A field review by both Engineering and Planning Department staff indicated
that the existing lot has drainage deficiencies at a sump condition located at
the northeast corner of the existing residence. Staff directed the applicant
to detail how they would mitigate this drainage deficiency. The applicant
has stated that a drain inlet and pipe exist at this location, and have
indicated this on the site plan, and that the flooding observed by staff was
due to an obstructed storm drain on adjacent property.
Regardless of how the standing water reached this location, the existing yard drain
should have discharged any standing water. It seems that a deficiency with this
existing yard drain system still may exist at this location on the property, however,
positive drainage still can be achieved, as a fail safe over flow ,condition, before
inundating the proposed second dwelling unit. Therefore, this drainage deficiency
is considered to be a private matter, to be mitigated by the property owner.

Unless a standards variance has been issued, no variance from City Standards is
authorized by virtue of approval of this Site Plan.
The applicant shall comply with all the rules, regulations and design requirements
of the respective sewer and water agencies regarding services to the project.
The applicant shall be responsible for coordination with S.D.G.&E., Pacific Bell
Telephone, and Cable TV authorities.
Prior to Building Permit issuance the applicant shall pay all current fees and
deposits required.
Prior to hauling dirt or construction materials to or from the site, the applicant shall
submit to and receive approval from the City Engineer for the proposed haul route.
The applicant shall comply with all conditions and requirements the City Engineer
may impose with regards to the hauling operation.
