Mechanical Equipment 11 1.0 INTRODUCTION This report estimates exterior noise affecting and produced by the proposed La Costa Towne Center project at 7710-7770 El Camino Real, in the city of Carlsbad, Califomia (Figure 1). The proposed project. consists of the replacement and/or reconstmction of portions of the existing development into commercial / residential mixed-use buildings. The project site is located at the southeast comer of the intersection of El Camino Real and La Costa Avenue. Surrounding land uses include commercial to the north, multi- family residences to the south, single-family residences to the east, and vacant land to the west. The primary noise source affecting the project site is vehicular traffic on El Camino Real. The secondary noise source is vehicular traffic on La Costa Avenue. All required common and private outdoor usable areas would be exposed to unmitigated future exterior noise levels of 60 dBA or below. All outdoor use areas exposed to noise levels exceeding 60 dBA CNEL are considered amenities, and are not proposed to used to meet the PD Recreational Space Standards; therefore, no mitigation is required. The project as designed would be in compliance with the City of Carlsbad 60 dBA CNEL noise limit for residential outdoor space. Refer to Figure 3 for further details. Because future traffic noise levels would exceed 60 dBA CNEL at some project building fa9ades, an interior noise analysis evaluating proposed exterior wall constmction, windows, and doors would be required once building plans are finalized to ensure that the interior noise levels meet the Califomia Code of Regulations, Title 24: Noise Insulation Standard of 45 dBA CNEL or less. Project-related loading dock activities and HVAC units would generate noise levels up to 45 dBA CNEL at the eastem project property line, in compliance with the City of Carlsbad 65 dBA CNEL property line noise limit. Project-related loading dock activities and HVAC units would generate noise levels up to 65 dBA CNEL at the facades of onsite residential units. 1.1 NOISE BACKGROUND Noise is generally defined as loud, unpleasant, unexpected, or undesired sound that is typically associated with human activity and that interferes with or disrupts normal activities. The human environment is characterized by a certain consistent noise level which varies by location and is termed ambient noise. Although exposure to high noise levels has been demonstrated to cause hearing loss, the principal human response to environmental noise is annoyance. The response of individuals to similar noise events is diverse and influenced by the type of noise, perceived importance of the noise and its appropriateness in the setting, time of day and type of activity during which the noise occurs, and sensitivity of the individual. Sound is generally characterized by several variables, including frequency and intensity. Frequency describes the sound's pitch and is measured in cycles per second, or hertz (Hz), whereas intensity describes the sound's loudness and is measured in decibels (dB). Decibels are measured using a logarithmic scale. A sound level of 0 dB is approximately the threshold of human hearing and is barely audible under extremely quiet listening conditions. Normal speech has a sound level of approximately 60 dB. Sound levels above about 120 dB begin to be felt inside the human ear as discomfort and eventually as pain at still higher levels. The minimum change in the sound level of individual events that an average human ear can detect is about 3 dB. The average person perceives a change in sound level of about 10 dB as a doubling (or halving) of the sound's loudness; this relation holds true for sounds of any loudness. Sound levels of typical noise sources and environments are provided in Table 1. Because of the logarithmic nature of the decibel unit, sound levels cannot be added or subtracted directly and are somewhat ciunbersome to handle mathematically. A simple rule is useful, however, in dealing with sound levels. If a sound's intensity is doubled, the sound level increases by 3 dB, regardless of the initial sound level. Thus, for example, 60 dB + 60 dB = 63 dB, and 80 dB + 80 dB = 83 dB. The normal human ear can detect sounds that range in frequency from about 20 Hz to 20,000 Hz. However, all sounds in this wide range of frequencies are not heard equally well by the human ear, which is most sensitive to frequencies in the range of 1,000 Hz to 4,000 Hz. This frequency dependence can be taken into account by applying a correction to each frequency range