Fourth Revision April 13, 2001 Transportation Analysis for PACIFICA PALOMAR INTRODUCTION a • rban Systems Associates, Inc. (Urban Systems) has been retained by Pacific Enterprises through f M Ali Shapouri and Associates to evaluate potential traffic impacts due to development of a project just east of Kelly Corporate Center, in the City of Carlsbad. The purpose of this study is to identify if transportation improvements are needed to accommodate project traffic if developed as a combination of corporate and multi tenant office uses along with and additional background traffic from other development within Carlsbad. The project location is shown in Figure 1. This traffic analysis was conducted for existing conditions, project plus existing conditions, project plus existing plus other nearby projects, Buildout and Buildout + Project conditions. Previous traffic studies for the project area assumed both planned industrial and multi tenant uses based on the City of Carlsbad General Plan. This evaluation assumes the project will also be developed as a combination of corporate and multi- tenant office uses. Project traffic could impact Palomar Airport Road between Interstate 5 and El Camino Real, as well as College Boulevard/Aviara Parkway between El Camino Real and Palomar Airport Road. April 13, 2001 In order to determine project traffic impacts and possible mitigating transportation improvements this study includes the foiiowing: Introduction Existing Conditions Project Description Existing Plus Project Conditions Existing Plus Project Plus Other Nearby Projects Conditions Buildout Conditions Buildout Plus Project Conditions Congestion Management Plan Conclusions and Recommendations Appendices As a result of this evaluation it can be concluded that the projected vehicle trip generation from a combination of corporate and multi-tenant office uses will not cause significant traffic impacts or require off-site roadway improvements. April 13, 2001 EXISTING CONDITIONS The City of Carlsbad Local Facilities Management Plan (LFMP) methodology for traffic impact studies defines the scope of a traffic study to include intersection and street segments that are expected to be impacted by twenty percent or more of the project's traffic. As shown on Figure 6 for the project's distribution of traffic, it has been estimated that Pacifica Palomar traffic could impact intersections and street segments along Palomar Airport Road between Interstate 5 and El Camino Real. Therefore, the existing conditions evaluation includes intersections and street segments along these corridors. The following describes the roadways expected to be impacted by twenty percent or more of future project traffic: Palomar Airport Road: This is a six-lane roadway extending from Interstate 5 east to the Carlsbad City limit at San Marcos. There are six lanes between 1-5 and El Camino Real, with widening to six lanes east of El Camino Real planned in the near future. Aviara Parkwav/College Boulevard: This is a north south four lane roadway currently extending from Palomar Airport Road to El Camino Real. This roadway, as Aviara Parkway, was recently extended southerly of Palomar Airport Road to connect through LFMP Zone 20 to the Poinsettia Lane at Aviara Parkway intersection. This circulation element roadway will also eventually extend northerly to the partially extended portion of College Boulevard at the SR-78 interchange, possibly by Year 2005. Carlsbad Growth Management Program Traffic Monitoring report 2000 intersection peak hour traffic counts were used to determine intersection peak hour levels of service. Fourth Revision April 13, 2001 also obtained from the traffic monitoring report or from traffic counts which have been conducted by the City of Carisbad. Figure 2 shows the locations of the intersection examined in this traffic report as directed by the City of Carlsbad Engineering staff. Figure 3 shows existing lane configurations at intersections which could be impacted by the projects traffic. Figure 4 shows existing average daily traffic (ADT) volumes. Figure 5 show existing peak hour traffic volumes. The Intersection Capacity Utilization (ICU) method of analysis was used to determine the intersection volume to capacity (v/c) ratio and corresponding level of service for the intersections which could be impacted by project traffic. The levels of service for street segments between intersection were determined using a capacity per lane of 1,800 vehicles per hour and volume to capacity ratios corresponding to levels of service at "D" for peak hours and at "C" for non peak hours at both intersections and street segments. 