The site area is 45,738 square feet in the Community of Calavera Hills. The site is zoned PC and is part of the Calavera Hills Master Plan. Existing residential units, both single family and multi-unit surround the project site. The project has 37 on grade parking stalls. The school will provide educational and care for children 6 months old to 11 years. The current capacity is 132 children with a staff of 19 employees. Play areas are provided around the perimeter of the site and a large 746 square foot covered patio will provide opportunities for outdoor activities. The site is completely surrounded by walls and fences to provide safety and security for the attending children. The project has been designed with a combination of pitched tile roofs and flat roof areas to blend with the surrounding residences and still minimize blockage of any views from adjacent residences. The Mediterranean style will complement the community and the tower will create a focal point, as the facility will provide a community gathering point and provide a needed service to the area. This site was graded as part of a Calavara Hills grading and improvement phased permit. The site is underlain with rock formations from 5 to 8 feet below the existing finished surface. As the site exist now, the vegetation is native suburban on the flat portion of the site and groomed and maintained ground cover and trees on the northern and eastern sides of the site. The west portion has a sidewalk and some planted ground cover. The southern side borders the existing multi-family residential and has a 6-foot high fence. The site is in a developed residential area that has both single family and multi- family homes, not more than two-stories. There are some open space trails about a 1/8 mile to the east. Since roads and residential development surrounds the site, there is no direct connection to the open space. The site is about 6 feet above College Avenue and has a bus stop on College directly in front of the site. There are currently no existing structures on the site. See attached aerial and other site photographs attached. Item# 33 Paved roads surround the site on three sides. College Avenue is a main arterial on the east and Red Bluff Place, which runs on the north and west sides, is a private road serving the multi-family residential to the south. The site is currently fenced so it is not likely that animals of any size would be able to cross or occupy the site. There are 2-story multi-family residential units to the east across College Avenue, single family residential to the west and 2-story multi-family to the south. On the north side, across Red Bluff Place, there is a mini-park for the neighborhood. From the attached aerial photo, you can see the development intensity. The single family residential to the west sits up above the site approximately 10 feet across Red Bluff Place and the general topography slopes to the north to south for about a mile. We have kept the main parapet to 15'-0" above the finished floor and the tile roof ridge to 21'-2" above finished floor with the ridge running parallel to the view corridor of the residences to the west. By using a flat roof we have kept the view corridor open and limiting the tile roof, which we felt we need to relate to the residential units surrounding the project. As required by the State of California, the City of Carlsbad has adopted a water efficient ordinance. All requirements of this ordinance are to be met. Concept plans shall include calculations which document the maximum allowed annual water use for the landscaped area or maximum applied water allowance (MAWA) and estimated total water use (ETWU). A landscape project shall not exceed the MAW A. The MAWA for a landscape project shall be determined by the following calculation as defined in the City ordinance: MAWA = (ETo)(0.62)[(0.7 x LA)+ (0.3 x SLA)]. The ETWU shall be determined by the following calculation as defined in the City ordinance: Please revise the MAWA calculation using the formula above. Please note that the SLA is to be multiplied by a factor of .3 versus 1.0. It is not clear how the landscape area square footages are calculated in the MAWA and ETWU formula. Sheet L 1.1 indicates a total of 17,797 square feet of landscape area. This is not reflected in the calculations. Please also note that recycled water use areas are considered special landscape areas (SLA) so the entire landscape area should be included in both portions of the MAWA calculation.
