Description/Explanation:
The proposed project is on the existing LEGOI-AND Park. The site of the project is located at the
southwesterly boundary of the LEGOLAND theme park at what is currently known as
"DUPLO Village". The project will be themed after the new "LEGO Friends" toy product line. Proposed
development includes the following:
Minor renovation to existing Retail:
- Remove existing window and install double, glass doors.
- Remove existing double, glass doors and replace with window.
Brickbuild Butterfly Garden:
- ADA accessible, outside, open-air LEGO block play area.
Heartlake Fountain:
- Remove existing, at grade water fountain feature and related aged soft mat material and water
piping.
- Reshape fountain/wet area to heart shape configuration and install new water pipes and jets and
ADA accessible soft surface matting material around new fountain.
Smoothie Kiosk:
- Portable cart and related utilities.
- Planter reconfiguration, landscaping, irrigation and paving
Andrea's Stepping Tones:
- Remain in place.
Puppet Theater:
- Refurbish the stage only.
Drum Interactive:
- New, free standing, interactive drum station.
Olivia's Treehouse:
- Themed treehouse with viewing platform and slide.
Carousel and Que line:

Development Plan Permit or Administrative Coastal Development Permit applications. The Citv Planner

Grading
Developer shall comply with the city's Stormwater Regulations, latest version, and shall
implement best management practices at all times. Best management practices include
but are not limited to pollution control practices or devices, erosion control to prevent
silt runoff during construction, general housekeeping practices, pollution prevention and
educational practices, maintenance procedures, and other management practices or
devices to prevent or reduce the discharge of pollutants to stormwater, receiving water
or stormwater conveyance system to the maximum extent practicable. Developer shall
notify prospective owners and tenants ofthe above requirements.
This project is subject to 'Priority Development Project' requirements. Developer shall
prepare and process a Storm Water Management Plan (SWMP), subject to city engineer
approval, to demonstrate how this project meets new/current storm water treatment
requirements per the city's Standard Urban Storm Water Management Plan (SUSMP),

latest version. In addition to new treatment control BMP selection criteria in the SUSMP,
the developer shall use low impact development (site design) approaches to ensure that
runoff from impervious areas (roofs, pavement, etc.) are drained through landscaped
(pervious) areas prior to discharge. Developer shall pay all applicable SWMP plan review
and inspection fees per the city's latest fee schedule.
4. Developer shall complete and submit to the city engineer a Project Threat Assessment Form
(PTAF) pursuant to City Engineering Standards. Concurrent with the PTAF, developer shall also
submit the appropriate Tier level Storm Water Compliance form and appropriate Tier level Storm
Water Pollution Prevention Plan (SWPPP) as determined by the completed PTAF all to the
satisfaction of the city engineer. Developer shall pay all applicable SWPPP plan review and
inspection fees per the city's latest fee schedule
5. Developer is responsible to ensure that all final design plans (building plans, etc.)
incorporate all source control, site design, treatment control BMP, and Low Impact Design
(LID) facilities.
Utilities
6. Developer shall meet with the fire marshal to determine if fire protection measures
(building sprinklers, etc.) are required to serve the project.
7. Prior to issuance of building permits, developer shall pay all fees, deposits, and charges
for connection to public facilities.
8. Developer shall install potable water and/or recycled water services locations approved
by the district engineer.
9. The developer shall install sewer laterals and clean-outs at locations approved by the city
engineer.
10. The developer shall design and construct public water, sewer, and recycled water facilities
substantially as shown on the site plan to the satisfaction ofthe district engineer and city
engineer.