007400 5 1400-rpt-041301 Pacifica Palomar Fourth Revision ©Urban Systems Associates, Inc. As shown, all evaluated intersections are currently operating within the Growth Management Performance Standard which requires a level of service which is at least "D" during peak hours. Appendix A has the ICU worksheets for existing conditions. Street Segment Levels of Service Table 2 shows street segment levels of service within the study area. April 13, 2001 PROJECT TRIP GENERATION The project is located on the south side of Palomar Airport Readjust east of the College Boulevard/Aviara Parkway intersection and will be served by signalized intersection at Aviara Parkway and Pacifica Place. Figure 6 shows the project site plan. The project proposes one three story building. The top floor of 40,000 sq. ft. will be used as Corporate Tenant Headquarters and the other two floors (80,000 sq. ft.) is proposed as multi-tenant offices. The proposed uses will be contained in one building totaling approximately 120,000 square feet. Table 3 shows the project trip generation using trip generation rates from the San Diego Association of Govemments (SANDAG). Also shown are peak hour characteristics. The multi-tenant office uses on the site are expected to generate 1,800 average daily trips and the corporate office uses will generate 210 average daily trips. This results in a total of 288 AM peak hour trips, and 268 PM hour trips. The project site has previously been included in the City of Carlsbad LFMP Zone 5. Table 4 shows a comparison of daily and peak hour trip generation possible from the uses included in the SANDAG Cities/County 2020 Forecast, Carlsbad Aitemative. Shown is the trip comparison between the traffic model assumption and the project as corporate and multi-tenant offices, which generates less trips than the traffic model assumption. Fourth Revision April 13, 2001 Figure 7 shows the project traffic directional distribution percentages at assumed at full occupancy. The directional distribution percentages are based on Carlsbad traffic model results for traffic analysis zone within the site as modified by City of Carlsbad staff. Figure 8 shows the project only ADT and Figure 9 shows the project only peak hour traffic volumes based on the directional distribution percentages shown in Figure 7. These peak hour volumes have been used in subsequent sections of this report to estimate project direct traffic impacts at intersections and on street segments. Fourth Revision April 13, 2001 EXISTING PLUS PROJECT PLUS OTHER NEARBY PROJECTS Several projects are approved or pending in the nearby area that would also contribute traffic to Palomar Airport Road and the study area intersections in the near-term future. These projects are the Armstrong's Nursery at the northeast comer of Palomar Airport Road and Paseo Del Norte, an Oscar's Restaurant planned on the Costco site, an expansion of the Costco building and the addition of one gas pump island, the Kelley Corporate Center and the Laurel Tree Apartments. Figure 12 shows the project only peak hour volumes taken from the O'Rourke Engineering traffic report for the Armstrong's project. Figure 13 shows the project only peak hour volumes for the future Oscar's Restaurant and the Costco building and gas station expansion, taken from the O'Rourke Engineering traffic report for the Oscar's, and Linscott, Law, and Greenspan's traffic study for the Costco expansion. (Appendix D includes excerpts from these traffic studies done by others). Figure 14 shows the project only ADT's and peak hour volumes for the future Kelley Corporate Center. Figure 15 shows the project only ADT's and peak hour volumes for the Laurel Tree Apartments. Figure 16 shows the combined project only peak hour volumes from these nearby projects. April 13, 2001 CONGESTION MANAGEMENT PROGRAM fCMP) As required by State of Califomia Law (Proposition 111, June 1990, Congestion Management Program), an analysis of the Regionally Significant Arterials (RSA) in the study area are required. Palomar Airport Road is listed as an RSA through the study area, and has been evaluated in previous sections of this report. The ramp intersections with Palomar Airport Road/I-5 have also been evaluated. Both street segments and intersections are expected to operate at least at LOS "D", and therefore comply with CMP regional guidelines for Year 2020. Freeway Segments Evaluation The project traffic contribution to Interstate 5 main lanes is less than the 150 peak hour trips established in the CMP Guidelines, so that a freeway main lane analysis is not needed for this project. Intersections Study area intersection were evaluated using the 1997 update to the 1994 Highway Capacity Manual software shown in the Table 13, and all intersections comply with CMP requirements using this methodology. April 13, 2001 RAMP METER EVALUATION The ramp metering procedure used by Caltrans is based on a case-by-case approach as ramp meter systems are implemented in the various freeway corridors. When the fiill 1-5 corridor freeway operations and management system is implemented, flow rates at individual meters will be adjusted on a "real time" basis (i.e., the system is a dynamic always changing system with data feedback to the traffic management center where computer software interprets the real time field data and the entire system is adjusted to maximize through put of the overall freeway system). The metering flow rates provided by Caltrans for EIR impact analysis purposes are based on vehicle