This new building will be a modern aerospace machine shop of 65,000 square feet with 150 employees located on lot #20, Carlsbad Tract #81-46, map #11287, accessor parcel #221-091-06. The street name is "Dryden Place". Presently, the other lots on this street have net been sold and no other businesses operate on Dryden Place. The management and employees of Machine Industries request your assistance in having the street name changed to "Cullinan Court". Geroge M. Cullinan is the Chief Executive Officer of Savant Enterprises, also located in Carls- bad, which owns Machine Industries. George is a well known figure in the North County and has held many community positions such as Chamber of Commerce President, Mira Costa College President, memberhip on numerous county commissions. United Way Director, etc. This request has been sent to your attention by referral from Ms. Ann Kulchin, who can also attest to Mr. Cullinan's community involvement. This industrial street is located north of Palomar Airport Road and west of Palomar Oaks Way in Local Facilities Management Zone 5. I. RECOMMENDATION That the Planning Commission ADOPT Resolution No. 2761 recommending DENIAL of SNC 88-2 based on the findings contained therein. II. PROJECT DESCRIPTION AND BACKGROUND Machine Industries, Inc. is currently building a new facility in Carlsbad Airport Center, CT 81-46. The lot is on Dryden Place, a cul-de-sac built to industrial street standards. At present no properties are addressed on this road. The President of Machine Industries has requested a street name change to Cullinan Court. George Cullinan is the Chief Executive Officer of Savant Industries, the holding company of Machine Industries. Mr. Cullinan has been active in local affairs and held community positions including Mira Costa College Board President, United Way Director, and City of Carlsbad Citizens Committee to Study Growth. III. ANALYSIS Planning Issues 1) Is the proposed street name consistent with the City's street naming policy. City Council Policy No. 20? STAFF REPORT SNC 88-2 - MACHINE^NDUSTRIES, INC. Page 2 Discussion City Council Policy No. 20, establishes policies and procedures for naming and changing the names of Carlsbad's streets, (Exhibit "A"). The purpose of this policy is to establish a uniform system of street names with the appropriate procedures and guidelines. The Geographical Area Classification Map (Exhibit "B") divides the City into seven sections. Each section assigned a category for street names. This allows immediate identification of a street as to its approximate location in the City. The Classification Map designates the subject area to be named for famous people. A sampling of other street names in this area shows that this designation represents people who are known nationally and internationally, and more specifically have made significant contributions in the fields of science and literature (Faraday, Wright, Pasteur, Geiger, Darwin, Swift, etc.). A list of street names in this area is attached (Exhibit "C"). Council Policy No. 20 additionally establishes procedures and guidelines for choosing street names according to the street length, width and direction. Procedure No. 4 of Policy No. 20 requires that short streets and cul-de-sacs have short names to facilitate placing the name on maps. The proposed name, Cullinan Court, appears to be inconsistent with the street naming policy in that it is not the name of a nationally or internationally famous figure. In addition, it is not really compatible with other street names in the area which involve persons from the field of science and literature. The above recommendation, however, is in no way intended to reflect on the contributions of Mr. Cullinan on a local basis. If local names were to be considered, staff had difficulty in figuring out where the line should be drawn. Should it be limited to Council persons. Boys Club Presidents, PTA Presidents? The more names you include, the less effective the famous names area becomes in directing police and fire vehicles to that area. Based on the fact that the name is inconsist with Council Policy No. 20, staff would recommend DENIAL of SNC 88-2. If the Commission wishes Staff to review the "Famous Names" category for possible inclusion of local names, staff would recommend review of the policy and continuing this item.
