SUBJECT: LEGOLAND PARKING LOT LIGHTS
Dear Ms. Biglaiser:
Your inquiry to the City Council concerning the parking lot lights at LEGOLAND has been
referred to me to respond to your questions. The first issue you asked about is whether
LEGOLAND can be made to change to "down lights". I have reviewed the light specifications
and field checked the parking lot lighting with a representative of the City's Building
Department. As required by the conditions of approval for the LEGOLAND project the parking
lot light fixtures direct light downward. We inspected the fixture type being used and confirmed
that the top of the fixture is completely enclosed by metal which does not allow light to be
emitted from the top of the fixture.
Your second issue concerned whether the City can require LEGOLAND to turn off lights after
the park closes each night. There are no provisions in the municipal code limiting the hours that
lighting can be on. Therefore the City has no authority to restrict the hours of operation of
project lighting. Previously LEGOLAND has indicated that lighting is needed for the crews
cleaning the park at night as well as for security reasons.

In response to your e-mail dated March 15, 1999, the Community Development Director and I
have prepared the attached table. The table responds to the issues which you requested
information on including the following:
1. The approval process for LEGO to develop the expansion areas;
2. Limitations on the types of rides permitted in the LEGOLAND theme park; and
3. The approval process for replacing existing rides.
The specific plan and development agreement address each of the issues listed above. Should

Thank you for providing the additional information requested concerning the proposed schedule
for the Palomar Limousine shuttle and trolley as well as the revised contract. The information
provided has been approved as complying with condition number 23 of Planning Commission
Resolution Number 4083. The shuttle service as well as the Ridesharing Program to be
implemented for all "Model Citizens of LEGOLAND California" satisfies the air quality
objectives of the condition.
Enclosed is a copy of the documents which comprise the air quality mitigation program. Should
you have any questions concerning the Planning Department's approval of the program please

Dear Ms. McSparran:
This contract is to confirm an agreement between Palomar Aviara Transportation. Inc. (PAT), and
LEGOLAND, California for your facility to allow access to Palomar Aviara Transportation, Inc DBA The
PAL Shuttle. The terms of the agreement are as follows:
1. Service will be initially 2 days per week on Saturday and Sunday. The schedule may increase to 7
days a week, depending on demand.
2. Increase or decrease in the frequency and number of days PAL Shuttle service is offered, will be at the
sole discretion of PAT. —
3. A Proposed schedule of Frequency and destination of all stops is attached to this document. This
schedule may change at PAT's discretion, to meet the demands of the patrons.
4. The proposed route will include your facility as well as other resorts and tourist attractions.
5. Cost to the Shuttle patron will be approximately $3.00 each way.
6. Cost of service may change without notice, at the sole discretion of PAT.
7. Equipment used for the PAL Shuttle route will be a 24 Passenger Executive Coach, and A 33
passenger Deluxe Trolley Cable Car. The Cable Car is not currently on our enclosed proof of
insurance, as we are in the process of purchasing it. Proof of insurance will follow, once the sale is
completed.
8. PAT will maintain a $5 million liability policy on the equipment used for the PAL Shuttle.
9. The purpose of the PAL shuttle is to serve your guests by proving convenient transportation to
primary tourist areas.
10. Our hope is that the PAL Shuttle will also help decrease traffic congestion in Carlsbad
11. LEGOLAND, California gives The PAL Shuttle privilege to stop on it's property to pick and drop off
PAL shuttle patrons.
12. We will provide all the necessary marketing materials for the PAL Shuttle. The materials include,
but are not limited to: Shuttle Brochure, schedule cards, and free standing signs.
13. The driver of the PAL Shuttle will collect fares from shuttle patrons.
14. The PAL Shuttle will operate on a fixed Schedule with direct service from the Oceanside Transit
Center to LEGOLAND, California, 7 days a week. Direct service will commence March 20, 1999.

