REQUEST: Approval of an amendment to the Specific Plan for
the power plant site to allow the construction of
water treatment facilities and a maintenance building.
SECTION I; RECOMMENDATION:
Staff recommends APPROVAL of SP-144 (C) for the following reasons
and subject to the following conditions:
FINDINGS:
1) The proposed Specific Plan Amendment is consistent with the
General Plan because:
a) The Land Use Map of the General Plan shows the subject
property as "U" (Public Utility). The proposed project
is consistent with that designation.
2) The proposed Specific Plan Amendment is consistent with the City
of Carlsbad Environmental Protection Ordinance of 1972 because:
a) A negative declaration has been issued for the project based
on the following findings:
1) The construction of the treatment facilities is a nec-
essary water pollution control measure which is required by
the U.S. Environmental Protection Agency. Discharged
water must be treated so that levels of copper, iron, oil,
grease, and suspended solids will be reduced;
2) The construction of the treatment facilities will not
increase the amount of fresh water discharged into the ocean
but wi,ll simply improve the quality of that discharged
water, in accordance with all State and Federal require-
ments ;
3) The amount of grading associated with the project is
not substantial, and does not pose any special geotech-
ni cal problems;
4) The treatment ponds will not be visible from offsite.
Landscaped berms will surround the ponds;

5) An impervious liner will be installed to prevent see-
page from the ponds. As an auxilliary measure, a
subdrain system will be constructed to accommodate see-
page should the liner be punctured;
6) The applicant will construct overflow pipes to prevent
discharge from rising too high in the ponds; and
7) Boiler blow-down water, which accounts for approximately
37% of the water which the company could legally dis-
charge into the ocean, will be reused.
b) The maintenance building is exempted by Section 19.04.090. a.l
3) The proposed project conforms to applicable City policies and
ordinances dealing with public facilities because:
a) The project will not increase the need for any existing
facilities.
CONDITIONS:
1) The approval is granted for the land described in the application
and any attachments thereto and as shown on the plot plan labeled
Exhibit A, dated January 31, 1977. The location of all proposed
facilities shall be located substantially as shown on said plot
plan except or unless indicated otherwise herein.
2) The water treatment ponds shall be constructed and maintained to
the following standards to minimize the likelyhood of the ponds
serving as mosquito breeding sources:
a) Confine standing water impoundment to as small an area as
possible.
b) All ponds areas shall be lined with a non-porous material
acceptable to the City Engineer.
c) Maintain a removal program of dense aquatic vegetation, such
as cattails, bulrush, tule, pondweed, etc.
d) Maintain a mosquito fish (Gambusia affinis) population, as
necessary.
e) Maintain routine (weekly) inspections of water impoundments
to detect mosquito breeding.
f) Abate any mosquito breeding, as it is detected.

3) Prior to the issuance of building permits i or the maintenance
building, the applicant shall submit a plot plan to the Planning
Director for review and approval showing which existing shops
and storage activities are to be removed and consolidated into
the new structure.
4) Prior to the issuance of building permits, the applicant shall submit
a revision to Exhibit A of SP-144 (B), incorporating these -new
facilities on said exhibit. The revised exhibit shall be a reproducible
mylar.
SECTION II: BACKGROUND:
- Lo-c-a-t-io-n and Description of Property:
The proposed project is located on the existing site of the Encina
Power Plan. The existing uses include various structures and facilities
related to the power plant operation.

Past History and Related Cases:
SP-144, - 144(A) and - 144(B) all have to do with various phases of
the exist ing power plant operation.
Public Facilities:
Water and sewer services are provided by the City of Carlsbad.

Are these proposed facilities necessary?
SECTION III: DISCUSSION:
Federal environmental regulations mandate that the water treatment
ponds and facilities be installed by July 1, 1977.
A letter from P.M. Dudly of SDG&E, dated January 26, 1977, states that
the future maintenance building will be "for consolidating certain
shops and storage activities now occurring at various places around
the power plant property." The conditions of approval cover this matter
