dormi-
tory spaces to stay within the 304 boarding student limit. We will then convert several
existing dormitory buildings into temporary classroom space until we build the new aca-
demic facilities. Eventually, some old dormitory and classroom spaces will be eliminated
as we proceed.
Again, we have no plans to exceed the 350-student capacity. If you hear anything to the
contrary please call me personally.

Re: Modular Units
Dear Ms. Fountain:
We are looking into renting two modular units to meet our classroom needs while Army
and Navy Academy Campus is under constmction for new dormitories. At the present
time we plan to have one modular unit that will measure 24 x 40 which will consist of a
22' by 24' classroom and two 18' by 12' meeting rooms, and a second unit that will
measure 24 x 60 which will consist of three 24 x 20' classrooms. Our average
occupancy rating will be approximately 15 students per classroom.
The current schedule calls for August 2000 completion date of our new dormitory.
Should we experience delays in constmction, we are requesting in advance permission to
utilize these units until January 2001.
These units will be placed on the lawn in front of the dormitory being demolished for
new constmction. Due to existing building and new constmction of dorm buildings, we
will try our best to keep the modular units out of sight for the neighbors.
We will require temporary power from SDG&E to supply power to these buildings while
they are in use.