15. PAT will provide 50% off tickets to local establishments, and resorts, for the use of resorts guests
and local patrons. These tickets will be at no cost to the facility and should be disbursed to patrons to
help promote the PAL Shuttle in it's beginning stage of operation.
16. LEGOLAND, California may pre purchase tickets for distribution to it's VIP guests.
17. PAT will not represent itself in any way as an agent of LLC.
18. PAT will enter and exit LLC parking lot from Hidden Valley Road entry point.
19. PAT will not "stage" on LLC property, but will stop as directed in designated area(s).
20. PAT will not place unauthorized marketing materials, i.e. signs an LLC
2 1 . PAT will only be allowed access onto LLC property during normal park hours and/or at other
approved times.
22. LEGOLAND, California may revoke their permission for access to it's property by PAT.

I. PURPOSE

In this spirit, LEGOLAND California is committed to protecting and preserving
our environment for future generations, to the best of our ability. In
concordance with this vision, LEGOLAND California encourages ridesharing by
its MCs. LLC has instituted several programs to promote alternative means of
commuting by our MCs.

II. SCOPE
All Model Citizens of LEGOLAND California.
III. POLICY
A. LLC will provide commuter information areas on site for our MCs.
1. Informational resources are available in the HR breezeway for MC
access. Information includes local bus lines and Coaster (railway)
information.
2. Additional information on commuting or ridesharing or suggestions
should be communicated to Human Resources.
B. LLC also promotes ridesharing by distributing information on park and ride
lots and rideshare hot line numbers for MCs to access rideshare
information.
C. LLC will feature rideshare information periodically in our newsletter the
Model Citizen.
D. LLC has implemented staggered shift start and finish times in order to
both ease local traffic congestion and provide flexibility and convenience
to our MCs. Actual start and end times of shifts are at the discretion of
each supervisor and based on operational requirements.

1. Attractions/Grounds/Operations MCs begin their shifts up to two hours
before the park opens and have staggered shift start times.
2. Retail MLS begin their shifts up to one hour prior to park opening and
have staggered shift start times.
3. Food and Beverage MCs begin their shifts up to one hour prior to park
opening and have staggered shift start times.
4. MCs in the Community Center (Administration Building) have flexible
start times, generally between 7:00 am and 10:00 am and flexible stop
times, generally between 4:00 pm and 8:00 pm.
5. Maintenance/Landscaping MCs begin their shifts up to two hours
before the park opens and have staggered shift start times.
6. All of the above MC groups also have afternoon shifts that have
staggered start times between noon and 3:00 pm.
7. All of the above MC groups also have weekend shifts available.
E. LLC has designated preferred parking spaces~for those individuals that
choose to carpool to work.
F. In partnership with the San Diego Association of Governments' program
"RideLink", LLC will annually survey MCs to determine their interest in
carpooling and provide personalized ridematching services.
G. Also in partnership with the San Diego Association of Governments'
program "RideLink" LLC will also conduct an annual survey of MCs to
determine AVR (Average Vehicle Riders).

Dear Ms. McSparran:
This contract is to confirm an agreement between Palomar Aviara Transportation. Inc. (PAT), and
LEGOLAND, California for your facility to allow access to Palomar Aviara Transportation, Inc DBA The
PAL Shuttle. The terms of the agreement are as follows:
1. Service will be initially 2 days per week on Saturday and Sunday. The schedule may increase to 7
days a week, depending on demand.
2. Increase or decrease in the frequency and number of days PAL Shuttle service is offered, will be at the
sole discretion of PAT.
3. A Proposed schedule of Frequency and destination of all stops is attached to this document. This
schedule may change at PAT's discretion, to meet the demands of the patrons.
4. The proposed route will include your facility as well as other resorts and tourist attractions.
5. Cost to the Shuttle patron will be approximately $3.00 each way.
6. Cost of service may change without notice, at the sole discretion of PAT.
7. Equipment used for the PAL Shuttle route will be a 24 Passenger Executive Coach, and A 33
passenger Deluxe Trolley Cable Car. The Cable Car is not currently on our enclosed proof of
insurance, as we are in the process of purchasing it. Proof of insurance will follow, once the sale is
completed.
8. PAT will maintain a $5 million liability policy on the equipment used for the PAL Shuttle.
9. The purpose of the PAL shuttle is to serve your guests by proving convenient transportation to
primary tourist areas.
10. Our hope is that the PAL Shuttle will also help decrease traffic congestion in Carlsbad
11. LEGOLAND, California gives The PAL Shuttle privilege to stop on it's property to pick and drop off
PAL shuttle patrons.
12. We will provide all the necessary marketing materials for the PAL Shuttle. The materials include,
but are not limited to: Shuttle Brochure, schedule cards, and free standing signs.
13. The driver of the PAL Shuttle will collect fares from shuttle patrons.
14. >The PAL Shuttle will operate on a fixed Schedule with direct service from the Oceanside Transit
Center to LEGOLAND, California, 7 days a week. Direct service will commence March 20. 1999.

