CDD:af STAFF REPORT PLICATION COMPLETE DATE: November 7. 1988 DATE: TO: FROM: SUBJECT: March 15, 1989 PLANNING COMMISSION PLANNING DEPARTMENT SNC-23 - AVIARA STREET NAME CHANGE: Request for approval of a street name change from Batiquitos Drive to Aviara Scenic Drive for that portion of this collector street located south of Poinsettia Lane and proposed to be extended along the north shore of Batiquitos Lagoon, within Local Facilities Management Zone 19. I. RECOMMENDATION It is recommended that the recommending DENIAL of SNC- Planning commission, ADOPT Resolution No. 2821 23 based on the findings contained therein. II. PROJECT DESCRIPTION AND BACKGROUND On December 8, 1987, the Planning Commission approved the 1,402 acre Pacific Rim Country Club and Resort Master Planned Project. This project is located along the north shore of Batiquitos Lagoon, which today exists (1) as the major open space focal point of the project, (2) as well as an historically prominent, sensitive coastal wetland resource within Southern California. Subsequent to the approval of this Master Plan, the project applicant's (Hillman Properties Incorporated) requested to amend the City's Street Naming Policy (Policy #20) to allow street names for "plants and birds of Batiquitos Lagoon" within Street Name Classification Geographic Area #5 which covers the southwest quadrant of the City. (See Exhibit "A") In view of the orientation of this major project to this important Lagoon resource, the street name policy change request was recommended for approval by the Planning Commission on July 20, 1988. This amendment request will be scheduled for City Council action in the near future. Hillman Properties Incorporated recently changed the name of their Master Planned Project from the "Pacific Rim Country Club and Resort" to "Aviara Country Carlsbad Resort". In accordance, they are requesting that Batiquitos Drive (south of Poinsettia Lane) be renamed to Aviara Scenic Drive. III. ANALYSIS (1) Is the proposed street name (Aviara Scenic Drive) consistent with the City's Street Naming Policy (City Council Policy #20)? (2) Should the street name Batiquitos Drive be changed to Aviara Scenic Drive? IV. DISCUSSION City Council Policy No. 20 establishes policies and procedures for naming and changing the names of Carlsbad's streets (see Exhibit "A"). This Policy is important to the City for purposes of establishing a uniform process for SNC 23 - AVIARA STREE DATE: March 15, 1989 PAGE 2 AME CHANGE maintaining and changing street names. The Street Name Classification Map contained in Exhibit "A" classifies street names by geographical areas of the City. As noted above, the area around Batiquitos Drive (Street Name Classification Geographical Area #5) currently allows street names for "flowers and trees." If the applicants proposed amendment to change the City's Street Naming Policy is approved by the City Council, then street names for "plants and birds of Batiquitos Lagoon" will be allowed within Street Name Classification Geographical Area #5. As proposed, the street name "Aviara Scenic Drive" is not the name of a "flower or tree; nor is it a name of a plant or bird of Batiquitos Lagoon." Therefore, the proposed street name is not consistent with City Council Policy No. 20. In addition, the proposed street name "Aviara Scenic Drive" exceeds the maximum number of letters and spaces (16 total) permitted by Policy No. 20. Based upon these inconsistencies, staff cannot recommend support of this proposed street name change. Aside from the identified Street Name Policy inconsistencies, there are other equally important reasons for recommending denial of this proposed street name change as discussed below. (1) The name "Batiquitos" derives a significant amount of historical importance in that the Lagoon was so named in 1776 by Spanish missionaries. The public road which provides access to this Lagoon has been named "Batiquitos Drive" for over 100 years. Notwithstanding the potential future notoriety of the Aviara Country Club and Resort, staff believes that the historical importance of the "Batiquitos" name far outweighs this consideration and in accordance the name of the access way to and along this important lagoon resource should be maintained as Batiquitos Drive. (2) It is also important to note that this street name change as proposed by Hillman Properties would apply to only that portion of Batiquitos Drive located south of Poinsettia Lane. The name for that portion of the road north of Poinsettia Lane would be maintained as Batiquitos Drive. Staff cannot recommend support of two names for one street in view of the potential confusion, this could cause for emergency services. V. ENVIRONMENTAL REVIEW The Planning environmental Environmental ATTACHMENTS Director has determined that this project is exempt from review pursuant to Section 15301(l)(g) of The California Quality Act. 1. II. BACKGROUND AND DISCUSSION On December 8, 1987 the Planning Commission approved the 1,402 acre Pacific Rim Country Club and Resort Master Planned Project. In view of the orientation of this major project immediately adjacent to Batiquitos Lagoon, Hillman Properties Incorporated has submitted a request to amend City Council Policy #20 (Street Naming Policy) to allow street names for "plants and birds of Batiquitos Lagoon" (see Exhibit "B" - list of proposed street names for the Pacific Rim Country Club and Resort) within the southwest quadrant of the City (Geographical Area - 5 of the Street Name Classification Map - see Exhibit "A"). City Council Policy #20 currently allows street names of "flowers" or "trees" within Geographical Area - 5. Street names for "birds" are currently allowed within Geographical Area - 6. As City Council Policy #20 exists today, street names for "plants of Batiquitos Lagoon" would be allowed within Geographical Area- 5. However, since street names for "birds" are currently allowed within Geographical