I have reviewed the plans and we have defined the various uses of the building spaces to be leased. As discussed below, my analysis shows how the planned parking meets reasonable levels based on the City of Carlsbad's regulations for a joint use parking area. Introduction This report consists of calculations of the parking required by the Forum at Carlsbad, the planned shopping center. Parking demand is determined with two different mixes of possible leasing. The calculation is based on the current design and leasing plans for the property. Also the calculations utilize the current code requirements from the City of Carlsbad. Parking Computation The total parking requirement is determined in Table 1 by using the Joint Use method. This calculation of parking spaces is based on the detailed list of leases planned that are given in Table 2. Table 2 identifies each of the tenant types and allocates their sq. ft. to one of four categories; Retail, Restaurant, Offices and Other. The parking demand is then determined based on the parking spaces required per Carlsbad's code 21.44.020 and 21.44.050. Some of the tenants are Furniture stores, which lowers the parking requirement but we have allocated them as having a general retail requirement (5 spaces per 1,000). The areas identified as Other, are utility type spaces with no demand for parking. The peak parking demand is determined in Table 1 on a Joint Use basis. The City refers to this type of calculation in section 21.44.050. The time of day pattern used in this calculation is what is typically shown in Urban Land Institute and other parking codes and studies. This approach yields a total parking demand of 1,260 spaces. Another method of computing the Joint Use as discussed in the Carlsbad code is to use 50% of the parking with a primary nighttime plus the requirement for areas with a primarily daytime use. This results in a figure of 1,284 spaces based on the Office requirement and the Retail requirement plus Y2 of the Restaurant requirement. Part of the second floor in Building 1 is not leased at this time. It could be leased as office space or as retail space. The total parking requirement for the site varies with the mix of this remaining space. If the available space on the second floor of Building 1 were all leased as retail then the total demand would be 1,297 spaces. If that space is all offices, then the requirement is 1,260 spaces as shown in Table 1. So long as no more than 78% of the remaining spaces is leased as retail then the total parking requirement is under the planned 1 ,289 spaces. Individual Use Parking Demand Table 3 shows the parking requirement based on a sum of the individual uses. As noted above, some of the second floor of Building 1 is not leased. Table 3 computes the parking demand if this space is leased as retail or if it is leased as offices without considering Joint Use.