15. PAT will provide 50% off tickets to local establishments, and resorts, for the use of resorts guests
and local patrons. These tickets will be at no cost to the facility and should be disbursed to patrons to
help promote the PAL Shuttle in it's beginning stage of operation.
16. LEGOLAND, California may pre purchase tickets for distribution to it's VIP guests.
17. PAT will not represent itself in any way as an agent of LLC.
18. PAT will enter and exit LLC parking lot from Hidden Valley Road entry point.
19. PAT will not "stage" on LLC property, but will stop as directed in designated area(s).
20. PAT will not place unauthorized marketing materials, i.e. signs an LLC
21. PAT will only be allowed access onto LLC property during normal park hours and/or at other
approved times.
22. LEGOLAND, California may revoke their permission for access to it's property by PAT.

RIDESHARING PROGRAM
I. PURPOSE

In this spirit, LEGOLAND California is committed to protecting and preserving
our environment for future generations, to the best of our ability. In
concordance with this vision, LEGOLAND California encourages ridesharing by
its MCs. LLC has instituted several programs to promote alternative means of
commuting by our MCs.
II. SCOPE
All Model Citizens of LEGOLAND California.
III. POLICY
A. LLC will provide commuter information areas on site for our MCs.
1. Informational resources are available in the HR breezeway for MC
access. Information includes local bus lines and Coaster (railway)
information.
2. Additional information on commuting or ridesharing or suggestions
should be communicated to Human Resources.
B. LLC also promotes ridesharing by distributing information on park and ride
lots and rideshare hot line numbers for MCs to access rideshare
information.
C. LLC will feature rideshare information periodically in our newsletter the
Model Citizen.
D. LLC has implemented staggered shift start and finish times in order to
both ease local traffic congestion and provide flexibility and convenience
to our MCs. Actual start and end times of shifts are at the discretion of
each supervisor and based on operational requirements.
1. Attractions/Grounds/Operations MCs begin their shifts up to two hours
before the park opens and have staggered shift start times.
2. Retail MCs begin their shifts up to one hour prior to park opening and
have staggered shift start times.
3. Food and Beverage MCs begin their shifts up to one hour prior to park
opening and have staggered shift start times.
4. MCs in the Community Center (Administration Building) have flexible
start times, generally between 7:00 am and 10:00 am and flexible stop
times, generally between 4:00 pm and 8:00 pm.
5. Maintenance/Landscaping MCs begin their shifts up to two hours
before the park opens and have staggered shift start times.
6. All of the above MC groups also have afternoon shifts that have
staggered start times between noon and 3:00 pm.
7. All of the above MC groups also have weekend shifts available.
E. LLC has designated preferred parking spaces for those individuals that
choose to carpool to work.
F. In partnership with the San Diego Association of Governments' program
"RideLink", LLC will annually survey MCs to determine their interest in
carpooling and provide personalized ridematching services.
G. Also in partnership with the San Diego Association of Governments'
program "RideLink" LLC will also conduct an annual survey of MCs to
determine AVR (Average Vehicle Riders).

