SUBJECT: Environmental Requirements for Encina Water
Treatment Facilities.
We have requested, and received, additional information
from San Diego Gas & Electric Company, concerninq the install-
ation of water treatment facilities at the Encina Power Plant.
I believe that we now have enouqh information available to
make a determination on the environmental effects of the pro-
ject.
I am awaiting processing of these environmental documents
pending your recommendation. Your direction at this point
would be appreciated.

This letter is in response to your request for ad-
ditional information concerning the Encina Power Plant Water
Treatment Facilities.
Question 1; What is the volume of water being
discharged?
Answer ; The amount of water discharged into the
ponds will vary from day to day due to the fact that extended
power plant operations require varying amounts of fresh water.
Our NPDES permit #CA 0001350 application to the California
Regional Water Quality Control Board for Encina stipulates
the following:
1. Extended (metal cleaning) discharge waters
will not exceed 21,000 gpd.
2. Low volume discharge water will not exceed
135,000 gpd.
It should be noted that boiler blowdown, which is
not to exceed 90,000 gpd, has not been included in the above
quantities. We will attempt to recover and reuse as much
of this water as possible.
Question 2 ; What is fresh water used for in the
thermal power plant process?
Answer : Fresh water is used for:
1. Boiler feedwater. This prepared water replenishes
boiler blowdown and supplies steam atomization
(for stack No control) .X
2. Circulating water pump lubrication.
3. General plant cleaning processes.

Question 3 ; Why can't all discharge water be re-
used in the power plant?
Answer ; San Diego Gas & Electric Company will
attempt to recycle the 90,000 gpd of boiler blowdown water
because the quality is far better than City water. The re-
maining low volume and extended water discharges will be of
harder quality and thus not suitable for the above use.

Gentlemen:
We are hereby requesting through the attached
"Application for Adoption of an Amended Specific Plan" and
attached "Exhibit A" dated January 25, 1977, an amendment to
our original Encina Specific Plan (SPlW-). The purpose of our
request is to provide for addition of certain necessary facil-
ities at SDG&E's Encina Power Plant property. The additional
facilities are indicated as shaded areas on attached "Exhibit
A" and include the following:
1. Water treatment facilities as approved by City
of Carlsbad Engineering Department, File No. PE 2.8.18
and in accordance with the City's Declaration of
Negative Environmental Effect" (E.I.S. Log No. 337).
2. Future maintenance building for consolidating
certain shops and storage activities now ocurring at
various places around the power plant property.
We also request that additional language be provided
in the text of the plan as follows:
"The Planning Department may approve certain
modifications not otherwise shown on this Specific
Plan, as revised, without further amendment to this
plan, if said modification is in keeping with the
intent and concept of the plan."
This language is requested so that we may regain the
flexibility formerly provided for in the "Public Utility"
zoning ordinance which allowed us to make minor modifications
to power plant facilities without the necessity of a Specific
Plan Amendment.

Gentlemen:
This is to acknowledge your request for comments regarding
amendment of specific plan to allow water treatment ponds
and a future maintenance building at the Encina Power Plant.
The proposed water treatment ponds are likely to serve as
mosquito breeding sources, unless the following conditions
are met by the applicant:
1. Confine standing water impoundment to as small an
area as possible.
2. Water pond(s) to be constructed and maintained at
a minimum depth of four (4) feet.
3. Banks of water pond,(s) to be constructed with a
two-to-one (2:1) slope, or steeper, to minimize
dense aquatic growth such as cattails or tules.
4. Maintain a removal program of dense aquatic vegetation,
such as cattails, bulrush, tule, pondweed, etc.

5. Maintain a mosquito fish (Gambusia affinis) population,
as necessary.
6. Maintain routine (weekly) inspections of water im-
poundments to detect mosquito breeding.
7. Abate any mosquito breeding, as it is detected.
We recommend the above conditions as mitigating measures for
the potential mosquito breeding hazards that may result from
such an operation. Water ponds which are under continuous
recirculation present minimal mosquito breeding nuisances.

