Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or constmction permits). The results of the questionnaire determine the level of Storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the stomn water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the retum of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. The purpose of this document is to safeguard property and public welfare by regulating and reviewing the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures. The standards used in this document represent model national standards. Crime Prevention through Environmental Design The proper design and effective use ofthe built environment can lead to a reduction in the fear and incidence of crime and an improvement in the quality of life. The proper design influences this by positively affecting human behavior. The design includes the physical environment, the planned behavior of people, the productive use of space and an effective crime/loss prevention program. Natural Surveillance 1. Place and design the physical features to maximize visibility. This will include building orientation, windows, entrances and exits, parking lots, walkways, landscape trees and shrubs, fences or walls, signage and any other physical obstruction, 2. Design the placement of person and or activities to maximize surveillance possibilities. 3. Design lighting that provides for appropriate nighttime illumination of parking lots, walkways, entrances and exits. Natural Access Control 1. Use sidewalks, pavement, lighting and landscaping to clearly guide the public to and from entrances and exits. 2, Use fences, walls or landscaping to prevent and or discourage public access to or from dark and or unmonitored areas. Provisions for territorial reinforcement 1. Use pavement treatments, landscaping, art, signage, screening and fences to define and outline ownership or property. Maintenance 1. Use low-maintenance landscaping and lighting treatment to facilitate the principles of natural surveillance, natural access control and territorial reinforcement. Lighting 1. The parking and drive surface lighting should have a rated average bulb life of not less than 10,000 hours. 6. Accessible luminaries should have vandal resistant light fixtures and be not less than three feet in height from ground level when used to illuminate walkways and a minimum of eight feet in height from ground level when illuminating surfaces associated with vehicles. Light fixtures should be deemed accessible if mounted within fifteen feet vertically or six feet horizontally from any accessible surface or any adjoining roof, balcony, landing, treads, platform or similar structure. Landscaping 1. To provide greater visibility, demonstration of ownership (territorial reinforcement), an enhanced pedestrian environment, and a suitable buffer with the adjoining properties, the basic landscaping theme should consist of low ground cover with a maximum height of 2 feet and canopy trees with a minimum lower canopy of 6 feet. 2. Overhead light poles should not be placed in an area planted with shade trees or other canopy producing species. Only basic ground cover, including but not limited to hedges and shrubs, should be used, 3. Use security landscaping in areas to deter loitering or entrance where pedestrians are not wanted. Addressing 1. Numerals should be located where they are clearly visible from the street on which they are addressed. They should be of a color contrasting to the background to which they are affixed, 2. Numerals should be no less than six inches in height, if located less than 100 feet from the centeriine of the addressed street or 12 inches in height if placed further than 100 feet from the centeriine of the addressed street. 3. The numerals should be illuminated during the hours of darkness. 4. The rear doors of all building should have address numbers not less than six inches in height and be of a color contrasting to the background to which they are affixed. Stairways 1. Interior doors should have glazing panels a minimum of five inches wide and 20 inches in height and meet requirements ofthe Uniform Building Code. 2. Areas beneath stairways at or below ground level shall be fully enclosed or access to them restricted. 3. Stair towers and elevators have been the highest risk for personal injury as they are typically enclosed. Stairways should be designed to be completely visible from either the interior or exterior or both, unless mandated by the Uniform Building Code to be enclosed. 4. Fully enclosed interior or exterior stairways with solid walls, when required, should have shatter resistant mirrors or other equally reflective material at each level and landing and be designed or placed in such a manner as to provide visibility around corners. Elevators 1. Elevator cabs with interiors that are not completely visible when the door is open from a point centered on and 36 inches away from the door, shall have shatter resistant mirrors or other equally reflective material so placed as to make visible the entire elevator cab from this point. The elevator cab should be illuminated at all times with a minimum maintained two foot-candles of light at floor level. Doors 1. Use hollow steel doors that are a minimum sixteen (16) U.S. gauge and have sufficient reinforcement to maintain the designed thickness ofthe door when any locking device is installed. 