In summary of our previous submittals and various conversations, please find attached
three (3) copies of our final submittal comprised of the following Items:
1. Ride Sharing Program and Shift Time in response to Parts a), b) & c) as
previously submitted..
2. PAL Agreement and revised Shuttle Time Tables
Kindly note that PAL will have a total of four (4) vehicles available for service, covering
two (2) routes per the attached schedules. Each schedule and route can be adjusted to
meet demand. What is being proposed at this time is a Monday through Friday route and
a weekend and holiday route. You will see from the attached that the weekend/holiday
schedule services the whole of Carlsbad, including both Poinsettia and Carlsbad Village
stations. It has been decided to retain these stops on Sundays at convenient pick-up
points for shuttle passengers. The agreement with PAL will, therefore, be in force seven
(7) days per week.
We trust this now satisfies the requirements of Condition 23. We believe the service and
incentives being provided will greatly assist in reducing personal vehicle travel.

Enclosed is the revised contract you requested, as well as the copies of our licenses and insurance.
I have also included some other items for your consideration. I know that at this time you are not
interested in purchasing advertising on the reverse side of our PAL Shuttle tickets. If you should wish to
do so in the future (perhaps to offer a small discount to local residents and resort guests) I have enclosed a
copy of our advertising agreement for PAL Shuttle ticket advertising. Also, we will be making advance
tickets available to local merchants. A nominal purchase of PAL Shuttle tickets will entitle you to a
significant number of complimentary 50% off tickets for disbursement to your employees or guests. In
addition we have another advertising opportunity available. As Michael may have mentioned, we are in
the process of purchasing a Deluxe Trolley Cable Car for the PAL Shuttle route. There will be some
advertising spots available on the exterior of the Trolley car. I think such a location would service you
well.
As I am sure you are aware, our goal is to provide a much needed service to Carlsbad residents and guests
to help decreases traffic congestion. We're grateful for your support and participation in this endeavor. I

Dear Ms. Me Sparran:
This contract is to confirm an agreement between Palomar Limousine and LEGOLAND, California for
your facility to allow access to the PAL Shuttle. The terms of the agreement are as follows:
1. Service will be initially 2 days per week on Saturday and Sunday. The schedule may increase to 7
days a week, depending on demand.
2. Increase or decrease in the frequency and number of days PAL Shuttle service is offered, will be at the
sole discretion of Palomar Limousine.
3. A Proposed schedule of Frequency and destination of all stops is attached to this document. This
schedule may change at Palomar Aviara Transportation, Inc.'s discretion, to meet the demands of the
patrons.
4. The proposed route will include your facility as well as other resorts and tourist attractions.
5. Cost to the Shuttle patron will be approximately $3.00 one way or $5.00-$10.00 for an all day pass.
6. Cost of service may change without notice, at the sole discretion of Palomar Limousine Service
7. Equipment used for the PAL Shuttle route will be a 24 Passenger Executive Coach, and A 33
passenger Deluxe Trolley Cable Car. The Cable Car is not currently on our enclosed proof of
insurance, as we are in the process of purchasing it. Proof of insurance will follow, once the sale is
completed
8. Palomar Limousine will maintain a $5 million liability policy on the equipment used for the PAL
Shuttle.
9. The purpose of the PAL shuttle is to serve your guests by proving convenient transportation to
primary tourist areas.
10. Our hope is that the PAL Shuttle will also help decrease traffic congestion in Carlsbad

