PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: MID-CONTINENT PROPERTIES REQUEST FOR RE-ZONING AND ADOPTION OF A SPECIFIC PLAN At the October 10, 1972 meeting of the Planning Commission, the Commission continued this request in order than an Environmental Impact Statement could be submitted pursuant to City of Carlsbad Policy #11 re: Environmental Quality Act of 1970 dated Oct. 10, 19 72. The revised Policy dated Oct. 19, 1972 stipulates, an E.I.S. shall be submitted if the development is adjacent to or in the proximity of a lagoon or beach. This application is proposing development on the ocean front as well as in a lagoon area that has been filled in the recent past. It is the staff's recommendation that the item be continued until November 28, 1972 to allow the applicant to prepare an E.I.S. based on the projected E.I.S. guidelines that will be presented to the City Council October 30, 1972. And at the same time, allow staff sufficient time to review the environmental information and prepare the report.
