E-34 Page 3 of 3 Effective 6/27/13 ^ CITY OF CARLSBAD STORM WATER STANDARDS QUESTIONNAIRE E-34 Development Services Land Development Engineering 1635 Faraday Avenue 750-602-2750 www.carlsbadca.gov To address post-development pollutants that may be generated from development projects, the City requires that new development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer lo the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.Qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or constmction permits). The results of the questionnaire detennine the level of stonn water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to "Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project condittons and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent stonn water standards than initially assessed by you, this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the Cily. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. It currently says "existing phase". Remove any mention of phasing throughout the drawings. The cover page also references phasing under parking calculations. 3. As previously mentioned in the Preliminary Review (Question #12), staff does not support the proposed 8 foot sound walls. Please redesign the walls so that no wall is over six feet tall. If the wall height is needed to attenuate freeway noise, please add an earthen berm or short planter wall adjacent as to soften the aesthetics ofthe wall. Also, provide wall details including heights, color and materials. 4. Please dimension (length and width) a typical standard and compact parking space. As proposed, the standard parking space shown on the site plan does not meet the minimum area of 170 square feet pursuant to Section 21.44.050 Table B of the CMC. If overhang is to be included in the minimum area, please address the walk way in front of Building M as the overhang will impede pedestrian travel along this narrow path. Also, refer to landscape comment #10. 5. Please provide an early public notice package as soon as possible. The early public notice package requirements can be viewed online by visiting the City of Carisbad's Planning Division Website. Engineering: 1. A separate issues letter will be sent out by the Engineering Division. Landscaping: Please advise the applicant to make the following revisions to the plans so that they will meet the requirements ofthe City of Carisbad's Landscape Manual. The plan shall demonstrate that plants, when installed and at maturity, will be positioned to avoid obstructing motorists' views of pedestrian crossings, driveways, roadways and other vehicular travel ways. On collector streets and larger, landscape elements over 30 inches in height (including planting measured at maturity) as measured from adjacent street grade are not permitted at street corners within a triangular zone drawn from two points, 25 feet outward from the beginning of curves. At medium to high use driveways, the 30 inch height limitation applies at driveways 25 feet from the edge of the apron outward along the curb, then 45 degrees in toward the property. Please show and label the 25' sight triangle and insure no plantings over 30" tall where located within this zone. 3. Please provide a north arrow and bar scale on all plan sheets. 4. Avoid planting trees and large shrubs above or near sewer laterals, water mains, meter boxes and other utilities. Please coordinate relocation of utilities and/or trees as appropriate. Check all areas. 5. Please verify appropriateness of Marathon Fescue in the bio-retention basin. This turf may not be appropriate depending on the amount of time the basin is expected to hold water. 6. Architectural plans specify an 8' high sound wall. Please verify/coordinate the wall height. Please specify the proposed wall finishes. The Landscape Manual requires landscaping to feature ground cover, shrubs, and trees to screen elements of unsightliness and screen/soften new improvements. Please provide wall vines as appropriate to screen/soften this wall. 7. Prunus does not perform exceptionally well in zones 23 and 24. It is recommended that the use of this tree be limited and a substitute be provided where large quantities are proposed. 8. Street trees shall be located a minimum of three (3) feet outside the public right of way unless approved otherwise by the City. Please address. 9. Trees shall be provided at the minimum rate of one per every four parking stalls. Trees pertaining to this requirement shall be located within the parking area, exclusive of parking lot setbacks. The trees shall be located in close proximity to the spaces they are to shade. Please address. 10. A perimeter landscape border of at least eight (8) feet in width (exclusive of curbs) shall be provided around each outdoor/at grade parking area unless the Zoning Ordinance or other governing document specifically provides otherwise. The perimeter landscaped border (between property lines and parking areas) may include any landscaped yard, setback, or landscaped area otherwise required within the property and shall be continuous except for required access points. A perimeter landscape border is not required between a parking lot and building. The planting within the perimeter landscape border is not counted towards the 3% landscape requirement for parking lots (see comment 11). Please address. 11. A minimum of 3% of the parking area shall be landscaped. The "parking area" includes all parking spaces and drive aisles. The plantings shall be contained in planting areas with a minimum dimension of 4' and bounded by a concrete or masonry curb of a minimum of 6" in SDP 96-02(A)/CUP 204(F)/CDP 14-32-ST PATRICK PARISH SCHOOL January 6, 2015 Page 4 height. The plantings shall be located throughout the off-street parking areas in order to obtain the maximum amount of dispersion. Please provide a calculation proving the percentage of landscape area provided in the parking area. 12. Long rows of parking should be broken up with landscaped islands. Landscaped islands should be provided at intervals of one island for approximately every 12 to 15 parking spaces. Please address. 13. If landscaped "finger" islands are provided between parking spaces, they shall be designed with a minimum outside width of seven (7) feet and a minimum landscape width of four (4) feet. Please address. 14. Irrigation systems for all projects, except for service to a single-family residence or front yard irrigation on individually metered condos, shall be designed to use non-potable, treated recycled water, unless an exemption is approved by the City Utilities Department. Notes indicate that the irrigation systems will be designed for future use of recycled water. Please provide a colored or hatched plan clearly showing where recycled water, graywater and potable water are proposed to be used for irrigation. This plan will be forwarded to CMWD for review. Any comments will be returned to the applicant. 15. Please sign the statement. 16. Please revise .8 to .7 in zone 1 and .3 to .7 in zone 2 and recalculate. See comment 17 below. 17. The MAWA calculations are not understood. The calculations should be as follows: 44.0 (.62) [(.7 X 44,180) + (.3 x 28,030 SLA)] = 1,073,058.8 Please resolve. 18. Please correct the zone 1 and 2 ETWU calculations. Zone 1 should equal 873,895. Zone 2 should equal 240,312. 19. The ETWU exceeds the MAWA. The ETWU is not allowed to exceed the MAWA. The plan shall provide that only low volume or subsurface irrigation shall be used to irrigate any vegetation within twenty-four inches of an impermeable surface unless the adjacent impermeable surfaces are designed and constructed to cause water to drain entirely into a landscaped area.
