Grading and Drainage

of the boundaries of the site. Existing onsite trees; those to be removed and those

. All projects must evaluate their potential impacts on the regional transportation system,
including the costs of mitigating the associated impacts, as required by the SANDAG Congestion Management Program (CMP).
For projects with an average daily traffic (AD") generation rate greater than 500 vehicles per day or 200 or 'more peak-hour vehicle trips:
Submit two (2) copies of a Circulation Impact Analysis for the project. The analysis
must be prepared by a Registered Traffic Engineer or Registered Civil Engineer. The
analysis must show project impacts to all intersections and road segments identified as
impacted within the included Local Facilities Management Plan or as otherwise
determined in discussions with st&. The following minimum information should be
included with the study:
a) 8 1/2" x 11" or 8 1/2" x 14" plats showing zone impacted roads, background and
project AM and PM peak hour impacts and traffic distribution.
b) Project traffic generation rates and traffic assignment.
c) Necessary calculations and/or analysis to determine intersection and road segment
levels of service.
d) Any proposed mitigation requiremen& to maintain the public facility standards.
e) On Collector streets and above, an analysis of the need for a traffic signal will be
required.
"Large" projects: Any project which, upon its completion will be expected to generate either an equivalent of 2,400 or more average daily vehicle ~ps 200 or more peak-
hour vehicle trips, including large projects that may have already been reviewed under
CEQA but require! additional local discretionary actions, is defined as a "large project"
under the SANDAG Congestion Management Program (CMP) and will be subject to
enhanced CEQA review as specified in the CMP.
Depending upon the complexity of the project, the city of Carlsbad resenres the right
to require a traffic study on any project. ? 14. Noise study consistent with Planning Director Administrative Policy No. 17 (when
applicable). See Noise Policy t17.

dwelling unit unless it is in compliance with the second dwelling unit administrative
permit provisions of the Zoning Ordinance of the City of Carlsbad.

dwelling unit described above, now, and for the life of this agreement. "Owner" shall include a lessee if the leasehold includes both the main dwelling unit and the
second dwelling unit.
c. The Second Dwelling Unit may only be rented and shall not be sold separately from
the main dwelling unit, unless the lot on which such units are located is subdivided.
d. The Property Owner(s) agree to rent the Second Dwelling Unit at a monthly rental
rate which shall not exceed an amount equal to 30% of the grass monthly income
of a low-income household, adjusted for household size, at 80% of the San Diego
County median income.
e. A copy of this agreement and Affidavit must be given by the Property Owner(s) to prGspective purchasers of the property prior to entering into a sales contract for said
