Fenton is currently seeking a grading and building permit for Carlsbad Corporate Center, an approximately 105,000 square feet office and industrial park. The City of Carlsbad Capital Projects Division has identified approximately $735,000 in offsite traffic improvements which it deems necessary for adequate traffic circulation on El Camino Real, near the proposed project, but does not have the final cost total at this time. The City of Carlsbad has also estimated that the proposed project's fair share of these cots is 7%. H.G. Fenton Company agrees that, after receipt of its permits and upon completion of the traffic improvements, it will pay 7% of the estimated costs of $735,000, or $51,450, provided, however, that if the City finally determines that the project's fair share is less than 7% or that the total costs are less than $735,000, H.G. Update Geotechnical Investigation, Carlsbad Corporate Center Pad C, Carlsbad, California, prepared by Geocon Incorporated, dated September 3, 2004 (Project No. 07372-42-01). 2. Grading Plans for Parcel C, P.M. No. 18416, M.S. No. 98-11, prepared by Cherry Engineering, with a revision date of January 19, 2001. Gentlemen: In accordance with the request of Mr. Mark Chappell of KEC Consultants, Inc.. we have prepared this addendum to the above referenced report to respond to review comments by the City of Carlsbad and to clarify grading recommendations adjacent to an existing SDG&E easement located along the eastern side of the property. The City of Carlsbad reviewer is requesting additional information relative to how on-site expansive soils will be mitigated. Section 7.1.3 of the referenced update report indicates "...special foundation design recommendations and pavement sections (as presented herein) to account for expansive soils will be necessary." As indicated in Section 7.6.1 of the report, foundation recommendations provided in the report account for expansive soils underlying building pads. It is the opinion of Geocon Incorporated, that the recommendations of the update geotechnical investigation are applicable for building pads and pavement sections underlain by expansive soils and that no additional mitigation methods are required. In lieu of specialized foundations to account for expansive soils, Section 7.1.4 of the referenced update investigation provided alternatives to mitigate expansive soils, including lime stabilization or replacement of the highly expansive soils with imported low expansive soils. Section 7.1.4 of the report also indicates Geocon Incorporated can provide recommendations for these alternative methods if desired. It is our understanding that these alternative methods will not be performed and the foundation recommendations as provided in the update report will be utilized. With respect to grading within the existing SDG&E easement along the eastern side of the property, Figure 2 of the update report shows a rock fill area that encroaches slightly into the easement. Recommendations are provided in the report for complete removal of the rock fill beneath the building pad. The exact limits of the rock fill are unknown. The limits shown on Figure 2 of the update report are an approximation only based on field exploration. 6960 Flanders Drive • San Diego, California 92121-2974 • Telephone (858) 558-6900 • Fax (858) 558-6159 Geocon Incorporated was recently provided grading plans for mass grading of the lot (see References). A note on the grading plans indicates that existing oversize rock was to be relocated and buried in a future landscape area per the soils engineer's recommendations. The landscape area identified for rock burial on the grading plans was located in the southeast corner of the property. This is the same location where rock was encountered during our field investigation. The limit of the rock burial area shown on the grading plans extends to the SDG&E easement line, but not into it. No information relating to placement of rock or actual limits of buried rock was provided in as-grade geotechnical reports reviewed by Geocon Incorporated that were prepared by Testing Engineers (the geotechnical engineering company which observed mass grading operations). Based on the referenced grading plan, it is likely the buried rock does not extend into the SDG&E easement. The update report recommends buried rock be completely removed and replaced with properly compacted fill. Depending on how close the buried rock is to the easement, it may not be possible to completely remove the rock. We recommend removals adjacent to the easement extend from the easement line down at an inclination of 1:1 (horizontal:vertical) until competent formational material is encountered. Based on an exploratory trench in the area, removal depths of approximately 15 feet are anticipated. If unsuitable material exists within the excavation slope, heavy benching will be performed on the slope as fill is placed. We recommend a representative of Geocon Incorporated be on-site during excavation to assess if soil conditions different than those anticipated are encountered, or if modifications to these recommendations are needed.
