Re: Specific Plan Amendment and EIR
NOTICE IS HEREBY GIVEN that the PIanning 'Commission of the
City of Carlsbad will hold a Public Hearing on Wednesday, January

Subject: ENCINA POWER PLANT PAINT SHOP
Mr. Howes:
This letter follows our discussion on SDG&E's desire to relocate an
existing paint shop from its current location in the base of the Encina
Stack. The new location is approximately 40 feet east of the stack as
shown on the attached site plan. The new location is also noted on the
power plant specific plan attached to this letter.
A 30'x30'xl4' metal building would be constructed on the new site.
We feel that an amendment of the specific plan would not be necessary
given the project involves an existing use of the property and the
proposed location raises no new use compatibility issues.
A signature line is provided at the bottom of this letter. Signa-
ture by your office would indicate concurrence that no amendment of the
specific plan would be required for the paint shop relocation.
A coastal development permit is required for the project because it
involves a structure. Processing of the permit requires submittal of
the attached LOCAL AGENCY REVIEW FORM. We would greatly appreciate
completion of those parts of the form requiring the City's attention if
there is concurrence that no local discretionary permits would be
required for the project. This would assist our effort to expedite the
permit process for the project.