Area - 6, a conflict would occur if Geographical Area - 5 was also allowed to use street names for "birds". Staff however believes that since Geographical Area - 6 (which includes Bressi Ranch and Carrillo Ranch) is currently undeveloped and without many approved streets, that this street naming amendment request is supportable provided that street name types allowed within Geographical Area - 6 be amended to another PACIFIC RIM JULY 20, 1988 PAGE TWO category. With regard to this provision, staff has contacted the police and fire departments for their input. Both departments have indicated support of the proposed amendment to City Council Policy #20 provided that "bird" street names are excluded from Geographic Area - 6. Staff recommends that the following street name categories be designated for Geographic area - 6; "mineral", "gems", and names of "show business personalities." Staff also recommends that City Council Policy #20 (Street Naming Policy) be amended to allow street names for "plants and birds of Batiquitos Lagoon" within Geographic Area - 5 (See Exhibit "C" - Amended Street Name Classification Map). III. ENVIRONMENTAL REVIEW This action does not qualify as a project under the California Environmental Quality Act, therefore no environmental review is necessary. Attachments 1. As a result, the southwest quadrant is primarily an adult community today with very few school-aged children. If, and when, an elementary/junior high school is constructed, families may be more encouraged to move here. However., affordable housing and the distance to the high school will continue to be a deterrent. Current real estate value is not affordable for most young families and the cost of new housing is expected to increase substantially. A simple survey, conducted by your school district, will confirm that the above statements are accurate and would be beneficial to you in planning future school needs. The request dees not comply mith the city's Street Naming and Addressing Policy, adopted in 1987. Hillman's request, if approved, would set a precedence for other developers who may want to name existing public streets after their developments. 2. Changing Batiquitos Drive to Aviara Scenic Drive would alter desired traffic circulation patterns. For example, the major community entrance to the Aviara Development is at Poinsettia 8. Alga. The major traffic floiu to the development will be traveling from Interstate 5, east on Poinsettia. The name change ujculd encourage traffic to travel a roadway named after the development. Batiquitos Drive, a secondary vehicular roaduiay, will not be designed to accommodate the additional traffic that Poinsettia is designed to handle. 3. The name change would create an identity problem for other neighborhoods where entry is made from Batiquitos Drive. Streets named after developments should be confined to the perimeters of the development it is named after. Otheriuise, the public will confuse other neighborhoods with the Aviara development. 4. Residents who access their neighborhoods from Batiquitos Drive geographically identify their neighborhoods and homes with Batiquitos Lagoon, For many, i.e., Batiquitos Drive is Just as significant as Coast Highway is to the Pacific Ocean, etc. 5. Batiquitos Drive currently runs north and south of Poinsettia. It wouldn't make sense to change the name of the portion of Batiquitos Drive that runs toward the lagoon to Aviara Scenic Drive, leaving the portion that runs north Caway from the lagoon) the same. B. The name "Batiquitos Drive" implies that the drive is Scenic of Batiquitos Lagoon. Aviara Scenic Drive implies that the drive is scenic of the Aviara development. In evaluating Hillmans's request, it doesn't seem appropriate to change the name of a street that has long been geographically and historically significant to the community. Granting this request would imply that "Aviara" is a more important focal point in the community than Batiquitos Lagoon. It is doubtful that this will ever be the case. Batiquitos Drive is the only public access road to the lagoon and trail. Maintaining the current name makes the most sense in that it is both geographically and historically appropriate. After reading this recent article and having personally been sub.jected to numerous problc-ms with Sammis Properties, what I bought into. m ot certain I've gotten Unfortunately, unlike Sammis Properties, I can't .just change my commitments and move on to what suits me financially. My obligation was, and is, to provide my family withi good housing and an environment that reflects quality. This is what I felt .1 was doing when purchasing my home. Now, when I note- that Sammis "acknowledges he cannot go forward with any part of the educational complex...or the restaurants or the offices that were to serve the educational institutions" I feel I've been betrayed by not only Sammis F-roperties, but also by those I've c h osen to p r ot ec t my interests. In addition, Sammis appears to have found a loophole in that he should be allowed to continue residential building, as long as he complies with the city's growth-management plan. In view of the orientation of this major project immediately adjacent to Batiquitos Lagoon, Hillman Properties Incorporated has submitted a request to amend City Council Policy #20 (Street Naming Policy) to allow street names for "plants and birds of Batiquitos Lagoon" (see Exhibit "B" - list of proposed street names for the Pacific Rim Country Club and Resort) within the southwest quadrant of the City (Geographical Area - 5 of the Street Name Classification Map - see Exhibit "A"). City Council Policy #20 currently allows street names of "flowers" or "trees" within Geographical Area - 5. Street names for "birds" are currently allowed within Geographical Area - 6. As City Council Policy #20 exists today, street names for "plants of Batiquitos Lagoon" would be allowed within Geographical