SWMP Report comments:
1) According to the completed Storm Water Questionnaire (form E-43), this project qualifies
as a priority project. However, the preliminary SWMP report appears to be using a
template (not a City of Carlsbad template) for a non-priority project (indicated on page 3
ofthe report). The report does not address treatment control BMP and hydromodification
requirements for a priority project.
2) Prepare and submit a SWMP report for a priority project in accordance with the
Engineering Standard Volume 4: Storm Water Standard Manual. Include all applicable
items in the attached City of Carlsbad SWMP requirement checklist form E-35.
3) Provide sizing calculations ofthe proposed infiltration basin as treatment BMP based on
the design criteria provided in the Engineering Standard Volume 4: Storm Water Standard
Manual, Chapter 2 (City SUSMP), section 4, page 100 (see attached).
4) The soils letter provided by Leighton and Associates, Inc. dated October 1, 2014 indicate
an infiltration rate of 0.67 inches per hour. Provide calculations to show that the infiltration
rate and the infiltrative area are sufficient to drain the facility within 72 hours.
5) Revise the location ofthe infiltration basin to comply with the 15' storm water infiltration
system setback requirement from the building foundation required by the Leighton and
Associates, Inc. per the soils letter dated October 1, 2014.
6) On sheet 5 ofthe SWMP report, it is indicated that the project is proposing an increase
in impervious area of 0.03 Acres or 1,306 square feet. Therefore, this project is subject
to hydromodification requirements per the HPM applicability checklist (Figure 2-1) on
page 30 of City SUSMP. The preliminary SWMP should show how this project complies

with hydromodification requirements in accordance with the City SUSMP. Verify if the
proposed infiltration basin can be used as a combined treatment control BMP and
hydromodification facility. Provide necessary sizing calculations for both treatment
control and hydromodification facility or facilities in accordance with the City SUSMP.
As mentioned in the 1" review comment letter, the project will be exempt from
hydromodification requirements if the impervious area is the same before and after
the development. Consider replacing 1,306 sq. ft. of proposed impervious area with a
pervious area using pervious pavers or pervious concrete to be exempt from
hydromodification requirements.
7) On page 5 ofthe SWMP report, it is indicated that the predominant soil type at the project
site is type "D". The use of infiltration basins is limited on sites with soil type "A" or "B"
(see page 100 of Engineering Standard Volume 4: Storm Water Standard Manual, section
4). Please verify the soil type with the soils engineer.
8) Previous request not addressed: Provide a preliminary hydrology to determine the pre and
post development flows. Provide mitigation measures for any increases in post
development flows. Hydraulic analysis maybe required for preliminary sizing of the
proposed storm drain facilities.
9) The details and cross-sections of the proposed infiltration basin shown on the plans are
too small and not legible. Please provide enlarged version on a separate sheet.
10) Clarify if the existing and proposed utilities shown on the plans are private by adding the
word "Private" in the legend description.
11) Previous request not addressed: Show existing fire hydrants and identify if private or
public. Meet with the Fire Department to identify additional fire protection measures
required for this project (access, fire hydrants, sprinkler systems, etc.).

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has reviewed
your Site Development Plan and Coastal Development Permit amendments, application no. SDP 96-14(H)
and CDP 96-16(G), as to its completeness for processing.
All of the items requested of you earlier have not been received and therefore your application is still
deemed incomplete. Listed below are the item(s) still needed in order to deem your application as
complete. This list of items must be submitted directly to your staff planner; therefore, please contact
your staff planner directly to schedule a re-submittal appointment. Please prepare and include with your
re-submittal: (1) a copy of this list; (2) a detailed letter summarizing how all identified incomplete items
have been addressed; and (3) five (5) sets of revised plans. No processing of your application can occur
until the application is determined to be complete. When all required materials are submitted the City
has 30 days to make a determination of completeness. If the application is determined to be complete,
processing for a decision on the application will be initiated. In addition, please note that you have six
months from the date the application was initially filed, August 28, 2014, to either resubmit the
application or submit the required information. Failure to resubmit the application or'to submit the
materials necessary to determine your application complete shall be deemed to constitute withdrawal of
the application. If an application is withdrawn or deemed withdrawn, a new application must be
submitted.
At this time, the City asks that you provide 3 complete sets of the development plans so that the project
can continue to be reviewed.

