The proposed modifications include: • Removal of an existing circulation area and 4 parking spaces • Installation of a new circuiar circulation area and 3 parking spaces • Re-Stripping 2 existing parking stalls to create 3 parking spaces In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood. 3) The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition ofa new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8) The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. It appears that the drop-off circle with the proposed three parallel parking spaces is too small to allow passenger vehicles with 24 foot turning radius to make the turn within the drop-off area. Indicate how a passenger vehicle can maneuver around the proposed circular drop-off area. Please use AASHTO design vehicles with a 24-foot turning radius. Show the inside and outside tire tracks. 2. The proposed reconfiguration of parking spaces at the northwest corner of the garage does not comply with the City design standard of providing a five foot clearance from the line of parked cars as shown on the marked set of plans (see enclosure). 3. A minimum of 87 parking stalls is required for the site. Ten percent of the required parking must be accessible. It does not appear that the site can be re-arranged with the proposed drop- off and maintain the minimum number of parking stalls required to comply with the Parking Ordinance. The application documents submitted for this project are complete. Prior to next submittal, it is suggested the following items are adequately addressed: Issues of Concern: 1) The applicant must complete a Storm Water Standards Questionnaire, form E-34 (see attached). Dr. Kane explains this in his attached letter. We are presenting a plan for your review and approval that will mitigate the operational issues as described in Dr. Kane's letter without the loss of parking or handicapped access to this entry. Our pian proposes to create a circular drop off area that retains the two handicapped parking spaces around the circle and relocates the other two parking spaces to the underground parking garage. We have restriped the parking in two areas of the garage so as to gain the two spaces that we are deleting from the existing entry area parking. We feel that this is a reasonable solution to both solve the issues that the doctors have found with the existing parking layout and still meet the City's requirements for parking. We have included two pians, one showing the existing conditions and the other indicating the proposed new circle drive. The new solution does not affect the fire & safety issues ofthis facility, since the existing fire lane around the whole building remains unchanged. The total number of parking spaces remains unchanged, while we have greatly simplified the drop off of patients at the main entiy to the building. The elevator which takes the patient to the second level, where the consulting rooms are located is adjacent to the stairs and adjacent to an overhang which protects the elevator. Unfortunately at the current time the parking arrangements are such that patients cannot be dropped by the elevator with their walkers and crutches and make their way to the consulting room. A request is being made to have the parking area converted to a new Drop Off Circle so that patients can be dropped adjacent to the elevator and also adjacent to the entrance to the Surgery Center. This will be a far more efficient way for patients to access the building. At the current time there are several parking spots in front of the elevator entrance, and when these are occupied there is no location where patients who are using walkers or crutches can be dropped off adjacent to the elevator so they can access the building. Mr. William Smith and Associates have drawn up plans to alter the parking situation into a new Drop Off Circle, and hopefully these plans will be approved expeditiously so that patient access to medical care is made more efficient and accessible.
