The "educational facilities, other" uses would be subject to approval of a Minor Conditional Use Permit. The San Diego Golf Academy (SDGA) is a private-institution that trains students for operating and management positions in the golf industry. The trade-school, which offers a two-year training curriculum, is currently located in the City of Vista. SDGA proposes to relocate their San Diego school facilities to the City of Carlsbad within a 20,000 square foot space in the Carlsbad Airport Centre Specific Plan area. SDGA sees the City of Carlsbad and more specifically the available space at 1950 Camino Vida Roble as the ideal San Diego location for their facilities given the City's ties to the golf industry, the site's proximity to Palomar Airport, and availability of residential rental properties for their students. SDGA proposes to use 20,000 square feet of existing office space for offices for their regional staff, 2 conference rooms, 2 computer labs, 5 classrooms, a library, a golf club repair training room, and an indoor training area. SDGA currently has an average enrollment of 180 students; however, only half of the enrolled students are present at the facility at any one time. AREA 1 Area 1 is designated for light and medium industrial uses, research and development uses, industrial support and service uses, and business and professional office uses, provided that such uses are confined within a building or buildings and do not contribute excess noise, dust, smoke, vibration, odor or toxic or noxious matter to the surrounding environment nor contain a high hazard potential. Uses permitted in the Carlsbad Airport Centre will not produce any of the following: 1. Noise in excess of 70 decibels (American Standard for noise level meters): a. For a cumulative period of more than 30 minutes in any hour; or b. Plus 5 decibels for a cumulative period of more than 15 minutes in any hour; or c. Plus 10 decibels for a cumulative period of more than 5 minutes in any hour; or d. Plus 15 decibels for a cumulative period of more than 1 minute in any hour; or e. Plus 20 decibels for any period of time: 2. Vibration, heat, glare, or electrical disturbances beyond the boundaries of the site; 3. Air pollution detectable by the human senses without the aid of instruments, beyond the boundaries of the site; 4. Emissions which endanger human health which can cause damage to animals, vegetation or property, or which can cause spilling at any point beyond the boundaries of the site; 5. Odor detectable by the human senses without aid of instruments beyond the boundaries of the site. All wastes discharged into the wastewater discharge system will meet City standards. All uses shall conform to the general development concepts for a high-quality business park, with all standards and restrictions established by this plan and with CC&Rs. The project site is located in the San Diego Air Basin which is a state non-attainment area for ozone (O3) and for particulate matter less than or equal to 10 microns in diameter (PM|o). The periodic violations of national Ambient Air Quality Standards (AAQS) in the San Diego Air Basin (SDAB), particularly for ozone in inland foothill areas, requires that a plan be developed outlining the pollution controls that will be undertaken to improve air quality. In San Diego County, this attainment planning process is embodied in the Regional Air Quality Strategies (RAQS) developed jointly by the Air Pollution Control District (APCD) and the San Diego Association of Governments (SANDAG). A Plan to meet the federal standard for ozone was developed in 1994 during the process of updating the 1991 state- mandated plan. This local plan was combined with plans from all other California non-attainment areas having serious ozone problems and used to create the California State Implementation Plan (SIP). The SIP was adopted by the Air Resources Board (ARB) after public hearings on November 9* through 10* in 1994, and was forwarded to the Environmental Protection Agency (EPA) for approval. After considerable analysis and debate, particularly regarding airsheds with the worst smog problems, EPA approved the SIP in mid-1996. The proposed project relates to the SIP and/or RAQS through the land use and growth assumptions that are incorporated into the air quality planning document. These growth assumptions are based on each city's and the County's general plan. If a proposed project is consistent with its applicable General Plan, then the project presumably has been anticipated with the regional air quality planning process. Such consistency would ensure that the project would not have an adverse regional air quality impact. Rev. 01/02/07 Project Numbe^^SP 181(F)/MCUP 07-07 Project Name: San Diego Golf Academy Section 15125(B) of the State of California Environmental Quality Act (CEQA) Guidelines contains specific reference to the need to evaluate any inconsistencies between the proposed project and the applicable air quality management plan. Transportation Control Measures (TCMs) are part of the RAQS. The RAQS and TCM plan set forth the steps needed to accomplish attainment of state and federal ambient air quality standards. The California Air Resources Board provides criteria for determining whether a project conforms with the RAQS which include the following: • Is a regional air quality plan being implemented in the project area? • Is the project consistent with the growth assumptions in the regional air quality plan? The project area is located in the San Diego Air Basin, and as such, is located in an area where a RAQS is being implemented. The project is consistent with the regional air quality plan and will in no way conflict or obstruct implementation of the regional plan. b) Less Than Significant Impact. The closest air quality monitoring station to the project site is at Camp Pendleton. Data available for