Project Name: Village 4-2 Second Units
Applicant Name: D.R. Horton San Diego Holding Company Inc.
This application is for Four Second Dwelling Unit Administrative Permits for Village 4-2 of
Rancho Carrillo. SDP 98-12 mandates that four second units be developed in Village 4-2 as a
part of the inclusionary requirement for Rancho Carrillo. SDP 98-12 shows the exact lots in
which the second units are to be located, but allows for up to 50% of the second units to be
relocated to different lots within the same Village (see Condition #12 of PC Reso. 4397).
As shown on the enclosed Site Plan, the units are proposed for lots 113, 137,143, & 158 of
Village 4-2 (CT 93-04). Lots 1 13 and 137 are lots designated for second units by SDP 98-12.
The other two second units have been plotted on lots 143 and 158 in conformance with
Condition #12 of SDP 98-12. The Floor Plans and Elevations that accompany this application
show the design of the units.
The rental price of each second unit shall not exceed the rate as established by the City of
Carlsbad for a 80% low income household. Currently, as shown on the rental rate calculations
table accompanying this application, for a family of two, the maximum rental rate is $824.00.

1. A second dwelling unit is an attached or detached dwelling unit which is located on the same lot
as an existing owner-occupied single family detached dwelling unit and is:
a Suitable for use as a complete living facility with provisions within the facility for cooking,
eating, sanitation and sleeping;
b. Occupied by one or more persons; and
c. Subordinate to the main dwelling unit.
2. The Property Owner(s) listed above hereby certifies that hdshe owns the above referenced property,
as of the date of this affidavit, and to hidher belief and knowledge, there are no conditions,
covenants or restrictions on the property prohibiting a second dwelling unit apartment.

3. The Property Owner(s) agrees to the following terms and conditions:
a. The property and residence referenced above must not contain a second residential dwelling unit
unless it is in compliance with the second dwelling unit administrative permit provisions of the
I Zoning Ordinance of the City of Carisbad.
b. The Property Owner@) shall reside in either the main dwelling unit or second dwelling unit
described above, now, and for the life of this agreement. "Owner" shall include a lessee if the
leasehold includes both the main dwelling unit and the second dwelling unit.
c. The Second Dwelling Unit may only be rented and shall not be sold separately from the main
dwelling unit, unless the lot on which such units are located is subdivided.
d. The Property Owner@) agree to rent the Second Dwelling Unit at a monthly rental rate which
shall not exceed an amount equal to 30% of the gross monthly income of a low-income
household, adjusted for household size, at 80% of the San Diego County median income.
e. A copy of this agreement and AEdavit must be given by the Property Owner(s) to prospective
purchasers of the property prior to entering into a sales contract for said property.
SECTION III - AFFIRMATION AND AGREEMENT
I HEREBY DECLARE AND AFFIRM, under penalty of perjury, that all matters and facts set forth