Area- 5. However, since street names for "birds" are currently allowed within Geographical Area - 6, a conflict would occur if Geographical Area - 5 was also allowed to use street names for "birds". Staff however believes that since Geographical Area - 6 (which includes Bressi Ranch and Carrillo Ranch) is currently undeveloped and without many approved streets, that this street naming amendment request is supportable provided that street name types allowed within Geographical Area - 6 be amended to another PACIFIC RIM JULY 20, 1988 PAGE TWO category. With regard to this provision, staff has contacted the police and fire departments for their input. DISCUSSION City Council Policy No. 20 establishes a policy for naming and changing the names of Carlsbad's streets. In approving any street name change the justification for a replacement name and any effects of the change on other streets must be considered. Staff recommended denial of the name change at their meeting on June 6, 1986 because this public road has been named Batiquitos Drive for over one hundred years. The lagoon was named Batiquitos in 1776. Pacific Rim does not own the entire lagoon, It is divided among eight property owners with Pacific Rim's interest in the eastern section. The Community Development Director has determined that it is in the public interest to revise the existing policy for naming and numbering new public and private streets to conform to the Carlsbad Post Office's future computer processing system. PURPOSE: 1. To establish a policy ensuring a uniform system for naming and addressing new public and private streets in subdivisions and developments in the City of Carlsbad. 2. To establish a policy ensuring a uniform system for changing existing street names In the City of Carlsbad. POLICY: 1. It is fresh-water fed by the San Marcos Creek that flows into the eastern basin of the lagoon. Although the lagoon is in a relatively pristine state, because of a disturbed watershed it is significantly degraded by the inundation of sediment, and is only intermittently tidal. The perimeter of the lagoon is undeveloped, barring some agricultural development on the upper reaches of its north shore, and it is transversed by 2 major highways, a local road and the railroad. In current years the jurisdiction of the lagoon has been a tug-of-war between the County of San Diego and the City of Carlsbad, and even more recently by the unincorporated cities of Leucadia and Encinitas, directly south of the lagoon. It is finally in the process of being annexed to the City of Carlsbad. Because of its rural and undeveloped setting some county plans for its passive development as a regional park have been done, but to date nothing has gone beyond the endless study and review stage. Batiquitos Lagoon is currently divided among ;eigl]t different property owners, including the Fish and Game Department, which owns about 135 acres in the western half. The Hunt Brothers' holding in and around the lagoon is 1,700 acres, with a considerable portion of this being lagoon bed in the eastern half. We are a newly formed steering committee formalized as a direct result of a public hearing held in protest against the local water i board, who drained the lagoon, after heavy rains, for fear of flooding their sewage pump station on April 1st, 1982. We are in the process of incorporating as a foundation, and at this time it is our primary goal. According to Paul Klukas, Caris6ad assistant planner, left alone, it would eventually till up entirely and the natural vegetation would grow its way west, meaning the lagoon would disappear. It s inevitable. Man has only speeded it up a bit. Indians (the UCLA anthropology and sociology departments call them "La Jollaos") lived along the north shore of the lagoon far back as 7,300 years ago. They didn't stay there yesr •Towid, and from 6,000 years ago to the present the excavated archaeology site gives evidence that the La Jollaais didn't make the lagoon their home very often. Tfee Portola-Crespi expedition passed by the lagoon on its way to Monterey in 1769, and there's a good chance the expJsrers camped ia the aearby Green Valley to the Soua«ast. It's almost as if the lagoon was settled as an 'Ifterthought. ': ii; The lagoon was formed 10,000 to 25.000 years ago when (glaciers df the Last Ice Age (Late Pleistoce^) cut a deep canyon there. The glaciers eventually melted, which made the sea level rise (it was then 200 feet lower than it is now), ffooding the canypn and forming a small embayment. Silt from the San Marcos and Encinitas creeks have bectj slowly filling that embayment for the past 10,000 to 20,000 years. Thomas Metcalf and Jacob Gruendike together formed the La Costa Town and Land Company in 1887. They owned from 3,000 to 4,000 acres and their propertj' extended irom the area Photos by Thomas Soto where the La Costa Resort Hotel and Spa now sits west to the beach. They also owned land directly soutii and north to the present Poinsettia Lane. Batiquitos Lagoon has plenty of salt and the Califomia Salt Co. took advantage of that saUnity in 1901 and 1902 when it operated 25 acres of salt-evaporation ponds in the lagoon's eastern area. Saltwater was pumped into the ponds from wells 30- to 50-feet: deep in the then-dry lagoon. Some of the earthen dikes of those abandoned ponds still remain and it's possible there was another dike at the southern end of the .salt ponds which served as a duck blind constmcted by a duck hunting club — whpse members laid m wait for the water fowl for a period in the early 1900s. The alluvial fill in the canyons on the lagoon's north side has given that land p rich soil, perfect for agriculture and floriculture. It wasn't until 1914, though, that commercial farming began on the land there. And it wasn't until 1922 that flower and avocado growers shouted "eureka" and harvested avocadoes and planted the flowers for which the area is now famous. . .
