pROJECT DESCRIPTION -EXHIBIT "A"
The proposed project Is a master planned hospltal/healthcare campus on
70.6 gross acres of vacant land. The sIte Is located at the southeast
corner of the IntersectIon of Palomar AIrport Road and Melrose Avenue -
two master planned prIme arterIals.
The fIrst phase of the project wll I Include a 114 bed acute care general
hospital, an 80,000 sq. ft. medical office building with an ambulatory
surgery and outpatient Imaging center and an underground power plant and
necessary parkIng. Grading of the entire site wll I precede the first
buIldIng phase. Certain permanent landscapIng over the entIre sIte wll I
be Included with the fIrst buIlding phase.
Subsequent buIldIng phases wll I Include expansion of the acute care
hospital to 330 beds, expansIon of the medical office buIlding to 240,000
sq. ft., addItIon of a mental health center, skll led nursIng facilIty,
life care facility, health education center, care center, fitness center
and special treatment clInic. UltImate building square footage for the
project wll I be 864,000 sq. ft.; 2,905 parking spaces wll I be provided to
support the above uses. Later phases of medical office/hospital expansion
wll I require below-grade parking for approximately 450 cars.
Special care has been taken to "sculpt" the land consistent with the
topographic position that the sIte occupies as the termInus of a major
coastal val ley. Grading wll I al low vIew corrIdors to the magnifIcent
val ley and ocean beyond from Palomar Airport Road. The landscape concept
envIsions a "hospItal campus In a park." A 1.2 mIle par course has been
Incorporated at the perImeter of the project as a staff, patient and
community recreational feature.

STATEMENT OF AGREEMENT
TENTATIVE SUBDIVISION MAP
CITY OF CARLSBAD
The Subdivision Map Act and the Carlsbad Municipal Code sets a
fifty (50) day time restriction on Planning Commission processing
of Tentative Maps and a thirty (30) day time limit for City
Council action. These time limits can only be extended by the
mutual concurrence of the applicant and the City. By accepting
applications for Tentative Maps concurrently with applications
for other approvals which are prerequisites to the map; i.e.,
Environmental Assessment, Environmental Impact Report, Condominilli~
Plan, Planned Unit Development, etc., the fifty (50) day time
limits and the thirty (30) day time limits are often exceeded.
If you wish to have your application processed concurrently,
this agreement must be signed by the applicant or his agent. If
you choose not to sign the statement, the City will not accept
your application for the Tentative Map until all prior necessary
entitlements have been processed and approved.
The undersigned understands that the processing time required by
the City may exceed the time limits, therefore the undersigned
agrees to extend the time limits for Planning Commission and
City Council action and fully concurs with any extensions of
time up to one year from the date the application was accepted
as complete to properly review all of the applications.