to approximate the human ear's sensitivity within each range. This is called A-weighting and is commonly used in measurements of community environmental noise. The A-weighted sound pressure level (abbreviated as dBA) is the sound level with the "A-weighting" frequency correction. In practice, the level of a noise source is conveniently measured using a sound level meter that includes a filter corresponding to the dBA curve. Because community noise fluctuates over time, a single measure called the Equivalent Sound Level (Leq) is ofien used to describe the time-varying character of community noise. The Leq is the energy-averaged A-weighted sound level during a measured time interval. It is equal to the level of continuous steady sound containing the same total acoustical energy over the averaging time period as the actual time- varying sound. Additionally, it is often desirable to know the acoustic range of the noise source being measured. This is accomplished through the Lmax and Lmin indicators, which represent the root-mean- square maximum and minimum noise levels obtained during the measurement interval. The Lmin value obtained for a particular monitoring location is often called the "acoustic floor" for that location. Another sound measure known as the Community Noise Equivalent Level (CNEL) is an adjusted average A-weighted sound level for a 24-hour day. It is calcuiated by adding a 5 dB adjustment to sound levels during evening hours (7:00 p.m. to 10:00 p.m.) and a 10 dB adjustment to sound levels during nighttime hours (10:00 p.m. to 7:00 a.m.). These adjustments compensate for the increased sensitivity to noise during the typically quieter evening and nighttime hours. CNEL is used by the State of Califomia and City to evaluate land-use compatibility with regard to noise. Table 1. The shopping center, originally known as Plaza de la Costa Real, was designed and built in the early 1980s in accordance with City of Carlsbad Site Development Plan SDP-78-3 in a C-1 commercid zone. The center consists of five one- and two-story multi-tenant retail / office buildings anchored by a 30,800-square-foot (SF) Vons grocery store. The existing center provides approximately 123,000 SF ofbuilding area on a 10-acre net site area and 443 parking spaces are provided overall for a parking ratio of approximately 3.5 cars /1,000. Based on Excel GIV La Costa Owner LLC's desire to maintain and enhance the center while maintaining the viability of the existing tenants, the overall development is being updated and a new mixed use residential component is being added. The overall renovation and expansion of the center, would consist of two new mixed-use commercial / residential buildings being added to the project along with a single level of structured parking to provide a revitalized commercial center of approximately 126,990 SF served by 500 parking spaces (3.75 cars / 1,000) and 60 for-rent apartment units provided with 103 secure and segregated parking spaces. We anticipate that the overall project could be completed by the fall of 2014. Development plans for the center consist of two components: the remodel and renovation of the existing shops and office buildings on site, and the constmction of the new mixed-use project. Existing buildings 7720, 7750, 7760 and 7770 are scheduled to be updated over the next few months to accept new tenants. These remodels and new tenant improvements are ongoing. As part of the existing center work, the single story 7740 Shops Building is scheduled to be demolished and the existing parking lot expanded out to El Camino Real to improve sightlines into the center and redistribute the parking spaces provided for the existing retail / office tenants. New work proposed includes demolition of the existing Vons building and the constmction of two new mixed-use buildings & stmctured parking on the northem third of the existing property. This new development would include a single-level parking garage below grade to provide parking for both commercial and residential uses. Approximately 103 secure residential parking spaces and 105 commercial parking spaces would be included in this new basement-level parking garage, with additional commercial parking on the deck above. Above this new garage level, a new three-story mixed-use building, designated Building 7710, would be constmcted which would include a 40,000-SF first floor for commercial tenants and two levels of residential apartments above. Adjacent and to the east of this 7710 Building, a second new two-story mixed-use building would be constmcted. This