SPECIFIC PLAN CASE NO. SP-103
DESCRIPTION OF APPLICATION. The applicant (WILLIAM /IDEAL/) is re-
questing approval of a Specific Plan to develop a molrH-e home sales
facility. The applicant has submitted a Zone Change request (ZC-103)
and Conditional Use Permit (CUP-75) in conjunction with the proposed
development.
DESCRIPTION OF PROPERTY. The subject property is located on the
east side of Avenida Encinas, north of Palomar Airport Road, con-
taining approximately 49,850 square feet of land area. Said lot has
approximately 180 feet of street frontage on Avenida Encinas,and a
lot depth of 280 feet. The property has full public improvements.
SPECIFIC PLAN REVIEW. Upon review of applicant's plans, the Plan-
ning Department finds that the proposed use would comply with devel-
opment standards of the C-l Zone and the surrounding area if the con-
ditions contained in the recommendation section of this report are
adhered to.
ZONING REVIEW. The Planning Department finds that the proposed
use is dependant upon the issuance of a conditional use permit and
will be permitted only in a zone other than residential. Therefore,
this Specific Plan is directly dependant upon the approval of the
applicant's requested Zone Change and Conditional Use Permit.
ENVIRONMENTAL IV CT CONSIDERATION. The pi leant has submitted
the required Environmental Impact Assessment, and upon review of
said document, the Planning Department has found that the proposed
use will not significantly impact the environment. A Notice of
Declaration of Non-Significance was posted and published in the
manner prescribed by law.
RECOMMENDATION. The Planning Department recommends that the Plan-
ning Commission consider granting approval to this application sub-
ject to the execution and/or fulfillment of the following conditions:
1. All public utilities, including electrical and telephone,
shall be installed underground.
2. A complete landscape and irrigation plan shall be submitted
to and approved by the Director of Planning prior to the
commence of such work.
3. Signs and advertising shall be designed to harmonize with the
architectural character of the area, and plans therefor shall
be submitted to, and approved by, the Director of Planning.
4. The proposed Mobile Home Sales Facility shall be developed in
a manner that substantially complies with the intent of Ex-
hibits "A" and "B".
5. The maximum number of coaches to be contained on the sales lot
shall be governed by Exhibit "B".
6. The sales office shall be a permanent type structure, and plans
therefor shall be submitted to, and approved by, the Director
of Planning prior to the construction of said building.
7. The applicant shall provide a minimum of twenty (20) off-street
parking spaces comprised of 200 square feet each.
