Once the common area ofthe mall is opened up, portions (on Level 1) are likely to drain via new storm drains that would connect to existing facilities just north of the mall. Refer to redlines. Revise the Storm Water Management Plan to address potential runoff to storm drains to the north and any additional BMP's. Although the vegetated swales to the south appear to address the redevelopment project area, additional BMP's may be required to address storm flows that discharge to the north. Specifically the open mall will include many new outside restaurant/eateries and trash and debris are likely pollutants. If these pollutants find their way to the lower level (Level 1), BMP's need installed to prevent their discharged via storm drains to the north to the creek. Consider installing in-line debris vaults or similar devices to intercept potential pollutants. Since some parking lot improvements are proposed within the City of Oceanside (landscape, parking lot lights, etc.), please identify the required applications to address the improvements shown on these exhibits. On sheet AO.2-0, revise the project data to list all Assessor's Parcel Numbers (APN's) affected by this application. There are several APN's that are not included. If these pollutants find their way to the lower level (Level 1), BMP's need installed to prevent their discharged via storm drains to the north to the creek. Please provide additional information and notes for the project as follows: a. Include arrows in the "Key Plan" illustrating the location ofthe section ofthe plan shown. b. Indicate the division between Planning Areas 1 and 5 on one or more of the site plans. c. Include specifics on the parking lot light standards, perimeter pedestrian walkway lighting, and wall mounted lighting for the perimeter of the project. 2. The north elevations on sheets A2.2-1 and A2.2-3 are of the large delivery area. The large expanse of building area without detail is a concern. Please discuss potential remedies with staff prior to a plan resubmittal. 3. Please indicate the process you are required to complete for the improvements proposed in the City of Oceanside and the status of that process. 4. A screening element should be provided between the loading doors/area and the outdoor dining area on the southeast side ofthe project. See sheet L-2.03. 5. If security gates are intended to secure the interior mall space after closing, please indicate their location and design/materials. 6. Please provide a detail of the pedestrian connections from the transit hub at the west end of the project to the main shopping area as well as the connection at the west end ofthe shopping area to Marron Road. The connection should be easily recognizable, direct, and should include typical pedestrian level enhancements such as landscape, lighting, furniture, and decorative paving. Engineering: 1. Revise the hydrology to address how the project will discharge to existing storm drains north of the mall. Once the common area of the mall is opened up, portions (on Level 1) are likely to drain via new storm drains that would connect to existing facilities just north of the mall. Refer to redlines. 2. Revise the Storm Water Management Plan to address potential runoff to storm drains to the north and any additional BMPs. Although the vegetated swales to the south appear to address the redevelopment project area, additional BMP's may be required to address storm flows that discharge to the north. Specifically the open mall will include many new outside restaurant/eateries and trash and debris are likely pollutants. If these pollutants find their way to the lower level (Level 1), BMP's need installed to prevent their discharged via storm drains to the north to the creek. Consider installing in-line debris vaults or similar devices to intercept potential pollutants. 3. Since some parking lot improvements are proposed within the City of Oceanside (landscape, parking lot lights, etc.), please identify the required applications to address the improvements shown on these exhibits. SDP 09-04(A) - WESTFIELD CARLSBAD June 6, 2014 Page 3 4. On sheet AO.2-0, revise the project data to list all Assessor's Parcel Numbers (APN's) affected by this application. There are several APN's that are not included. In addition, revise the exhibits to list all owners ofthe APN's. Refer to redlines. 5. On sheet AO.2-0, revise the sheet to list the existing and proposed Average Daily Traffic (ADT) for this project. The sheet currently lists square footage of retail space, but not ADT. 6. On sheet AO.2-0, revise the sheet to explain how the water and sewer demand is calculated. Provide the basic calculations used to generate the numbers listed (typical). 