second building would provide approximately 9,500 SF of retail space on the first floor and 12 residential units on a second level above. These twelve units would be designated for below-market-rate rental units. The residential levels of the two buildings would be connected by an open-air bridge spanning over the north entry drive to the center. dBF 2.0 APPLICABLE NOISE STANDARDS 2.1 CITY OF CARLSBAD 2.1.1 Exterior Traffic Noise The City of Carlsbad requires new projects to meet exterior noise level standards as established in the Noise Guidelines Manual. Figure iii: Land Use Compatibility for Community Noise Environments Matrix defines noise levels up to 60 dBA CNEL as "Normally Acceptable" at residential land uses. The City applies this goal at outdoor usable areas. The Application Requirements for Noise Report Application in the Manual states: Where exterior space above the first floor/story of a residential stmcture is proposed to be used to meet the Planned Development (PD) Recreational Space Standards as required pursuant to Chapter 21.45 of the Carlsbad Municipal Code, the exterior space shall be mitigated to the City Standard in order to receive credit as recreational space. 2.1.2 Construction Noise The City regulates constmction noise as established in Chapter 8.48 of the Carlsbad Code of Ordinances: 8.48.010 - Limitation of hours for constmction. The erection, demolition, alteration, or repair of any building or stmcture or the grading or excavation of land in such manner as to create disturbing, excessive or offensive noise during the following hours, except as hereinafter provided, is a violation ofthis code: (1) After sunset on any day, and before seven a.m., Monday through Friday, and before eight a.m. on Saturday; (2) All day on Sunday, New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day. (Ord. 3109 § 1 (part), 1978) 8.48.020 - Exceptions. (I) An owner/occupant or resident/tenant of residential property may engage in a home improvement or home constmction project involving the erection, demolition, alteration or repair of a building or stmcture or the grading or excavation of land on any weekday between the hours of seven a.m. and sunset and on weekends between the hours of eight a.m. and sunset, provided such project is for the benefit of said residentid property and is personally carried out by said owner/occupant or resident/tenant. dBF (2) The city manager may grant exceptions to Section 8.48.010 by issuing a permit in the following circumstances: (A) When emergency repairs are required to protect the health and safety of any member of the coimnunity; (B) In noiu-esidential zones, provided there are no inhabited dwellings within one thousand feet of the building or stmcture being erected, demolished, altered or repaired or the exterior boundaries of the site being graded or excavated. (Ord. 3109 § 1 (part), 1978) 2.1.3 Project-Generated Noise The City regulates project-generated noise in Section 21.31.080.J - C-L Local Shopping Center Zone, Development Standards, Loading Areas and Docks: All loading areas shall be oriented and/or screened so as to be unobtmsive from the adjacent streets or properties. Appropriate mitigating meeisures shall be incorporated to assure that noise from a loading area or dock does not exceed sixty-five db CNEL at the shopping center's property line. Noise level limits for Heating / Ventilation / Air Conditioning (HVAC) units or other mechanical equipment are not expressly identified. 2.2 STATE OF CALIFORNIA California Code of Regulations, Title 24: Noise Insulation Standards requires an acoustical analysis for multifamily dwellings located in an area exceeding 60 dBA CNEL. The analysis must show that the proposed design would limit interior noise in habitable rooms to 45 dBA CNEL or below. This analysis must be provided to the City's Building Inspection Department. The interior noise analysis should identify sound transmission loss requirements for building elements exposed to exterior noise levels exceeding 60 dBA CNEL. If the interior 45 dBA CNEL limit can be achieved only with the windows closed, the residence design must include mechanical ventilation that meets applicable Califomia Building Code (CBC) requirements. Worst-case noise levels, either existing or future, must be used. Future noise level predictions must be for a date at least 10 years from the time of the building permit application. 