SUBJECT: Submittal of SDG&E Specific Plan Amendment
Dear Don:
Accompanying this letter are the necessary items needed for the processing of an amendment to
the SDG&E Specific Plan Amendment (SPA), a Local Coastal Plan Amendment (LCPA) and a
Zone Change (ZC) for 24.2 acres located adjacent to and north of Cannon Road on property
owned by SDG&E.
The requests for the amendments and zone change are related to the processing of the Carlsbad
Ranch Specific Plan Amendment specifically addressing the proposal for a nine hole golf course.
The Carlsbad Ranch Specific Plan Amendment shows the development of a nine hole golf course,
two holes of which are located north of Cannon Road and outside the boundaries of the specific
plan area. The two golf holes north of Cannon Road are necessary for a connection between the
eastern and western portions of Planning Area 8 in the Carlsbad Ranch Specific Plan Amendment.
The amendment to the SDG&E Specific Plan will be to remove 24.2 acres from the specific plan
area. A revised land use map is provided with the submittal package and delineates the area to be
removed. Since the existing specific plan merely consists of an approving ordinance and a land
use map, the revised land use map will supersede the current map and become a part of the
existing specific plan. At this time, it is our understanding that a comprehensive specific plan
amendment is not required.
Minor changes to the Agua Hedionda Lagoon segment of the Local Coastal Plan are required to
allow for the development of the two golf holes north of Cannon Road on the SDG&E property.
The changes to the LCP text are provided in Attachment A of the LCP A application.
The zone change is necessary to allow for the processing of any discretionary permits on this site.
Currently, the proposed site has a zoning designation of P-U (Public Utilities) with a general plan
designation of OS (Open Space). Since the zoning designation is inconsistent with the general
plan designation, a zone change is required to maintain general plan and zoning consistency. The
proposed zone change will be from P-U to O-S for the 24.2 acre site and will allow for the
development of the two holes of golf north of Cannon Road.

Based on previous conversations with you, it is my understanding that no additional fees will be
required for the processing of these applications. In addition, since this proposal is closely related
to the Carlsbad Ranch Specific Plan Amendment, it will be processed concurrently and does not
require an updated Preliminary Tile Report nor a Deposit for Publication of Notices.