detectors at the ramp meters which generate the data which is shown in Table 14. The table shows actual flow rates by lane in addition to other data. Minimum meter flow rates typically used by Caltrans are 200 vehicles per lane per hour. Maximum metered flow rates are 1000 vehicles per lane per hour. For the Palomar Airport Road interchange, field observations were conducted during both the AM and PM peaks. No significant queues were observed except at the southbound on-ramp during the PM peak. The queues however were due to southbound main lane constraints which backed up traffic at the ramp meter. However, the back-up was accommodated on the dedicated lanes leading to the ramp. The actual data provided in Table 14 confirms that both the traffic estimates and observed queuing are generally accurate. Table 15 provides an estimate of the effect of adding project traffic at the ramp meters. Both existing and future buildout volumes and estimates of queuing with and without the project are shown. Since fiiture meter flow rates are not available from Caltrans, the existing flow rates were used. April 13, 2001 CONCLUSIONS AND RECOMMENDATIONS Consistency with Carlsbad Traffic Model and Master EIR The Pacifica Palomar project site has been shown by the technical documentation ofthe Carlsbad Traffic Model to be consistent with the land use assumptions and trip generation ofthe traffic analysis zone (TAZ) within which it is contained. Major intersections and street segments along Palomar Airport Road were evaluated. The evaluation included intersections and street segments expected to be impacted by twenty percent or more of Pacifica Palomar project traffic. This traffic report supplements previous circulation environmental reviews by re-evaluating expected existing traffic conditions, existing plus project conditions, existing plus project plus nearby projects, Buildout and Buildout + project conditions. These conditions were evaluated assuming the project to be developed as a mix of multi-tenant and Corporate office uses. Based on these evaluations, it can be concluded that no significant traffic impacts should result from the project as proposed, and no additional cumulative circulation mitigation measures should be needed beyond those previously identified in the City of Carlsbad LFMP Zone 13 Traffic Environmental Review and the City of Carlsbad Traffic Impact Fee Study. 001400 62 1400-rpt-041301 Pacifica Palomar ©Urban Systems Associates, Inc. Fourth Revision April 13, 2001 Existing Traffic Conditions An evaluation of existing traffic conditions of streets expected to be impacted by twenty percent or more of project traffic indicated street segments and intersections currently operate within the City's Growtli Management Plan's requirements of at least level of service "D" during peak hours. Project Plus Existing Conditions The project, as a mix of Corporate and multi-tenant office uses is expected to generate 1,880 average daily vehicle trips, 272 AM peak hour trips (245 inbound, 27 outbound) and 253 PM peak hour trips (47 inbound, 206 outbound). An evaluation of street segments and intersections nearby and expected to be impacted by twenty percent or more of project traffic was conducted after adding project peak hour traffic flow to existing conditions in order to determine any project direct significant impact. A traffic impact would be considered significant if traffic caused a reduction in peak hour level of service below LOS "D" (per City of Carlsbad Growth Management Plan, 1986). An evaluation of existing plus project conditions for street segments and intersections indicates expected operations within the Growth Management Program requirement of at least level of service "D" during peak hours, so that the project only impacts can be considered less than significant and no street segment or intersection mitigation is needed. 001400 63 1400-rpt-041301 Pacifica Palomar ©Urban Systems Associates, Inc. The Armstrong's Nursery, and Oscar's Restaurant on the Costco site, the planned Costco building and gas station expansion, the Kelly Corporate Center and the Laurel Tree Apartments were included in this evaluation. Street segment and intersection levels of service are expected to be within the Growth Management Program requirement of level of service "D" during peak hours so that no street segment or intersection mitigation is needed or recommended. Buildout Conditions Both street segments and intersection Buildout peak hour levels of service are projected to be within the Growth Management Plan guidelines assuming proposed project uses on the site. Appendix D Includes the HCS worksheets at those intersections were 50 of more peak hour project trips are expected. The LOS at Buildout + project is D or better. No additional mitigation measures are needed beyond those identified in the previously approved LFMP Zone 13 traffic and environmental review and the July 2000 Traffic impact Fee Study. The project will contribute its fair share of cumulative traffic improvements required in Zone 13 by contributing through the LFMP.