3.0 EXTERIOR NOISE ENVIRONMENT 3.1 EXISTING NOISE ENVIRONMENT The noise environment at the project site is dominated by vehicular traffic on El Camino Real; vehicular traffic on La Costa Avenue is a secondary source. El Camino Real has an existing (year 2010) Average Daily Traffic (ADT) volume of46,200 vehicles between Aviara Parkway / Alga Road and La Costa Avenue, and 32,600 vehicles between La Costa Avenue and Levante Street [SANDAG 2012]. The posted speed limit on El Camino Real is 55 miles per hour (mph). El Camino Real is classified by SANDAG as a six-lane major arterial. La Costa Avenue has an existing (year 2010) ADT volume of 34,800 vehicles between Saxony Road and El Camino Real, and 17,900 vehicles between El Camino Real and Nueva Castilla Way [SANDAG 2012]. The posted speed limit on La Costa Avenue is 55 mph west of El Camino Real, 35 mph between El Camino Real and La Costa Towne Center Drive, and 40 mph east of La Costa Towne Center Drive. La Costa Avenue is classified by SANDAG as a four-lane collector. 3.2 SOUND LEVEL MEASUREMENTS Four short-term (15-minute) sound level measurements were conducted during the aftemoon peak traffic period of Thursday, April 11,2013 to quantify the existing onsite acoustical environment due to vehicle traffic and to calibrate the noise model. Agencies such as the U.S. Department of Housing and Urban Development and the City of Carlsbad consider the peak hour sound level reasonably equivalent to the CNEL for vehicular traffic. A RION Model NL-31 American National Standards Institute Type 1 Integrating Sound Level Meter was used as the data-collection device. The meter was mounted to a tripod roughly 5 feet above ground to simulate the average height of the human ear. The sound level meter was calibrated before and after the measurement period. The measurement results are summarized in Table 2 and correspond to the locations depicted on Figure 2. A review of the table shows that the measured sound level ranged from approximately 54 dBA Leq at Measurement Location 4 (ML4) to 71 dBA at ML3. Table 2. Trafiic reported in ternis of cars / medium tucks / heavy trucks / buses / motorcycles. dBF 3.3 FUTURE NOISE ENVIRONMENT The future noise environment would also be a result of vehicular traffic on El Camino Real and La Costa Avenue. The SANDAG Series 11 and Series 12 traffic forecasts project future (year 2030 and 2050, respectively) ADTs are shown in Table 3. The forecasted traffic volume varies by year and segment; the highest volumes, which were analyzed in the interest of a worst-case scenario, are shown in italics. Table 3. The modeling effort considered offsite buildings, intervening topography, project buildings, roadway alignments, estimated average vehicle speed, peak-hour traffic volume, and vehicle mix. The model was calibrated using actual traffic counts and sound level measurements. Measured sound levels varied from modeled sound levels by approximately 1 dBA. Future vehicular traffic calculations are summarized in Appendix A. All cuirent roadway parameters were assumed to remain constant in the future, and were modeled accordingly. The peak-hour traffic volume was assumed to be 10% of the ADT volume on each roadway. A traffic mix of 98.5% automobiles, 0.5% medium tmcks, 0.25% heavy tmcks, 0.25% buses, and 0.5% motorcycles was used for this analysis. The default ground type used in the model was "loose soil." Calculations show that future exterior traffic noise levels at the proposed outdoor usable spaces and building facades would range from below 60 dBA CNEL to approximately 77 dBA CNEL, as shown on Figure 3. The following outdoor use areas would be exposed to unmitigated future traffic noise levels over 60 dBA CNEL: the proposed private balconies on the west side of Building 7710, on the second and third floors directly facing Ei Camino Real; and the common patios on the second and third floors of the north side of Building 7710. However, these areas are considered amenities, and are not proposed to be used to meet the PD Recreational Space Standards; therefore, no mitigation is required. All other proposed outdoor common and private usable areas would be exposed to future traffic noise levels under 60 dBA CNEL without mitigation. dBF 11 3.4 PROJECT SITE ACTIVITY During the site visit, project site activity was observed to primarily consist of occasioned low-speed vehicular traffic to and from the onsite businesses. Gathering or other activity at outdoor areas was very limited. The onsite noise environment at areas shielded from offsite vehicular traffic is represented by the measurement conducted at ML4, which reported a noise level of 54 dBA. The implementation of the project is not expected to ^preciably alter the use of the outdoor areas on the project site. The project site activity noise level is expected to remain similar to existing conditions. As such, the noise level from onsite activity, at onsite noise-sensitive land uses, is expected to he less than 60 dBA CNEL and comply with the City of Carlsbad residential outdoor space noise limit. 