RE: PUBLIC NOTICING FOR SECOND UNITS IN VILLAGES J & Q-1
Dear Chris:
Lisa King recently notified our office that it appeared all issues were resolved for the proposed
Second Units in Villages J & Q-1 and that she would probably be asking us for the public
noticing information later this week. We realize that the Second Dwelling Unit Ordinance
requires that the Planning Director give written notice to all property owners within 300 feet of
the subject property at least 15 days prior to a decision on an application. This section of the
ordinance was written to address the provision of second units in infill areas where second unit
would be constructed adjacent to existing homes.
However, except for Carrillo Park all of the property within Rancho Carrillo is owned by
Continental Homes. We can not see any justification to delay the issuance of these second unit
permits for over two weeks to notify the applicant and the City that the City is considering
issuing a second unit permit on those lots. Continental Homes signed the application and knows
that they have applied for second units. The City has been processing the second units and is
aware of the applications. When we first submitted these applications for second unit permits we
were told it would take about 6-8 weeks to process them. So far these applications have been in
for over 10 weeks. What benefit will delaying the project an additional 15 days accomplish?
In conclusion, we request that the City waive the requirement for public noticing of the
administrative second unit permits in Villages J & Q-1. Please feel free to contact me if you
