PAVILION AT LA COSTA
Traffic Evaluation
This report presents a traffic evaluation for the pmposed Pavilion at La Costa (part of Green
Valley Master Plan) in the City of Carlsbad. lt is intended to supplement and update the traffic report
prepared by Urban Systems Associates (June 28, 2000). Revised trip generation estimates are
presented along with design recommendations for the northerly access intersection.
PROJECT OVERVIEW
The proposed project comprises 265,000 square feet of commercial uses located west of El
Camino Real and south and east of Calle Barcelona immediately north of the City of Encinitas. A
portion of the project (47,413 square feet) will be second floor office uses and the remaining 217,5i'1"7::t
square feet of ground floor uses will be retail. The retail component will have a variety of tenants
(including restaurants) and hence can be classified as a shopping center.
Trip generation estimates for the proposed project were derived from the Institute of
Transportation Engineers (ITE) Trip Generation Manual, 6th Edition, and also from tbe SANDAG
Trip Generation. The ITE land use category (LU 820) specifically addresses mixed retail uses such
as this, and the trip generation is calculated using an equation which accounts for the size of the center
in the trip generation rate. As can be seen, the total daily trip generation is estimated at 11,760 trips
per day, with 324 in the AM peak hour and 1,121 in the PM peak hour. The SANDAG rates do not
vary with size of center and result in a trip generation of 16,180 ADT with 590 in the AM peak hour
and 1,646 in the PM peak hour.
Although the ITE rates may be more representative of this type of center, both sets of trip
generation estimates have been used to evaluate driveway volumes at the northerly access point. In this
manner, comparisons can be made with respect to the findings under both sets of data.

DRIVEWAY VOLUMES
The PM peak hour project generated trips were assigned to the two driveway locations based
on the following distribution pattern:
Northern Driveway
Southern Driveway
58% East
34 %South
1% West
7 %North
It is asswned that both the northern and southern driveway will be signalized.
Volumes at the northern driveway were added to the background traffic as contained in the
previous traffic report to provide total turn movement volumes. These volumes are shown in the form
of peak hour intersection capacity utilization (ICU) calculations in the appendix to this report. Lane
configurations for the northern driveway assume single eastbound and westbound left-tum lanes and
two thru-lanes in each direction. As can be seen here for the ITE trip generation rates, the PM peak
hour ICU is .36 which represents level of service (LOS) "A" and for the SANDAG trip generation rates
the ICU is .46 which also represents WS "A."
Queue length requirements were calculated for the westbound left-tum volume in the PM peak
hour. The queue lengths were determined from Synchro version 4.0 which uses Highway Capacity
Manual2000 methodology in its calculations. The results are as follows;

Hence the turn pocket needs to be 197 feet to accommodate traffic volume as estimated by the
SANDAG trip rates (116 feet underthe ITE trip generation.) To account for higher volumes which
can occur at shopping centers in weekends, it is recommended that the westboWld left-tum pocket be
300 feet in length. This provides for a potential 50 percent increase in left-turn volumes. The signal

Provided attached are figures that show the project only average daily traffic and peak hour
volumes for The Pavilion at La Costa, previously approved as part of the Green Valley Master
Plan.
The project contains 260,000 square feet of commercial retail uses and was included in the
Green Valley Master Plan at a higher square footage. Since this project was previously
approved, only a site specific driveway analysis is being provided at this time.
Attachment 1 shows the project site plan and location on the south side of Calle Barcelona,
west of El Camino Real.
Attachment 2 shows the project peak hour and average daily traffic volumes. Also shown is
the traffic expected from La Costa Glen, the health and assisted living community planned to
the north of Calle Barcelona.
Attachment 3 includes the average daily traffic volumes expected on Calle Barcelona with the
project traffic, with La Costa Glen traffic, and with through traffic added. These volumes are
used in the traffic signal warrant analysis that follows.
Attachment 4 includes a traffic signal warrant analysis for the three project driveways. As
shown on these warrant worksheets, only the north driveway (Driveway A) is expected to
meet traffic signal warrants. The approach traffic volumes are expected to be higher at this
location since it is planned as the major entrance near the major stores and restaurants, and
is the driveway near El Camino Real.

Attachment 5 includes a conceptual lane configuration layout, for discussion only, not for
design purposes, at the Calle Barcelona(Driveway A intersection. The inbound PM peak hour
traffic volumes are expected to need a dual left turn into the project driveway. Since Calle
Barcelona through traffic in the westbound direction is expected to be of low volume, needing
only a single lane, the westbound approach can be designed with a single through-right lane
and dual left turn lanes within the existing 64 foot curb-to-curb dimension.
Attachment 6 shows the intersection level of service calculation at the Calle
Barcelona(Driveway A intersection which is expected to be at LOS A in both the AM and PM
peak hour, which is an acceptable level of service.
