Request: The applicant is requesting approval of a Specific Plan and Tentative Map to allow 48 condominium units on 4.44 acres located at the end of Velero Court and described as Lots 261 and 262 of La Costa Vale Unit #2. II. Recommendation: Staff is recommending that SP-159 and CT 74-11 be continued to the meeting of July 23, 1974 for the following reasons: 1. Staff has not yet received a letter from San Dieguito High School District stating that facilities will be available to serve the project; 2. The park dedication requirements for La Costa Vale Unit #2 have not yet been met. SP-159 will have on school facilities in the San Dieguito Union High School District. At the present time secondary school facilities are extremely overcrowded within the district. The Trustees of the San Dieguito Union High School District cannot assure the availa- bility of school facilities concurrent with need without some type of assistance on the part of the developer. At the present time there has been no agreement.reached between the district and the developer that such assistance will be previded. Borrow Site No. 1 is within the boundaries of CT 73-2, Santa Fe Glens. The export from this site will not adversly effect the develop- ment proposed on the Santa Fe Glens tentative map. Borrow Site No. 2 is located within the Planned Community Zone of the La Costa Master Plan. The Master Plan shows this area as low, medium density at 6.5 dwelling units per acre. The export of material from this site will not have an adverse effect on the future develop- ment of this property. Brickman Superintendent Encinitas Union School District 189 Union Avenue Encinitas, California 92024 Bear Dr. Brickman: As you are aware, some confusion exists regarding the need for elementary school letters for the builders of condominiums in our subdivision Vale II. You are aware, of course, that the Vale II subdivision is one of those included under our agreement and that our buyers therefore need not pay you a fee. It would seem to me that it would save considerable trouble if you were to send a letter to the City of Carlsbad stating that satisfactory school arrangements had been made for Vale II and for any condominium development which might take place in that subdivision; and that indi- vidual letters for each condominium subdivision should not be necessary. This is approximately .1/3 of the total units expected on La Costa land In your district. (This does not include the La Costa South sub- divisions No. 1 to 7). When we "use up" the 3300 dwelling units allowance, it will be necessary for us to consummate another agree- ment, presumably - a school site for favorable reports on another "•3300 dwelling units. It appears that xvhen you have written letters to the City for those 'projects pending approval (and then letters to the Real Estate Commission), you will have carried out your part of the agreement. I now request that you send such letters for those projects now pending approval, . .
