Sambo's Restaurant is now approved to occupy the site location in Carlsbad Plaza Shopping Center orignially identified as McDonald's Restaurant on SP-146(A). The sign program, approved as a condition of the Specific Plan for the Center, indicates signs permitted on three frontages, facing west, south, and east. Sambo's wishes to have signs on three frontages also, but wants to orient them west, south, and north. This change is considered minor and does not require public hearing to alter the Specific Plan. If, however, Sambo's desires to add a fourth sign in the future, they would be required to get a determination regarding alteration of the approved sign program, potentially involving a Planning Commission hearing. Therefore, Sambo's will be permitted to modify the approved Sign Program (SP-146(A) by orienting one of three wall signs to the north instead of an easterly direction. DA/ar t MEMORANDUM June 23, 1976 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: SP-146(A) - SIGN PROGRAM Questions have been raised regarding the conditions recom- mended in the staff report. For the Commission's reference during discussion of the matter, Staff has drafted the following alternative conditions: CONDITION 2: For the purposes of computing allowable sign area, "Building Frontage" is defined for each building as those frontages noted in Exhibit C, dated June 23, 1976. Each wall of each building shall be entitled to the total sign area shown in Exhibit 'C'f calculated at the rate of 1.5 scruare feet of sign area ver lineal foot of frontage, excevt that the sign areas of buildings 6 and 9 shall be reduced for their share of the area of the freestanding sign approv'ed in Condition 7. CONDITION 3: Building identity signs shall be allowed at service entrances to buildings. Said signs shall sign area allowed provided that not be included in the total the entrances are not used for general public access. Said signs shall be limited to the name and address of the business estjabl ishment whose entrance is being identified, and shall be limited to 1.5 square feet in area. CONDITION 4: All signs, except the freestanding sign described in Condition 7, shall conform to one of the following specification classes, and to the corresponding typical illustration in Exhibit 'D', dated June 23, 1976: (a) Sign TYPE A: Shall be interior-illuminated, constructed with plexiglass faces and metal sign cans. (b) Sign TYPE B: Shall be exterior-illuminated wood, sand- blasted and stained, with raised, painted letters and logos Mounting shall be on the continuous header beam at the forward column line. Signs shall be fabricated from three- inch thick stock in lengths on 10.0', 12.0' and 14.0'. Copy shall be in red, orange, yellow and white, with a maximum letter height of 1.0 foot. f (c) Sign TYPE C: Shall be chain-mounted, double-faced, hand-crafted wood signs, sandblasted and stained with raised, painted letters and/or design. (d) Sign TYPE ]): Shall be sign TYPE B exterior-illuminated, carved wood, except limited to 4 square feetsimilar to per sign. CONDITION 6: Directional signs shall be allowed at points of traffic movement within the Shopping Center. Said signs shall not be included in the total sign area allowed individual buildings or the Shopping Center, provided said signs are limited to directional symbols and the names of businesses, said signs shall conform to the specifications of Type 'D' signs described in Condition 4. AM:CDl (6/23/76) -2- RECQMMENDATION That this proposal be accepted as a minor amendment and approved, subject to the following conditions: 1) A building permit shall be obtained for all signs. All signs except the four approved wall signs shall be removed. 2) Any change in the size or location of the sign on the south side shall be approved by the Planning Director. 3) While there is a sign on the south side, the total area of all signs shall not exceed 120 square feet. KJL:jd November 24 1986 ^^•PLANNING AND ARCHITECTUREIN u v eiuu e i. 4<t , i^oo CAM niirrsn - RAN FRANCISCO Mr. Chris DeCerbo City of Carlsbad Planning Department 2075 Las Palmas Drive Carlsbad, CA 92008 RE: Request for Sign Program Revision Carlsbad Plaza & Carlsbad Plaza South Dear Chris: On behalf of the Owners of Carlsbad Plaza and Carlsbad Plaza South, Hughes Investments and the Waken Company, we would like to request that the City approve a revision to the approved project Sign Program for Specific Plan SP146(A). Based on requests from many tenants to increase the nighttime visibility of their signs for better identity, we plan to replace the existing sign type "Bl" as shown on the enclosed drawings. You can see that the new signs (B2) will be virtually identical to the existing ones during the day and, through internal illumination, will provide much better identification as is needed at night. The plan is to ultimately replace all existing type "Bl" signs; this new design should provide maximum compatibility during the transition. You should also note that similar internally illuminated signs are already being used for some of the freestanding pad tenant buildings in the centers. As developers who retain long-term ownership of their shopping centers, the applicants are consistently concerned for the successful operation of their tenants. We feel that this revision will not only prove a benefit to the tenants but to the City as well. We look forward to your favorable evaluation of this request.
