Gallegos Gallegos & Associates 5671 Palmer Way, Suite A Carlsbad, Califomia 92008 DATE: SOURCE OF COPIES: April 2000 South Coastal Information Center Social Sciences Research Laboratory 5500 Campanile Drive San Diego, Cahfomia 92182 ABSTRACT: This report provides the results of a cultural resource literature review, record search and field survey of the Pacifica Califomia property in the city of Carlsbad. The property, a 20-acre parcel, is located to the south of Palomar Airort Road and on either side of Laurel Tree Road. The property consists of a terrace adjacent to a creek. Visibility was poor to fair over most of the property at the time of survey. The entire property was disturbed and recently graded. No cultural resources were identified within the project area by the literature review, record search, or the field survey. As a result, no further work is recommended. PJ. 6-00 April 2000 SECTION 1 INTRODUCTION 1.1 PROJECT BACKGROUND This study presents the results of a cultural resources survey of Pacifica Carlsbad, Califomia. Planned development of this 20-acre property includes the constmction of two three-story multi-tenant office units, in addition to the corporate headquarters of Pacifica Carlsbad. This study was completed in compliance with Carlsbad and Califomia Environmental Quality Act (CEQA) guidehnes. The cultural resource survey includes: updating the SCIC and Museum of Man record search and literature at the South Coastal Information Center, SDSU; field survey of the project area; and, the preparation of a report of finding. 1.2 ENVIRONMENTAL SETTING The property, located south of Airport Road in Carlsbad, consists of two parcels of land (Figures 1-1 and 1-2). The larger parcel (Parcel A), 15.69-acres in extent, is located east of Laurel Tree Road, inmiediately south of Airport Road. It is bordered on the south and east by Canyon de las Encinas. The smaller property is located to the west of Laurel Tree Road, and is bordered to the south by Flame Tree Lane, on the west by College Blvd and on the north Canyon de las Encinas. The project topography consists of a flat terrace adjacent to the drainage at an elevation of 100 ft. Both parcels have been heavily graded in recent years. The property may have been cultivated but is presently fallow. Vegetation consists of non-native grasses. Some riparian vegetation and trees are found adjacent to the creek, but outside the project boundary. Maps FIGURE 1-2 Much of the surface of Parcel B is covered with large mounds of mulch, resulting in poor visibility. The exposed surfaces were heavily disturbed and graded. A dirt road connects the end of Laurel Tree Road to recently constmcted houses to the south. 1.3 BACKGROUND - PREIHSTORY San Diego County was occupied as early as 9,000 years ago. The occupation from 9,000 to 1,300 years ago is identified here as the Early Period or Archaic Period. This period includes sites typed as San Dieguito, La Jolla and Pauma complexes. These people hunted, fished, milled plant foods, and collected and processed shellfish. Archaeological sites reflecting this occupation include coastal shell habitation sites, inland hunting and milling campsites, and quarry sites. San Dieguito and La Jolla/Pauma Complex are believed to be of the same cultural stock, representing one long period of occupation from circa 9,000 to 1,300 years ago. Occupation after 1,300 years ago (Late Period) is well documented by the numerous Kumeyaay/Diegueno and Luiseno habitation sites. Artifacts and cultural patterns reflecting this Late Period occupation include small projectile points, pottery, obsidian from Obsidian Butte, and cremations. The project area falls near the Kumeyaay/Luiseno boundary as described by Kroeber (1925). 1.4 RECORD SEARCH AND LITERATURE REVIEW RESULTS Twenty-six previous cultural resource surveys and tests have been carried out within a one-mile radius of the project area (Carrico and Gallegos 1984; Cheever and Gallegos 1987; Dolan et al. 1996; Fink 1974; Gallegos 1992; Gallegos and Kyle 1988a, 1988b, 1992; Gallegos and Pigniolo 1988a, 1988b, 1989; Gallegos et al. 1999; Gallegos and Stmdwick 1992; Hector 1985, 1988a, 1988b; Recon 1984; SRS 1982a, 1982b, 1982c, 1983; Wade and Hector 1986, 1988; WESTEC 1982, 1987; and Whitehouse and Hector 1989). A cultural resources survey conducted on a portion of Palomar Airport Road (Cheever and Gallegos 1987), included a portion of the present project area. No cultural resources were identified. PJ. 6-00 1-4 April 2000 The record search identified a total of forty prehistoric sites with a one-mile radius of the property. No cultural resources were identified within the project area No historic properties listed in the National Register of Historic Properties, Califomia Register, Califomia State Landmarks, Califomia Points of Historic Interest or other historic lists were identified within a one-mile radius of the property on the GEOfinder historic database maintained at the South Coastal Information Center, SDSU. PJ. 6-00 1-5 April 2000 SECTION 2 SURVEY METHODS, RESULTS AND RECOMMENDATIONS 2.1 FIELD CONDITIONS AND METHODS The property was surveyed on March 21, 2000 by Larry Tift and Sinead Nf Ghabhlain. The entire area was surveyed on foot using 10 to 12-meter transects. Visibility over much of the project area was fair to poor. Non-native grasses covered all of Parcel A, while mounds of mulch covered much of the surface area of Parcel B. Areas of good visibility and recently graded areas were closely examined. Both parcels were disturbed. Parcel A had been graded and fragments of building debris were noted during survey. Parcel B had been recently graded and mounds of bulldozed dirt were visible. A dirt road transected the parcel from the end of the paved Laurel Tree Road to a new housing development. 2.2 RESULTS AND RECOMMENDATIONS No prehistoric or historic cultural resources were identified within the project area. Given the negative results of the literature review, record search and field survey, no further work is recommended.