2. Use only glass doors with fully tempered glass or rated burglary resistant glazing. Protect all exterior doors with security hardware. 3. Equip all doors with a latch cover constructed of steel. Ensure the latch cover is a minimum of .125 inch thick. Attach the latch cover to the outside by welding or with non-removable bolts spaced apart on not more than ten-inch centers. 4. Construct the jamb of all aluminum frame-swinging doors to withstand 1600 pounds of pressure in both a vertical distance ofthree inches and horizontal distance of one inch each side ofthe strike, to prevent violation of the strike. 5. Equip rear doors used for shipping and receiving and employee entrances with a viewer. 6. Equip a single or double door with a double cylinder deadbolt with a bolt projection exceeding one inch or a hook-shaped or expanding deadbolt that engages the strike sufficiently to prevent spreading. The deadbolt lock shall have a minimum of five-pin tumblers and a cylinder guard. Windows 1. Equip movable windows with security hardware and burglar resistant glazing. 2. Cover other vulnerable non-movable windows with burglar resistant glazing. Windows of commercial buildings are vulnerable to breakage during the hours of darkness when the business is non-operational especially windows within 40 inches of any door locking mechanism 3. Glaze should be constructed of either two part laminated glazing with a 0.60 inch inner layer or burglary resistant glazing Roofs 1. All skylights on the roof of any building should be provided with rated burglary resistant glazing material securely fastened with bolts that are non-removable from the exterior, 2. All hatchway openings on the roof of any building should be secured as follows: a. If the hatchway cover is of wooded material, it should be covered on the inside with at least sixteen (16) gauge steel metal or its equivalent and attached with screws. 3. All air duct or air vent opening exceeding ninety-six (96) square inches on the roof, exterior doors, or exterior walls of any building should be secured by covering the same with the following: a. Iron bars of a least number four (4) steel or equivalent, spaced no more that five (5) inches apart on center, at each direction, welded at all point of intersection, or one by one-fourth (1X %) inch flat steel or equivalent, spaced no more the five (5) inches apart on center, welded at all points of intersection. Alarm Systems 1. When considering an alarm system, the police department recommends a "verified system" in an effort to eliminate false alarm activations and increase breach detection. A verified system is verified through audio or visual components, 2. If considering electronic assess as a security feature, consider managed electronic access. To minimize the amount of area needed for treatment, you may want to consider using a cistern + bioretention to capture the roof drainage. Because the cistern will be designed with a small orifice that slowly releases the stored roof water, the bioretention area can often be sized much smaller than other acceptable best management practices (BMP's). Determine if the project results in an increase of or replacement of 50% or more of the previously existing impervious surface. Provide calculations to support your analysis. If more than 50% ofthe site is being increased or replaced with impervious surface, then the entire site is subject to treatment with numerically sized BMP's. In addition, be aware that as a priority project the project is subject to hydromodification requirements. Since the project will add or replace more than 5,000 square feet of impervious area, the project will be defined as a priority project. A Storm Water Management Plan (SWMP) prepared by a registered engineer is required for all priority projects. Submit the SWMP and questionnaire with your next submittal. To minimize the amount of area needed for treatment, you may want to consider using a cistern + bioretention to capture the roof drainage. Because the cistern will be designed with a small orifice that slowly releases the stored roof water, the bioretention area can often be sized much smaller than other acceptable best management practices (BMPs). Determine if the project results in an increase of or replacement of 50% or more of the previously existing impervious surface. Provide calculations to support your analysis. If more than 50% ofthe site is being increased or replaced with impervious surface, then the entire site is subject to treatment with numerically sized BMPs, In addition, be aware that as a priority project the project is subject to hydromodification requirements. Please refer to the city's Standard Urban Storm Water Management Plan (SUSMP) for further details and criteria. There is a list of exemption criteria for hydromodification requirements in the SUSMP. Nodes 3 and 4 of the listed exemptions may provide the best means for a possible exemption. ISSUES OF CONCERN Planning: 1. Repeat comment. In general, the project design has not been taken far enough to comply with the architectural design standards ofthe Car Country Specific Plan. Specifically, the design lends itself to a contemporary motif instead of the required Spanish or Mediterranean style. Follow-up comment. While staff appreciates the addition of the Spanish tile roof to the service/parking building, additional modifications are needed. Please use the Mercedes Benz and Kia remodels in the Car Country area as references for