Engineering:
Engineering Department staff has completed the 2nd review of the above application submittal
documents for completeness. The application documents submitted for this project are incomplete.
Prior to next submittal, it is suggested the following items are adequately addressed. Additional items
of concern may be identified upon review ofthe next submittal:
SWMP Report comments:
1) According to the completed Storm Water Questionnaire (form E-43), this project qualifies as a
priority project. However, the preliminary SWMP report appears to be using a template (not a City
of Carlsbad template) for a non-priority project (indicated on page 3 of the report). The report does
not address treatment control BMP and hydromodification requirements for a priority project.
2) Prepare and submit a SWMP report for a priority project in accordance with the Engineering
Standard Volume 4: Storm Water Standard Manual. Include all applicable items in the attached City
of Carlsbad SWMP requirement checklist form E-35.
3) Provide sizing calculations of the proposed infiltration basin as treatment BMP based on the design
criteria provided in the Engineering Standard Volume 4: Storm Water Standard Manual, Chapter 2
(City SUSMP), section 4, page 100 (see attached).
4) The soils letter provided by Leighton and Associates, Inc. dated October 1, 2014 indicate an
infiltration rate of 0.67 inches per hour. Provide calculations to show that the infiltration rate and
the infiltrative area are sufficient to drain the facility within 72 hours.
5) Revise the location of the infiltration basin to comply with the 15' storm water infiltration system
setback requirement from the building foundation required by the Leighton and Associates, Inc. per
the soils letter dated October 1, 2014.
6) On sheet 5 of the SWMP report, it is indicated that the project is proposing an increase in
impervious area of 0.03 Acres or 1,306 square feet. Therefore, this project is subject to
hydromodification requirements per the HPM applicability checklist (Figure 2-1) on page 30 of City
SUSMP. The preliminary SWMP should show how this project complies with hydromodification
requirements in accordance with the City SUSMP. Verify if the proposed infiltration basin can be
used as a combined treatment control BMP and hydromodification facility. Provide necessary sizing
calculations for both treatment control and hydromodification facility or facilities in accordance with
the City SUSMP. As mentioned in the 1'* review comment letter, the project will be exempt from
hydromodification requirements if the impervious area is the same before and after the
development. Consider replacing 1,306 square feet of proposed impervious area with a pervious
area using pervious pavers or pervious concrete to be exempt from hydromodification
requirements.

7) On page 5 of the SWMP report, it is indicated that the predominant soil type at the project site is
type "D". The use of infiltration basins is limited on sites with soil type "A" or "B" (see page 100 of
Engineering Standard Volume 4: Storm Water Standard Manual, section 4). Please verify the soil
type with the soils engineer.
8) Previous request not addressed: Provide a preliminary hydrology to determine the pre and post
development flows. Provide mitigation measures for any increases in post development flows.
Hydraulic analysis maybe required for preliminary sizing ofthe proposed storm drain facilities.
9) The details and cross-sections of the proposed infiltration basin shown on the plans are too small
and not legible. Please provide enlarged version on a separate sheet.
10) Clarify if the existing and proposed utilities shown on the plans are private by adding the word
"Private" in the legend description.
11) Previous request not addressed: Show existing fire hydrants and identify if private or public. Meet
with the Fire Department to identify additional fire protection measures required for this project
(access, fire hydrants, sprinkler systems, etc.).
12) Comply with all other comments shown on red-lined plan.
13) Please submit the following documents in the next review submittal:
a) 2 copies of revised site plan
b) One preliminary SWMP
c) One preliminary hydrology report

Engineering:

1. Submit a completed Storm Water Standards Questionnaire, form E-34 to determine the level of
storm water requirements for this project. The form is available in the City of Carlsbad web-site at:

2. On sheet 2, Site Summary, please clarif/ if the information shown (landscape area and the
hardscape area) are existing or proposed. Both existing and proposed pervious and impervious area
information should be included in site summary. This information is needed to determine the
increase in impervious area. If the proposed project creates or replaces 5,000 square feet or more
of impervious surface, it qualifies as a priority project and a preliminary SWMP is required. The
project will be required to install a treatment control BMP and a hydromodification facility.
3. Provide a preliminary hydrology to determine the pre and post development flows. Provide
mitigation measures for any increases in post development flows. Hydraulic analysis maybe
required for preliminary sizing ofthe proposed storm drain facilities.
4. Sheet 6 shows a proposed treatment device and an underground detention and infiltration basin.
Provide details and sizing calculations for these proposed facilities in the preliminary SWMP and/or
hydrology report. The details and cross-sections must also be added on the site plan.
5. Provide an updated soils report that includes design recommendations for the proposed project
including the proposed underground detention and infiltration basin.
6. On sheet 3, identify the type of existing finish surfaces.
7. On Sheet 5, show the limits of work. Identify the type of finish surfaces. Add legend and identify all
symbols used on the site plan.
8. On sheet 6, show and label all existing and proposed utilities including sewer and water laterals for
the proposed building. Show and identify the existing public utilities this project is tying into.
9. Show existing fire hydrants and identify if private or public. Meet with the Fire Department to
identify additional fire protection measures required for this project (access, fire hydrants, sprinkler
systems, etc.).
10. Comply with all other comments shown on red-lined plan.
11. Please submit the following documents in the next review submittal:

