Home Federal Savings in Carlsbad Plaza North is proposing
a change to the sign program, SP-146B. The specific plan
approving the center, SP-146A, allows for minor amendments
to be approved by the Planning Director. Substantial changes
would require a specific plan amendment. Since the sign pro-
gram was an amendment to the original specific plan, it would
be governed by the condition on minor amendments.
The question is whether or not this is a minor amendment.
And, if so, should it be approved. The proposed change will,
at this time, affect only the Home Federal building. The
existing sign program allows signs on three sides of the
building with a total allowed sign area of 330 square feet.
The area per side is 1.5 square feet for each foot of lineal
frontage. Home Federal would like to put a sign on the fourth
side, the south side. They would, however, be within the allowed
square footage with 78 square feet of sign area. The proposed
sign would be 14" by 18', reading "Home Federal Savings", with
a total of 21 square feet.
The existing sign ordinance would allow only 120 square feet,
since only one frontage is on a public street, the west frontage.
However, the ordinance does not restrict location. The sign
program was designed to allow signage on all building frontages
facing streets, drives or parking areas. The south side of
Home Federal does not face a street, drive or parking area, but
is visible to north-bound traffic on El Camino Real.
If this amendment is accepted as a minor amendment, and approved,
other buildings in the center may attempt to get signs on all
sides. The other buildings which may request signs include
Sambo's (north side) and the Vons, Sav-ons and shops to the
east (east side). The east walls of the latter face a steep
slope and advertising would not be very useful. The Sambos
is in the same position as Home Federal, with no signage allowed
on the north side.

SUBJECT: Minor Change — Specific Plan-146
Gentlemen:
On November 29, 1977, I approved a minor change to the subject Specific
Plan that would permit some modification of the commercial building known
as building 1, located on the north west corner of the intersection on
El Camino Real at the main entrance driveway, and a change to building known
as A at the southeast corner of the site along Marron Road. These two minor
changes were incorporated into the official mylar dated December 5, 1977.
You have now requested another minor amendment to SP-146 to change the con-
figuration of building 1 by deleting approximately 1100 square feet. I have
reviewed this request with all concerned City Departments. From this review
I have determined that the deletion of this portion of the building will have
no adverse affects upon the development, i.e., parking and driveway design and
is therefore a minor change.
For our records we need a new reproducible mylar showing all corrections as
agreed upon in the past including this one. The mylar that you submitted on
December 5, 1977, is in relatively poor conditions, therefore, please submit
a better quality base map in making the mylar. Also, update the resume and
remove the note under the resume.
Since you have also submitted application for sewer allocation, we will need
the final plan for our file. Therefore, would you please submit the revised
mylar no later than March 10, 1978.

Dear Paul:
For several weeks we have been working with the City Staff
to develop an acceptable site planning solution for Building
Pad No. 1. This is the area, I am sure you will recall, for
which we had proposed a McDonald's Restaurant.
We now have a revised plan which has the general support of
the Staff, and we would like to submit it for formal City
approval. Since this is a change to the existing approval,
S.P. 146 (A), Exhibit "X", dated September 15, 1976, we would
like to request that the City approve an amendment to the
specific plan.
The revision we are proposing results in a decrease in the
building area from over 5,100 SF to 4,500 SF. For this reason
the potential demand on the sewage system is also reduced. It
is my understanding that until you make such a finding, the
Staff can not process our amendment.
I am submitting three copies of the revised site plan in hopes
that you will be able to review our request at your earliest
opportunity. If any additional information is required, please
call.

SUBJECT: Request for contents - CUP-122, SP 146 (B)
The proposed plan is an improvement over the previous two
preliminary McDonald's plans reviewed by this department. However,
denial of the driver-thru CUP is recommended because:
1. Exit movements from the drive-thru to the main shopping
center exit will be too difficult. A 20-foot inside
turning radius is necessary. Exit movements the other
way will cross the proposed crosswalk.
2. The small size of the site will cause customers to park
in spaces in the adjacent parking area and cross a two-
way traffic lane on a proposed painted crosswalk. During
peak hour operations, approximately 20 of these "offsite"
spaces will be filled. Stopped vehicles can back up from
the crosswalk into that traffic lane"s intersection with
the main entrance. Further more, with three potential
"offsite" parking lot lanes to use, most pedestrians will
not cross at the painted crosswalk.
3. Some customers may discover the potential convenience of
entering the existing service station from El Camino Real,
parking along the curb and walking across the drive-thru
to the building. This will cause further pedestrian-
vehicle conflict.
It is also noted that the drive-thru lane and rear of the
proposed building will face the El Camino Real (scenic) corridor.
Neither Home Federal or Bank of America will have vehicles between
the building and the highway, and both buildings "front" on El
Camino Real. Pedestrians from El Camino Real must cross the pro-
posed McDonald's drive-thru to enter the building.
The drive-thru lane eliminates parking, and the proposed 14
spaces in the vicinity of the restaurant will be heavily used.
When all 14 spaces are filled, additional vehicles entering the
parking area will have to turn around at a westerly "hammerhead"
(not provided for in the proposal). Should a vehicle park in the
turn-around area, it would be difficult to maneuver out of a full
parking lot. This is similar to the parking layout for Bank of
America, but the anticipated high volume use of the McDonald's
parking area could create a significant problem.