the remodel. Please see below for recommendations: • Details like the cornices and columns should have a Spanish motif; • The use of arches/arcade is recommended; • A tile roof is recommended for the tower element, the service canopy, as well as the northern elevation ofthe addition, which will be visible from Cannon Road; • A color other than "Snow White" is recommended. An earth tone color like cream or light tan would be more complementary to a Spanish theme; • Please remove the ACM panel details and ACM entry arch. This feature/material is too contemporary and does not complement the Spanish motif. Engineering: The following issues need to be resolved prior to resubmittal: 1. New comment. All the issues listed in the original letter from the city, dated January 8, 2013, still apply. It appears that none of the requested revisions were addressed as the plan submitted for second review is the same plan submitted with the first submittal. . Also, please submit the redlined drawings given to you with the above letter with your next submittal. Repeat comments: 2. On the site plan, add average daily trips generated by the project using the current "SANDAG Brief Guide of Vehicular Traffic Generation rates for the San Diego Region." Determine existing ADT, proposed ADT and the total increase in ADT. 3. Plot intersection sight distance at the driveway entrances per Topic 405 of California Department of Transportation Highway Design Manual. Remove any obstructions, including landscaping 30 inches or higher, that witl interfere with driver visibility. Identify any red curb/designated "no parking" along the property frontage. 4. Also, plot any existing and proposed water mains, services, water meters, back flow preventers, fire hydrants and any other related water facilities. A Storm Water Management Plan (SWMP) prepared by a registered engineer is required for all priority projects. Submit the SWMP and questionnaire with your next submittal. To minimize the amount of area needed for treatment, you may want to consider using a cistern + bioretention to capture the roof drainage. Because the cistern will be designed with a small orifice that slowly releases the stored roof water, the bioretention area can often be sized much smaller than other acceptable best management practices (BMPs), Determine if the project results in an increase of or replacement of 50% or more of the previously existing impervious surface. Provide calculations to support your analysis. If more than 50% of the site is being increased or replaced with impervious surface, then the entire site is subject to treatment with numerically sized BMPs. In addition, be aware that as a priority project the project is subject to hydromodification requirements. Please refer to the city's Standard Urban Storm Water Management Plan (SUSMP) for further details and criteria. There is a list of exemption criteria for hydromodification requirements in the SUSMP. Nodes 3 and 4 of the listed exemptions may provide the best means for a possible exemption. ISSUES OF CONCERN Planning: 1, Windows are recommended for the break room. Engineering: The following issues need to be resolved prior to resubmittal: 1, On the site plan, add average daily trips generated by the project using the current "SANDAG Brief Guide of Vehicular Traffic Generation rates for the San Diego Region." Remove any obstructions, including landscaping 30 inches or higher, that will interfere with driver visibility. Identify any red curb/designated "no parking" along the property frontage. Plot the easements identified under Nos. 4, 5, 7, 8 and 9 of schedule B of the Preliminary Title Report dated January 19, 2010, Provide copies of each recorded deed. If the exact location ofthe easement cannot be determined, state so on the plan. 4. Plot any existing or proposed sewer laterals and mains. Identify the size of the lateral and main. Also, plot any existing and proposed water mains, services, water meters, back flow preventers, fire hydrants and any other related water facilities. If on-site fire hydrants are required by the fire department, the hydrants must be public and served by a public main. Public water facilities shall be accompanied by a 20-foot wide public water easement dedicated to the Carlsbad Municipal Water District (CMWD). 5. Several impact fees will be assessed with your building permit based on the city's current fee schedule. Fees to be assessed include, but are not limited to, traffic and sewer connection fees. Traffic Fee: A net increase of 24,998 square feet of building area is projected to generate 1,000 additional ADTs (24,998 sf x 40 ADT/1,000 sf = 1000 ADT) per Table 18.42.020(e) of the Carlsbad Municipal Code. The current traffic fee is $112/ADT. Therefore, the current traffic fee is $112,000. Be aware that the generation rates in the municipal code may vary from the current "SANDAG Brief Guide of Vehicular Traffic Generation rates for the San Diego Region." The municipal code is used for establishing fees, not the current SANDAG guide. Sewer Connection Fee: A net increase of 24,998 square feet of building area is projected to generate 13.8 Equivalent Dwelling Units (EDUs) based on dividing the area of 24,998 square feet by 1,800 per Table 13.10.020(c)(12). The current cost per EDU is $1,096. Therefore, the sewer impact fee is $15,124 ($1,096 x 13.8 EDUs = $15,124). 8. Revise the site plan pursuant to the attached redlined comments.