ISSUES OF CONCERN
Planning:
1. Please add the project numbers to the title (cover) sheet of the plans (SDP 96-14(G)/CDP 96-16(G)).
2. Please correct spelling of "Calle" in Landscape Architects address (Cover sheet).
3. Please add/correct the application numbers on sheet 2 (Inner Park Site plan).
4. Please add the city's administrative approval title block to the title sheet. The block can be found in
the right hand column at:

Landscape:
Please make the following revisions to the plans so that they will meet the requirements of the City of
Carlsbad's Landscape Manual.
Numbers below are referenced on the red line plans where appropriate for ease in locating the area of
the comment concern.
1. Please provide one additional set of plans with the next submittal for routing to Carlsbad Municipal
Water District (CMWD) for review. Any comments will be returned to the applicant.
2. Invasive species shall not be added to a landscaped area. Schinus molle is listed as an invasive
species. Please provide a substitute.
3. Please provide a Maintenance Responsibility Exhibit. The Maintenance Responsibility Exhibit shall
be prepared at a scale and size (preferably one sheet) that provides an overall view of the project
and shall clearly identify the various areas of landscape maintenance responsibilities (private,
common area/homeowners association (HOA), City, etc). If all areas are to be maintained by the
owner, a simple note stating so is acceptable.
4. Please indicate the total square footage of revised/refurbished and new planting area on the
landscape plan. If greater than 2,500 square feet please provide the following:
a) Hydrozone diagram: Include one "hydrozone diagram" which identifies grouping of
plants within the individual hydrozones (high, moderate, low, very low or special
landscape areas) and which indicates the square footage and irrigation method of each
area.
b) Concept plans shall include calculations which document the maximum allowed annual
water use for the landscaped area or maximum applied water allowance (MAWA) and
estimated total water use (ETWU). A landscape project shall not exceed the MAWA. The
MAWA for a landscape project shall be determined by the following calculation as
defined in the City ordinance: MAWA = {ETo)(0.62)[(0.7 x LA) + (0.3 x SLA)]. The ETWU
shall be determined by the following calculation as defined in the Landscape Manual:

Please provide calculations and worksheets on city forms as found in the Landscape Manual. Please
note that the surface area of a water feature, including swimming pools, shall be included in a high
water use hydrozone.
5. Please include a statement on the plans signed under penalty of perjury by the person who
prepared the plan that provides:
"I am familiar with the requirements for landscape and irrigation plans contained in the city of
Carlsbad's landscape manual and water efficient landscape regulations. I have prepared this plan in
compliance with those regulations and the landscape manual and agree to comply with all
requirements when submitting construction documents. 1 certify that the plan implements those
regulations to provide efficient use of water."
6. The plan shall provide that only low volume or subsurface irrigation shall be used to irrigate any
vegetation within twenty-four inches of an impermeable surface unless the adjacent impermeable
surfaces are designed and constructed to cause water to drain entirely into a landscaped area.
7. Please revise the slope re-vegetation notes as follows (see bold):
Slopes - 6:1 or steeper and:
a) 3' or less in vertical height and are adjacent to public walks or streets require at
minimum Standard #1.
b) 3' to 8' in vertical height require Standards #1 (erosion control matting shall be installed
in lieu of a cover crop), #2 and #3.
c) In excess of 8' in vertical height require Standards #1 (erosion control matting shall be
installed in lieu of a cover crop), #2, #3, and #4.
8. Please show and label any bio-swales/detention basins or underground drainage collection systems
(in or under planting areas that could impact the planting) and provide appropriate landscaping.
9. RETURN REDLINES and provide 2 copies of all plans (concept, water conservation, and water use
plan) for the next review. Please provide a written response to all comments clearly indicating
where and how each comment was addressed.
