The following is a response to the issues raised. • The Engineering Department staff has determined that no additional bonding or inspection fees are required for paving of the parking expansion area. • The additional trees required to comply with the ratio of one tree per four parking spaces requires the submittal of a landscape and irrigation plan construction change application for review by the City's Landscape Plancheck Consultant. • The lighting proposed for the parking expansion area requires the submittal to the Building Department of an application and plans for a building permit. Project No. 4960151-003, dated September 9, 1997 (second revision September 10,1997) In accordance with your request; we are herein providing pavement design recommendations for the proposed southernmost parking lot expansion area. This area was previously addressed in the above referenced report, and was encompassed by representative areas: D, F, and G (see attached Figure 1). We have recently reviewed the recommendations provided in The referenced report and observed the current site conditions. Based on this information, it is our opinion that the soil conditions have not changed sufficiently to warrant additional R-vaiue testing at this time. Therefore the recommendations provided in the referenced report can still be considered pertinent and applicable. The upper 6 inches of subgrade soils should be moisture conditioned and compacted to ai least 95 percent relative compaction based on ASTM Test Method D1557-96 prior to placement of aggregate base. The base layer should be compacted to at least 95 percent relative compaction as determined by ASTM Test Method D1557-96. Untreated Class 2 aggregate base (not processed miscellaneous base) should meet the four criteria of Section 26-1.02A of the most recent Caltrans specifications. If pavement areas are adjacent to landscape areas, we recommend steps be taken to prevent the subgrade soils from becoming saturated. Concrete swales should be designed in roadway or parking areas subject to concentrated surface runoff. If you have any questions regarding this repor appreciate this opportunity to be of service. As you may recall, this area is currently approved to receive temporary bark mulch until such time as permanent paving would be installed in the future. The future parking expansion area includes approximately 1,072 parking spaces and, once paved, will complete 100% of the parking requirements for LEGOLAND. The engineering drawings for the paving of the expansion area are already approved by the City under drawing number 333-2Y, Grading Plans for Lots 18 and 19 of CT 94-09. Carlsbad Ranch / LEGOLAND Carlsbad. See sheets 46 and 47. Revised structural sections for the asphalt paving were approved by the City Engineering Inspector in November of 1997, and have been re-confirmed by the soil engineer in April of this year (copy of letter attached). Paving of this area triggers the City requirement to add additional trees at a ratio of one tree per four parking spaces. We will be installing these trees at this time. The locations of the trees will be reviewed with the City Landscape Architect for approval. We propose to process the planting additions as either a "construction change" or as an "as- built" to the Outer Park planting plans. Please let us know your preference. Additional lighting will be provided in the new parking area. Plans showing the location of additional light poles and a light intensity study prepared by the light manufacturer are enclosed with Don Neu's copy of this letter for your review. The required light levels are achieved with the pole layout shown. Please inform us if there are any additional bonding requirements for this work. We currently have a significant amount of bonding in place, greatly in excess of the amount required to complete the remaining work for the parking lots and LEGO Drive. We will be requesting a partial release of bonds shortly, and if any additional bonding is required for the expansion paving, we propose that existing bonding now in place cover this work.' The proposed amendment has been approved pursuant to Section VI. B. 4 of the Carlsbad Ranch Specific Plan as an administrative amendment permitted by the Planning Director. The City's Landscape Plancheck Consultant has determined that the amendment could be processed as a construction change to the landscape and irrigation plans for the project. The CC&R's and the Design Review Guidelines for Carlsbad Ranch do not contemplate the need for review and approval of the Inner Park aspects of LEGOLAND. The only area of LEGOLAND subject to Design Review are those buildings in the Service/Administrative area of the park. These buildings are scheduled for review at our next Design Review meeting on January 29, 1998.
