Description/Explanation: The site is located in an existing residentia! beach neighborhood designated Residential Meduim-High Density. The neighboring properties are a mix of one and two story singie family residences and two and three story rnuiti-dwelling residences. The lot is rnosthy flat and there are no obvious ocean or distant views from the property. The proposed project will inciude the demolition of one existing singie story home and one separate detached unit. The site will require minor grading for the construction of three detached single-family residences with attached two car garages. Ai! of the homes wili be three stories and have balconies on the second and third floors. A common driveway and hammerhead style turn around will service each house and a guest parl< space will be provided. Per SMA Section 66451.1, this time limit may be extended by mutual consent of the applicant and the city to allow for concun-ent processing of related approvals or an environmental review of the project. By accepting applications for tentative parcel maps concun-ently with applications for other approvals that are prerequisites to the map (e.g.. The roof covering the single-story element shall incorporate a separate roof plane and shall be substantially lower than the roof for the two- story element. Porches and porte-cochere elements shall qualify as a single-story edge. Houses with courtyards that are a minimum of 15 feet wide located along the side ofthe house and setback a minimum of 15 feet from the property line are not required to have a sinqle-story buildinq edqe. Multiple Building Planes 10 For at least 66% of the homes in a project, there shall be at least 3 separate building planes on street side elevations of lots with 45 feet of street frontage or less and 4 separate building planes on street side elevations of lots with a street frontage greater than 45 feet. Balconies and covered porches qualify as a building plane. The minimum offset in planes shall be 18 inches and shall include, but not be limited to, building walls, windows, porches and roofs. The minimum depth between the faces of the forward-most plane and the rear plane on the front elevation shall be 10 feet. A plane must be a minimum of 30 sq. ft. to receive credit under this section. On Sheet AO.O, please: a. list the zoning as Residential Density - Multiple (RD-M) b. add "Beach Area Overlay Zone" after/under the zoning c. list the General Plan Land Use as Residential Medium-High Density (RMH) d. On Sheet AS.l, I believe the intent may have been to show required private recreation space. However, many of these recreation areas shown do not meet the minimum dimensions of lO'xlO' for ground level, or 6', with a minimum 60 square feet (6'xlO') for balconies. The total required private recreation area per unit is 200 square feet. Please clearly identify the required private recreation space that meets the requirements previously mentioned. Homes 1 and 3, as proposed, do not meet the required private recreation space. 3. The first floor pop-outs on the east side of homes 1 and 3 are not permitted into the required 5' side yard setback unless solely for a fireplace. A fireplace is permitted up to 2' in the required setback and shall not exceed a length of 8'. Please revise the floor plan or show a proposed fireplace in the area that meets the requirements previously mentioned. 4. Please show all building height measurements from existing grade or finished grade, whichever is lower. Building height shall not exceed 30' for roofs with at least a 3:12 roof pitch, or 24' for flat roofs of less than a 3:12 pitch. It is understood that the grade may need to be changed in orderto accommodate drainage patterns. Therefore, a request to measure building height from the finished grade can be requested for approval with this application. 5. The building footprints listed on Sheets A0.3, A0.4 and A0.5 are not correct according to the "Floor 1 Area Schedule". Please revise the footprint area calculation. The application and plans submitted for this proposed project are complete. Below is a list of engineering issues that need to be resolved prior to resubmittal. 1. Please submit a preliminary hydrology/hydraulic analysis for the project. Include a discussion comparing the existing stormwater runoff quantities and drainage pattern with the post development pattern and runoff quantities. Discuss the post development offsite runoff pattern resulting from the concentration ofthe runoff discharge at the most southerly corner ofthe site. 2. Section IX Groundwater of the GEI Preliminary Geotechnical investigation states that on properties such as the subject site where low permeability soils exist at relatively shallow depths, periods of extended rainfall can result in shallow 'perched' groundwater. Confirm and specify that the topographic data is based upon this datum. Indicate the bench mark used and provide the NGVD 29 benchmark elevation. Sheet 2 • Confirm that the southwesterly driveway ramp fronting the adjacent parcel does not conflict with any existing street access from that parcel. • Revise the connection of the three proposed water services to show three separate connections to the 6" water main. • Add a callout indicating that the proposed irrigation backflow device is per CMWD W-20. • Add a callout indicating that the on-site sewer is an 8" PVC private sewer. • Add a note to the effect that the existing sewer lateral(s) will be located, shown and plugged as a part ofthe final engineering. • It appears that the existing retaining wall along the southeasterly end of the site is on the subject property.
