Date of Notice: January 24, 2000 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad has made a final decision to APPROVE an Administrative Redevelopment Permit (RP 99-16) for a land use change for property located at 3095 State Street. The property is located at the northwest corner of State Street and Oak Avenue. The subject suite is located within an existing business arcade consisting of both retail and office uses. The proposed project involves the conversion of a previously existing retail use to a business specializing in palm reading (a.k.a. "Fortuneteller" as defined in Cartsbad Municipal Code Section 5.50.010(c)). An administrative redevelopment permit is required, because the proposed use is a provisional use in Land Use Distnct 1 of the Village Redevelopment Area. Staff finds that the proposed use is compatible with adjacent development and the land use distnct in which it is located. The proposed use will not generate a higher parking demand than the prior use, therefore, no additional parking is required. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00pm on February 3, 2000. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. NOTICE IS HEREBY ALSO GIVEN that the Planning Department has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines and will not have an adverse significant impact on the environment. Appropriate documentation will be filed by the City of Carlsbad's Planning Department.