3.5 CONSTRUCTION Constmction of the project would generate a temporary increase in noise in the project area. The increase in noise level would be primarily experienced close to the noise source. The magnitude of the impact would depend on the type of constmction activity, noise level generated by various pieces of constmction equipment, duration ofthe constmction pheise, and distance between the noise source and receiver. Constmction activity and delivery of constraction materials and equipment would be limited to non- holidays, between 7:00 a.m. and sunset Monday through Friday and between 8:00 a.m. and sunset on Saturday. This project would implement conventional constmction techniques and equipment. Standard equipment such as scrapers, graders, backhoes, rollers, loaders, tractors, cranes, and miscellaneous tmcks would be used for constmction of most project facilities. Sound levels of typical constmction equipment range from approximately 65 dBA to 95 dBA at 50 feet from the source (U.S. Environmental Protection Agency [U.S. EPA] 1971). Worst-case noise levels are typically associated with grading. Noise sources associated with grading of the proposed project, and associated noise levels are shown in Table 4. Table 4. The closest residence is located approximately 175 east of constmction activity on the project site. It was assumed that one bulldozer, one scraper, one backhoe, one water tmck, and one roller would operate continuously throughout the site. No correction was applied for downtime associated with equipment maintenance. dBF 13 breaks, or similar situations. The calculations assumed point source acoustical characteristics. A point source decays from a source to receiver at a rate of 6.0 dB per doubling of disteuice from the source- receiver pair. This is a logarithmic relationship describing the acoustical spreading of a pure undisturbed spherical wave in the air. A combined point source level of 91 dBA at 50 feet would attenuate to approximately 80 dBA at the closest residence. Sound levels would be expected to be less than estimated because of downtime that typicdly occurs during constmction. Constmction activity would occur during dlowable times, in compliance with Section 8.48.010 of the City of Carlsbad Municipd Code. No potentidly significant constmction noise impact would occur. 3.6 PROJECT-GENERATED NOISE Project-generated noise sources include loading activity at the dock on the northeast comer of Building 7710, HVAC units on the rooftop of Building 7710 and Building 7714, and the cooling tower between Building 7710 and Building 7714. Loading dock activity would primarily consist of tractor-trdler and smaller box tmcks. The project is expected to generate an average volume of no more than five hourly tmcks during daytime hours (7 AM - 7 PM), two hourly tmcks during evening hours (7 PM - 10 PM), and one hourly tmck during nighttime hours (10 PM - 7 AM). Sound level meeisurements of delivery tracks, including tractor-trdlers and smdler box tmcks, have been conducted at existing similar commercid facilities. A typicd maximum delivery hour, which includes one 18-wheeler, two bread tracks, and two refrigerated tracks with the compressors ranning, generates an average noise level of approximately 66 dBA at 25 feet over a one- hour duration. Building 7710 would have 26 HVAC units in the eastem roof well, 26 units in the westem roof well, and 6 units in the centrd roof well. Building 7714 would have 6 units in the northeastem roof well and 6 units in the southeastem roof well. The units would be Lennox Model 13ACX, with capacities ranging from 1.5-ton to 3-ton (average 2-ton), which produce a sound power level of approximately 72 dBA. Refer to Appendix B. One cooling tower would be located in a mechanicd plant area built into the hillside between Building 7710 and Building 7714. The mechanicd plant area is surrounded by a retdning wdi approximately 16 feet in height to the east, down-sloping retdning wdls on the north and south, and a 12-foot-high barrier to the west. The cooling tower would be a Bdtimore Aircoil Company Model FXV-0812-20D-L, outfitted with the Low Sound Fan option, which produces a sound power level of approximately 94 dBA at 100% fan speed.