7. On sheet AO.2-0, revise the irrigation demand to list the existing irrigation demand of the existing mall. Since the project appears to result more landscape area being added, it is presumed that irrigation demand may increase. Revise the project data to express this information. 8. On sheet AO.2-0, revise the title sheet to delete 'existing' from the title, since the sheet seems to show both existing and proposed mall improvements. Refer to redlines. 9. On sheet Al.1-1, clarify if the legend symbol for 'storage' needs added to areas on the exhibit. Refer to redlines. 10. On sheet Al.3-1, revise the sheet to clarify new or existing roof callouts, where missing. Refer to redlines. 11. On sheet A2.1-1 thru A2.2-3, revise the sheets to add arrows on the key plan, where noted. Refer to redlines. 12. On sheet L-1.03 thru L-1.05, revise the sheets to clarify if the existing trees will be kept as part of the project. Refer to redlines. 13. On sheet L-1.05, delete/relocate the proposed tree over the existing sewer line. 14. On sheet L-2.03, the proposed landscape planters and lighting standards conflict with the existing public waterline directly under it. See sheet C-11 regarding relocating the waterline to the drive aisle. 15. Revise the preliminary utility sheets to show and callout the preliminary locations ofthe potable water meters and detector check valves that will serve this project. The legend symbols on sheet C-1 that include these points of connections could not be found on the utility sheets. 16. Revise sheet C-3 to callout quitclaiming and dedication of a new waterline easement per phase 1. Refer to redlines. 17. On sheets C-4 thru C-7, the keynotes callout existing parking lot lighting to remain. Since the Specific Plan requires them to be upgraded, revise the sheets to callout the removal and replacement of parking lot lighting. Revise the plans to show the proposed preliminary locations of new parking lot lighting to ensure project consistency with the Specific Plan. Refer to redlines. SDP 09-04(A) - WESTFIELD CARLSBAD June 6, 2014 Page 4 18. On sheets C-4 thru C-7, revise the sheets to clarify why new raised medians are proposed, when many appear existing. If the existing islands need removed, revise the plans to show them screened back and update the keynote to reflect removal of existing medians. Refer to redlines. 19. On sheets C-4 thru C-7, to address accessibility, revise the sheets to show and callout all existing and proposed pedestrian ramps throughout this project. Update the plans to address any new pedestrian improvements, if needed. 20. On sheets C-4 thru C-14, revise the sheets to callout the new SDP boundary as SDP 09-04A, since the SDP 09-04 is for phase 1. 21. On sheets C-4 thru C-14, the boundary line for SDP 09-04A is shown both bold and screened back (inconsistent). Please revise the exhibit so this line is shown consistency bold (typical). 22. On sheet C-4, revise the sheet to callout adding new raised landscape islands where some were missed. Refer to redlines. 23. On sheet C-5, the pedestrian ramp from Marron Road (near Macy's) does not provide consistent access to the mall for accessibility. Refer to redlines. This issue was raised during phase 1, but was deferred to phase 2. Please address this issue. 24. On sheets C-5, C-7, C-8 and C-12 delete keynotes in areas outside of the SDP 09-04A boundary (typical). Areas outside the SDP limits are assumed to remain. 25. On sheet C-5, some of the parking lot improvements approved as part of phase 1 (dwg 479-5A) are being modified. Clarify how drawing 479-5A will be modified/amended to avoid re- constructing mall improvements twice. 26. On sheet C-7, revise the drawing to address how semi-trucks will enter/exit the proposed loading dock. Using Caltrans figure 404-5B, this layout results in conflicts with the proposed landscape islands. Refer to redlines and address this discrepancy. 27. On sheets C-10 thru C-13, show how the reconstructed parts of the mall will be served by sewer. The keynotes indicate new sewer lines, but none could be found. 28. On sheet C-11, show/callout the relocation of the existing 10-inch ACP waterline to avoid the conflicts raised on sheet L-2.03. 29. On sheets C-12, clarify if the waterline leading to the mall is existing or proposed. Refer to redlines. Clarify if water meters or detector check valves will be shown on this sheet. 30. On sheet C-14, for the parking stalls along Marron Road, clarify if wheel stops will be used similar to phase 1. Refer to redlines and revise the exhibits to address. 31. On sheet C-16, revise the title to 'Fire and Truck Access Plan'. 32. On sheet C-16, show the inside/outside turning radii on the revised truck loading dock.