Dear Don:
This letter is to clarify the information sent
by letter, dated September 8, 1976 concerning our proposed water
treatment facilities.
First it should be understood that discharged power
plant water, that will be treated by this facility, originates
as fresh water provided by the Carlsbad Municipal Water District.
Salt water is used only for cooling purposes and enters the
power plant from the Lagoon within a closed conduit system.
This water is routed within the power plant condensers and con-
denses spent steam to a liquid state. The salt water system
is contained within a closed conduit system and discharged to
the beach. Because the salt water is confined within the conduit
and quality of sea water is not changed, treatment is not
required. Fresh or city water is used for the preparation of
boiler feedwater. This water is softened, demineralized, and
distilled at the plant to make it as pure as possible. This
feedwater is then used to replenish the boilers. Other city
water uses are for general plant cleaning processes, circulating
water pump lubrication and employee water needs.
Other than that water used for employee needs, which
will be discharged into sewer lines, all remaining spent city
water will be recovered for treatment in accordance with
Water Quality Limitations and Guidelines (40 CFR Chapter I.,
Subchapter N, Part 423). This recovered water is classified
as either Extended, Low Volume or Boiler Blow Down Water.
Extended water requires treatment for removal of copper, iron
and other contaminates. Low Volume water is required to be
treated for lessor contaminates. Boiler Blow Down water is
removed from the bottom of the boiler drum, the same as one
would drain water from the bottom of their water heater and is
collected for treatment. This Boiler Blow Down water will then
be re-used in the nlant.

In order to comply with the above water quality standards,
a National Pollution Discharge Elimination System (NPDES) permit '
was issued to SDG&E allowing for the discharge of Extended and
Low Volume water in compliance with the above regulations,
(EPA Guidelines).
The amount of water discharged to the Ponds for treat-
ment will vary from day to day due to the fact that power plant
operations and cleaning schedules require varying amounts of
fresh water. Our NPDES permit #CA0001350 application to the
California Regional Water Quality Control Board for Encina
stipulates the following:
1. Extended water discharge will not exceed 21,000 gpd.
2. Low Volume discharge water will not exceed 135,000
gpd.
3. Boiler Blow Down water will not exceed 90,000 gpd.
These volumes are based on maximum amounts and do not represent
the amounts that will be used on a daily basis.
As mentioned earlier, SDG&E will re-cycle the 90,000 gpd
of Boiler Blow Down water because the quality is better and it
can be re-used in the plant after treatment. The remaining
Extended and Low Volume water, however, is of a much harder
quality and thus not suitable for recovery. Before this water
could be re-used, it would be necessary to install an additional
major chemical processing complex for treatment. Even at that,
a large volume of this remaining~>water would be lost in the
chemical treatment process.

Dear Don:
As you recall, in mid-August we submitted to you an
environmental assessment pursuant to obtaining a grading permit
for proposed water treatment facilities at Encina Power Plant.
Additionally, grading plans for the project were originally
submitted on August 12 and resubmitted after corrections required
of Engineering Department on September 28, 1976.
To bring you up-to-date on the project, we received
Coastal Commission approval on September 10. Additionally, the
City of Chula Vista has granted a negative environmental declar-
ation for an identical project at our South Bay Power Plant.
We are concerned that further delays will not allow
us to complete construction by EPA's July 1977 compliance date.
The Federal Government has indicated that severe penalties may
be in store for those not meeting the compliance schedule.
We ask your earliest consideration in granting a
negative declaration for environmental impact and process our
application. This project should begin construction in the very
near future.