11. LEGOLAND, California gives Palomar Limousine the privilege to stop on it's property to pick and
drop off PAL shuttle patrons.
12. We will provide all the necessary marketing materials for the PAL Shuttle. The materials include,
but are not limited to: Shuttle Brochure, schedule cards, and free standing signs.
13. The driver of the PAL Shuttle will collect fares from shuttle patrons.
14. Palomar Limousine will provide 50% off tickets to local establishments, and resorts, for the use of
resorts guests and local patrons. These tickets will be at no cost to the facility and should be
disbursed to patrons to help promote the PAL Shuttle in it's beginning stage of operation.
15. LEGOLAND, California may pre purchase tickets for distribution to it's VIP guests.
16. Palomar Aviara Transportation, Inc. will not represent itself in any way as an agent of LLC.
17. Palomar Aviara Transportation will enter and exit LLC parking lot from Hidden Valley Road entry
point.
18. Palomar Aviara Transportation, Inc. will not "stage" on LLC property, but will stop as directed in
designated area(s).
19. Palomar Aviara Transportation, Inc. will not place unauthorized marketing materials, i.e. signs an
LLC
20. Palomar Aviara Transportation will only be allowed access onto LLC property during normal park
hours and/or at other approved times.
21. LEGOLAND, California may revoke their permission for access to it's property by Palomar Aviara
Transportation, Inc.

Dear Don:
Further to our submittal dated 2/3/98, in compliance with the above conditions dated 2/3/98, find
attached a revised Shuttle Schedule, a listing of Mass Transit Arrival/Departure Times and a list
of Park Opening Hours. These attachments are intended to replace the schedules issued with our
original submittal.
When reviewing the attached information, please bear in mind the following facts:
1. The opening hours for the Park will be, basically, 10:00 a.m. through 6:00 p.m.,
extending to 8:00 p.m. for special events and some holiday periods. Opening time will
remain at 10:00 a.m. throughout the year. See the attached sheet.
2. The Coaster has a commuter oriented schedule which services the region up until
approximately 8:30 a.m. and then almost nothing until late afternoon. The Coaster has
limited Saturday service and does not operate on Sundays and some holidays.
3. The proposed daily (7 days per week) shuttle schedules will service the major urban mass
transit confluence at Oceanside which pick up the Coaster, Metrolink and Amtrak. This
will collect guests from out of County regional public transport. The shuttle service will
be published and advertised so that our guests from San Diego will be aware of the
shuttle stop at Oceanside, which is approximately ten (10) minutes further than the
Poinsettia station.
We hope this revised submittal satisfies the City's intent. Please call the undersigned to discuss
any concerns or questions the City may have.

Dear David:
I have completed reviewing the Air Quality Mitigation Plan you submitted on February 9, 1999 to
comply with condition number 23 of Planning Commission Resolution Number 4083. I cannot approve
the plan as submitted since Item d. of the condition which requires the provision of shuttles to local
major rail transit centers and multi-modal stations has not been adequately provided for. The proposal
includes Palomar Limousine Service providing a shuttle service to LEGOLAND and various locations
around the city. The proposal must be revised to include the following in order for the Air Quality
Mitigation Plan to be approved:
1) The shuttle service schedule must relate to the arrival and departure times at the Carlsbad
Poinsettia Station and Carlsbad Village Station. As presently proposed there is no coordination
between the Coaster schedule and the proposed shuttle schedule. Enclosed is a copy of the
Coaster Schedule.
2) The shuttle must provide daily (weekday and weekend) service to LEGOLAND and the coaster
stations not just weekend service.
3) Shuttle service must be provided to each of the two Carlsbad Coaster Stations a minimum of 4
times a day. Times should be scheduled to allow for the pickup of persons going to the park as
well as leaving the park to use the Coaster to return southbound.
Please revise the Air Quality Mitigation Plan to incorporate the items listed above. I can be reached at

