Gentleman) In the August 1972 issue of House & Home Mag., which is a building trades journal published by McGraw - Hill, there is an article called * Impact Zoning ". This article very ably presents a way out of the housing and land use dilemma which is plaging all communities today. Impact Zoning, would replace the arbitrary zoning restrictions with a before - the - fact analysis of the community and assess how the proposed project would affect it. This is done by correlating the four following key detenu ining conditions)- 1. The growth rate of the community as it relates to the present population, the available land and the growth rate of the surrounding region. 2. The communities infrastructure; sewers, water, roads, schools,parks, etc. 3. The economic picture - what the project will cost the community in services vs. what It will return in the form of revenues. 4. Natural determinants of the project Impact on the environment and its surrounding areas. John Rahenkamp and Walter Sachs whose firm of Rahenkamp, Sachs, Wells & Assoc. of Philadelphia, developed the impact zoning system; they believe is the only way out of the crisis. We believe it is a very sound approach to solving the problem. On October 26-27, a seminar sponsored by McGraw - Hill and Advanced Management Research International Inc.,will be held at The Sheraton, Harbor Island. This is one of four seminars to be held throught the U.S.', New York, Chicago, Dallas and San Diego. Mr Rahenkamp and 1. 2. Mr Sachs will be among the faculty of this seminar* We urge you to send two or more representatives to this conference. One from the Planning Department, one from the Planning Commission, and one from the Cit Council. We r0*11*® tfta* tne seminar is designed primairly for the developers, however, we also realize that in order to preserve the economy and the environment and to provide for homes for all people from all walks of life; we must devise a more equitable plan for land use than we have presently. To quote from the seminar brochures n A major reason why development deals turn sour is that a basic fact is forgotten: The key to success of any residential development is how the land is used . If it is used right, the deal is on solid footing; if it is used wrong, it may never yield its real potential profit, and may prove disastrous for all participants.11 This would include the community and the developer* We feel that there are two other key factors which should be added to 4. in the analysis of the environment in San Diego County. The first is transportation and how it relates to air polution, because of our unique geographical setting and the way the air circulates in the area. The second is waste water and pollution of the water table and the water in San Diego Bay. We feel that Impact Zoning is the most valuable tool for development that has cone forth in years and that it should be seriously con- sidered for San Diego County. They are as follows: William A. Zongker—Hedionda Point Development Jaime A. Pero--South Bay Engineering representing Mr. Ayers Mr. Duncan—Representing the condominium development on Harrison Street Mr. Zongker expressed a willingness to contribute in-lieu funds for pupils in the Hedionda Point Development. We will recheck our figures and submit an updated estimate of pupils expected. We explained to him the arrangement whereby the city will collect the fees, purchase sites and lease them to the district. Mr. Pero expressed his opinion that the requirements for school sites appeared reasonable but did not commit himself because of the need to have clearance from Mr. Ayers . Further discussions will be necessary with him as development plans unfold. ^Mr. Duncan Was perfectly agreeable to donation of in-lieu fees. •••WM^—^f^^^^^^^m^^^^^ When sites can be donated directly by the developer to the school district, as apparently will be the case with the Ayers development, it would seem appropriate for a three-way agreement between city, school district and developer for purposes of master planning. AGATEP, Planning Director February 27, 1973 \ April 5, 1973 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: ADDENDUM TO STAFF REPORT FOR A REQUEST FOR SPECIFIC PLAN ADOPTION, WEST SIDE OF HARRISON STREET. APPLICANT: ARTHUR DOTY The Planning Commission heard the subject application on March 27, 1973 and continued action until the April 10, 1973 meeting. The Commission was concerned about the ability of the existing circulation system to handle projected traffic counts which can be attributed to potential development. Development potentials are based on the zoning as it exists. Property adjoining the subject property is R-l-7,500 which will have a potential unit yield of approximately 4-5 dwelling units per acre. The property known as "Fox's Snug Harbor" is zoned R-T which has the capacity to yield approximately 47 d.u./acre. Assuming that maximum d.u. yields are going to occur, Harrison Street will have an average daily traffic (ADT) requirement of 5000-6000 trips per day. Harrison Street and Locust Street have existing R/W's of 40 feet. A circulation system on the existing right-of-way would be satisfactory if on-street parking were prohibited and sidewalks occur on both sides. However, the projected minimum widths on residential streets is 60 feet.