You are hereby granted a development permit. This permit is issued after a hearing
before the Commission and after the Regional Commission found that the proposed
development will not have any substantial adverse environmental or ecological effect
and is consistent with the findings and declarations set forth in Section 27001 and
objections set -forth in Public Resource Code Section 27302.
This permit is limited to development described below and set forth in material on file
with the Commission, and subject to the terms, conditions, and provisions, hereinafter
stated :

4. That the applicant agrees to conform to the permit rules and regulations of the
California Coastal Zone Conservation Commission.
5. That the applicant agrees that the Commission staff may make site inspections of
the project during construction and upon completion.
6. That construction on the project will start within one year following final
approval of the project*by the San Diego Coast Regional Commission.
Terms and Conditions are to run with the land. These terms and conditions shall be perpetual
and it is the intention of the parties to bind all future owners and possessors of the subject
property.

G. STANDAKD PROVISIONS
STRICT COMPLIANCE; Permittee is under obligation to conform strictly to permit
under penalties established "by 'California Coastal Zone Conservation Act of 19?2.
(2) TIMELY DEVELOPMENT AND COMPLETION: Permittee shall commence development within one
year following final approval of the project by the San Diego Coast Regional Commission.
Completion of development shall occur no later than two years following Coast
Commission approval of this permit.
(3) ASSIGMABILITY OF PERMIT: This permit is not assignable unless the Permittee's
obligations under the permit are assumed by assignee in writing within one year, and
a copy of the required assumption agreement delivered to the Regional Commission.
(4) APPEAL: Unless appealed to the State Commission within ten (10) working days
following final action by the San Diego Coast Regional Commission, all terms and
conditions shall be final.
(5) DISCLAIMER: The permit is in no way intended to effect the rights and obligations
heretofore existing under private agreements nor to effect the existing regulations,
of other public bodies.
(6) PERMITTEE TO RETURN COPY: This permit shall not be valid unless within ten (10) days
Permittee returns a signed copy acknowledging contents to San Diego Coast Regional
Commission.

Dear Don:
Recently San Diego Gas & Electric Company filed a
grading plan for Water Treatment Facilities at Encina Power
Plant. This letter will further explain the reasons for the
proposed facilities and how we are going to meet future dis-
charge requirements.
In 1972, the EPA enacted as law PL 92500, commonly
referred as the Clean Water Act, which requires that all persons
discharging water to the ocean must improve water quality before
discharging. In 1974, specific requirements were adopted by
EPA in which all power plants would have to comply with the
provisions of this act. The State Water Quality Control Board
acts as the EPA agent in monitoring, specifying and approving
plans for cleaning the water prior to discharge.
In this regard, the State Water Quality Control Board
in June, 1976 issued San Diego Gas & Electric Company NATIONAL
POLLUTION DISCHARGE ELIMINATION SYSTEM permits (NPDES) for
Encina and other plants which specify how we are to meet the
EPA guidelines. The State of California can stipulate more
restrictive requirements than EPA and we are now trying to
meet their demands. The State requires that we report on a
monthly basis and has given specific criteria as follows:
Discharged water will be no greater than Ippm copper and iron
and 15ppm oil and grease. This criteria is based on average
monthly concentrations. In addition, total suspended solids
can not be over 30ppm on an average monthly basis. The water
ph must be between six and nine.
We are going to meet the State and EPA standards by
installing water treatment facilities at Encina and at other
plants. The facilities will consist of ponds, controls and
treatment equipment. The water ponds will equalize differences
in flow rates from the various water sources at the power plant.
These ponds are protected as follows:

A. There is an impervious liner to prevent any type
of seepage but we have also designed a subdrain system in case
this liner should be punctured in any way.
B. There are overflow pipes to prevent the discharge
from rising too high in the ponds.
Piping from the ponds will process the water through
treatment equipment to remove particles and allow for sampling
of the water prior to discharge.
The EPA guidelines were set up to establish a cleaner
environment. We feel our project will meet these standards.
The proposed treatment facilities will improve the quality of
our existing discharge considerably.
As you know, Prouts Pond, the existing discharge pond,
has been in existence since Encina Unit 1. We feel it has
done an adequate job, however, it could never be modified to
meet the new EPA guidelines. Please remember, this project
would never have been proposed had EPA not required specific
standards for discharge water.
With this further information, I would hope that you