RIDESHARING PROGRAM
I. PURPOSE

In this spirit, LEGOLAND California is committed to protecting and preserving
our environment for future generations, to the best of our ability. In
concordance with this vision, LEGOLAND California encourages ridesharing by
its MCs. LLC has instituted several programs to promote alternative means of
commuting by our MCs.
II. SCOPE
All Model Citizens of LEGOLAND California.
III. POLICY
A. LLC will provide commuter information areas on site for our MCs.
1. Informational resources are available in the HR breezeway for MC
access. Information includes local bus lines and Coaster (railway)
information.
2. Additional information on commuting or ridesharing or suggestions
should be communicated to Human Resources.
B. LLC also promotes ridesharing by distributing information on park and ride
lots and rideshare hot line numbers for MCs to access rideshare
information.
C. LLC will feature rideshare information periodically in our newsletter the
Model Citizen.
D. LLC has implemented staggered shift start and finish times in order to
both ease local traffic congestion and provide flexibility and convenience
to our MCs. Actual start and end times of shifts are at the discretion of
each supervisor and based on operational requirements.
1. Attractions/Grounds/Operations MCs begin their shifts up to two hours
before the park opens and have staggered shift start times.
2. Retail MCs begin their shifts up to one hour prior to park opening and
have staggered shift start times.
3. Food and Beverage MCs begin their shifts up to one hour prior to park
opening and have staggered shift start times.
4. MCs in the Community Center (Administration Building) have flexible
start times, generally between 7:00 am and 10:00 am and flexible stop
times, generally between 4:00 pm and 8:00 pm.
5. Maintenance/Landscaping MCs begin their shifts up to two hours
before the park opens and have staggered shift start times.
6. All of the above MC groups also have afternoon shifts that have
staggered start times between noon and 3:00 pm.
7. All of the above MC groups also have weekend shifts available.
E. LLC has designated preferred parking spaces for those individuals that
choose to carpool to work.
F. In partnership with the San Diego Association of Governments' program
"RideLink", LLC will annually survey MCs to determine their interest in
carpooling and provide personalized ridematching services.
G. Also in partnership with the San Diego Association of Governments'
program "RideLink" LLC will also conduct an annual survey of MCs to
determine AYR (Average Vehicle Riders).

I have also included some other items for your consideration. I know that at this time you are not
interested in purchasing advertising on the reverse side of our PAL Shuttle tickets. If you should wish to
do so in the future (perhaps to offer a small discount to local residents and resort guests) I have enclosed a
copy of our advertising agreement for PAL Shuttle ticket advertising. Also, we will be making advance
tickets available to local merchants. A nominal purchase of PAL Shuttle tickets will entitle you to a
significant number of complimentary 50% off tickets for disbursement to your employees or guests. In
addition we have another advertising opportunity available. As Michael may have mentioned, we are in
the process of purchasing a Deluxe Trolley Cable Car for the PAL Shuttle route. There will be some
advertising spots available on the exterior of the Trolley car. I think such a location would service you
well.
As I am sure you are aware, our goal is to provide a much needed service to Carlsbad residents and guests

This contract is to confirm an agreement between Palomar Limousine and LEGOLAND, California for
your facility to allow access to the PAL Shuttle. The terms of the agreement are as follows:
1. Service will be initially 2 days per week on Saturday and Sunday. The schedule may increase to 7
days a week, depending on demand
2. Increase or decrease in the frequency and number of days PAL Shuttle service is offered, will be at the
sole discretion of Palomar Limousine.
3. A Proposed schedule of Frequency and destination of all stops is attached to this document. This
schedule may change at Palomar Aviara Transportation, Inc.'s discretion, to meet the demands of the
patrons.
4. The proposed route will include your facility as well as other resorts and tourist attractions.
5. Cost to the Shuttle patron will be approximately $3.00 one way or $5.00-$10.00 for an all day pass.
6. Cost of service may change without notice, at the sole discretion of Palomar Limousine Service
7. Equipment used for the PAL Shuttle route will be a 24 Passenger Executive Coach, and A 33
passenger Deluxe Trolley Cable Car. The Cable Car is not currently on our enclosed proof of
insurance, as we are in the process of purchasing it. Proof of insurance will follow, once the sale is
completed
8. Palomar Limousine will maintain a $5 million liability policy on the equipment used for the PAL
Shuttle.
9. The purpose of the PAL shuttle is to serve your guests by proving convenient transportation to
primary tourist areas.
10. Our hope is that the PAL Shuttle will also help decrease traffic congestion in Carlsbad

