The construction and installation of small new equipment facilities or structures Is a Class 3 Categorical Exemption under the California Environmental Quality Act (CEQA) State Guidelines section 15303. The Federal Communications Commission (FCC) requires compliance with radio frequency power density standards (ANSI/IEEE C95.1-1992) for the general public; therefore, the project would not have a significant impact on the environment In light of the above, a Notice of Exemption will be filed upon final project determination. The following conditions have been approved for the subject project: 1. This approved permit serves as the required redevelopment and coastal development permits for the subject projecL The applicant has received approval to construct, operate, and maintain an unmanned an unoccupied telecommunications facility at the site of the existing Carlsbad Inn located at 3045 Carlsbad Blvd. The project includes the construction of a 9' x 14' (approximate) equipment room at the southeast corner of the lot that is architecturally integrated into the existing building; 10 directional cellular antennas counted in groups of five each on two expanded chimneys; and one digital dish antenna (4 ft. diameter) located on the roof of the existmg structure. ^ Page 2 of 2 2. The project shall be completed according to, and consistent with, the plans approved by the Housmg and Redevelopment Director on the date noted above. The approved plans have been stamped by the Housing and Redevelopment Director and indicate the approval date of 5/31 ] 00. 3. The existing masonry wall shall remain in Its current location and shall not be removed. The building plans shall reflect this change to the approved plans. 4. The dish antenna shall jnot be screened. A line of sight analysis shows a low level of visibility In the proposed location. Screening will cause the antenna to be more visible. 5. No signage advertising the proposed use shall be permitted on the subject building. 6. The applicant shall obtain all appropriate building permits prior to installation of the subject equipment antennas. The building plans shall reflect the conditions set forth in this redevelopment permit Project shall comply with Building Department Policy 80-6 regarding Installation standards for all roof mounted equipment and penetrations on commercial buildings. 7. The equipment shelter shall incorporate a stone facade siding In colors and materials that match the existing building, to the satisfaction of the Housing and Redevelopment Director. 8. The roof of the equipment shelter shall Incorporate materials and colors that match the existing primary building and the electrical room enclosure located just west of the proposed equipment room, to the satisfaction of the Housing and Redevelopment Director. 9. To insure adequate screening of the equipment room, the property owner shall maintain the current height and density of the existing landscape screening along the southeast corner of the property. 10. This permit shall be subject to revocation if the applicant fails to conform to any of the above conditions of approval.
