The Planning Department has reviewed your Second Dwelling Unit, application no. SDU 00-l 9, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, June 5, 2000, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Please come into the city (planning department) and complete the form. Engineering: None ISSUES OF CONCERN Planning: None. Engineering: 1. On the site plan: a. b. C. d. e. Correct the location of the right-of-way boundary (front property line). According the title report and City records, the public right-of-way boundary is currently located two feet behind the curb face. It is plotted on the plan five feet back fi-om curb face. Provide street centerline to curb and right of way dimensions. Provide arrows on the property to indicate direction of surface drainage flow. Flow must occur at a minimum positive grade of one percent. Can flow be directed toward the street? Is the garage and master bathroom addition going to be processed under a separate building permit? Show any grading and provide grading quantities. Do not include quantities grading needed to establish footings and foundation. If no grading is proposed, then state so on the plan. 2. The first four feet of your property must be dedicated to the City for public right-of-way purposes. Show this proposed dedication on the site plan. Please note that a separate application, fees and processing will be required for an easement dedication. This process may begin at any time and takes approximately two to three months to complete. 3. If the work proposed is valuated at over $50,000, then a five-foot wide sidewalk must be installed contiguous with the curb along the property frontage. The City Building Department must determine the valuation. Either show the proposed sidewalk on the site plan or prove that the proposed work is valued at less than $50,000. If applicable, the project will be conditioned to require that the sidewalk be installed prior to issuance of a building permit. 4. A moratorium is currently in effect prohibiting the issuance of grading or building permits on this property. The moratorium is in effect until the City Council decides the necessity or appropriateness of street improvements from El Camino Real west to the ocean between Agua Hedionda and Buena Vista Lagoons. The City Council will also determine the necessity or appropriateness of tree removal within the City right-of-way in the same area of the City. The City Council has appointed two citizens committees to study the matter and report to the City Council. The City Council’s decision could possibly alter the requirement to install sidewalk or its design.