11. LEGOLAND, California gives Palomar Limousine the privilege to stop on it's property to pick and
drop off PAL shuttle patrons.
12. We will provide all the necessary marketing materials for the PAL Shuttle. The materials include,
but are not limited to: Shuttle Brochure, schedule cards, and free standing signs.
13. The driver of the PAL Shuttle will collect fares from shuttle patrons.
14. Palomar Limousine will provide 50% off tickets to local establishments, and resorts, for the use of
resorts guests and local patrons. These tickets will be at no cost to the facility and should be
disbursed to patrons to help promote the PAL Shuttle in it's beginning stage of operation.
15. LEGOLAND, California may pre purchase tickets for distribution to it's VIP guests.
16. Palomar Aviara Transportation, Inc. will not represent itself in any way as an agent of LLC.
17. Palomar Aviara Transportation will enter and exit LLC parking lot from Hidden Valley Road entry
point.
18. Palomar Aviara Transportation, Inc. will not "stage" on LLC property, but will stop as directed in
designated area(s).
19. Palomar Aviara Transportation, Inc. will not place unauthorized marketing materials, i.e. signs an
LLC
20. Palomar Aviara Transportation will only be allowed access onto LLC property during normal park
hours and/or at other approved times.
21. LEGOLAND, California may revoke their permission for access to it's property by Palomar Aviara
Transportation, Inc.

(1) This certificate is issued pursuant to P.U. Code Section 5333, and said Carrier shall operate from a radius of-no more than
125 air miles from the home terminal to any point in the state.
(2) No vehicle or vehicles shall be operated by said Carrier unless adequately covered by a public liability and property damage
insurance policy or surety bond as required by section 5392.
(3) Said Carrier shall comply with all Commission orders, decisions, rules, directions, and requirements governing the operations
of said Carrier including General Order Series 157 and 115 and shall remit to the Commission the Transportation Reimbursement
Fee required by P.U. Code Section 403.
(4) fill vehicles operated under this certificated authority shall comply with the requirements of the Motor Carrier Safety Section
of the California Highway Patrol. No vehicle shall be operated unless it is named in the Carrier's most recent equipment list
on file with this Commission. Written amendments to the equipment list shall be filed within ten days of the date the vehicle
is put into or pulled out of service.
(5) This certificate is subject to amendment, modification, suspension or revocation as provided in the Public Utilities Code and
in Commission Resolutions PE-498, PE-581, and PE-2328.
!6) This certificate may not be sold, assigned, leased, or otherwise transferred or encumbered unless authorized by this
Commission.
(7) This certificate does not authorize the Carrier to conduct operations on the property of or into any airport unless such
operation is authorized by the airport authority involved.
(8) This certificate does not authorize round-trip sightseeing tour service.
(9) The use of top lights and/or taxi meters in all vehicles operated under this certificated authority is prohibited
(D 82-05-069).
(10) Relocation of terminal is permitted upon notification to the Commission. However, any relocation and/or addition of terminal
outside the 125-air mile limit requires a new certificate and 38-day notice/publication.
This certificate expires on JfiNUflRY 23, 2381 . It may be renewed every three (3) years upon submission and approval
of a renewal application. This renewal application should be submitted 98-days prior to the expiration date.

Dear Richard:
The plan you submitted for off-site highway signage to direct LEGOLAND traffic to the park
has been reviewed by Planning and Engineering Department staff. Enclosed is a copy of the plan
containing staff comments. Only the following signage will be permitted:
1) Sign CAN-1: This sign will be permitted provided it is relocated to be on private
property and the size is reduced to 30" X 36". The following text must be added to the
bottom of the sign, "TO LEGO DRIVE".
2) Sign PAR-2: This sign is required by the Carlsbad Ranch Specific Plan. The sign must
also be placed on private property and reduced in size to 30"X 36".
Please revise the plan to include only the two signs listed above and submit 4 copies of the plan.

This document is submitted as a requirement for bond release for the mass grading of the
LEGOLAND site.
This document also fulfills the archaeological monitoring requirements of the Carlsbad Ranch
Specific Plan Amendment Final Program Environmental Impact Report Mitigation Monitoring