this monitoring site from 2000 through December 2004, indicate that the most recent air quality violations recorded were for the state one hour standard for ozone (a total of 10 days during the 5-year period). No other violations of any air quality standards have been recorded during the 5-year time period. Long- term emissions associated with travel to and from the project will be minimal. The existing building has been occupied by other uses in the past and it is not anticipated that there would be an increase in travel to and from the project site as a result of this project. Although air pollutant emissions would be associated with the project, they would neither result in the violation of any air quality standard (comprising only an incremental contribution to overall air basin quality readings), nor contribute substantially to an existing or projected air quality violation. Any impact is assessed as less than significant. c) Less Than Significant Impact. The air basin is currently in a state non-attainment zone for ozone and suspended fine particulates. The proposed project would represent a contribution to a cumulatively considerable potential net increase in emissions throughout the air basin. As described above, however, emissions associated with the proposed project would be minimal. Given the limited emissions potentially associated with the proposed project, air quality would be essentially the same whether or not the proposed project is implemented. According to the CEQA Guidelines Section 15130(a)(4), the proposed project's contribution to the cumulative impact is considered de minimus. Any impact is assessed as less than significant. d) No impact. As noted above, the proposed project would not resuh in substantial pollutant emissions or concentrations. In addition, there are no sensitive receptors (e.g., schools or hospitals) located in the vicinity of the project. No impact is assessed. e) No Impact. The project site is an existing, developed industrial subdivision. The Minor Conditional Use Permit is for a use that would occupy an existing building which has been used for other businesses in the past and therefore, there would be no impact from the project. One ofthe fundamental responsibilities ofthe Board in its capacity as the ALUC is the review of land use projects and actions located within an Airport Influence Area (AIA) for compliance with the criteria and policies set forth in the applicable Airport Land Use Compatibility Plan (ALUCP) for that airport. The staff recommendation is based on the analysis of the allowed land uses in the ALUCP and the location of the proposed trade school is within the McClellan-Palomar AIA. The location is partially outside the 60 dB (dB) Community Noise Equivalent Level (CNEL) noise contour and within the 60-65 dB CNEL noise contour and outside the Flight Activity Zone (FAZ). Trade schools are not specifically addressed in the McClellan-Palomar ALUCP Airport Noise/Land Use Compatibility Matrix, however the Matrix identifies educational uses as compatible outside the 60 dB CNEL noise contour and conditionally compatible within the 60-65 dB CNEL noise contour. 000033 Item No. 5 Page 2 of 5 Staff became aware of the project on May 1, 2007 after an application was received from the City of Carlsbad seeking a determination of consistency from the ALUC regarding the proposed Specific Plan Amendment and proposed project. A map showing the location ofthe Carlsbad Airport Centre Specific Plan; the proposed project, which is within the McClellan-Palomar AIA, outside the FAZ and partially outside the 60 dB noise contour and within the 60-65 dB CNEL noise contour; and the Carlsbad Airport Centre Specific Plan area affected by the Specific Plan Amendment is provided as Attachment 1. JUSTIFICATION: The ALUC is responsible for coordinating with municipalities and airport operators on land use issues surrounding airports within San Diego County in order to preserve the operational capacity of airports and minimize the public's exposure to excessive noise and safety hazards within the areas around public and military airports, to the extent that these areas are not already developed with incompatible uses (Califomia Public Utilities Code §21675). The manner in which this function is accomplished is through the enforcement of the ALUCP land use compatibility policies. The Board's role, in its capacity as the ALUC under applicable law, is to compare the proposed Specific Plan Amendment and proposed project with the existing McClellan-Palomar ALUCP land use compatibility policies and requirements, and determine the project's consistency with that Plan. To assist the Board in making a determination of consistency, this report: (1) summarizes the applicable provisions of the McClellan-Palomar ALUCP; (2) describes the proposed Specific Plan Amendment and proposed project in more detail; and (3) analyzes the consistency of the proposed Specific Plan Amendment and proposed project with the McClellan-Palomar ALUCP. 1. McClellan-Palomar ALUCP An ALUCP was adopted for McClellan-Palomar originally in 1994 and amended in October 2004. This ALUCP provides a land use plan for the environs surrounding McClellan-Palomar Airport based upon noise contour maps and FAZ. In addition, the ALUCP describes the actions necessary to help ensure compatible land use planning surrounding McClellan-Palomar Airport. 000034 Item No. 5 Page 3 of 5 The Palomar-McClellan Airport ALUCP provides projected noise contours that are important for determining the compatibility of land uses around the airport. The adopted McClellan-Palomar ALUCP Airport Noise/Land Use Compatibility Matrix identifies educational uses as compatible outside the 60 dB CNEL noise contour and conditionally compatible within the 60-65 dB CNEL noise contour. The height of all structures must conform to Federal Aviation Regulation (FAR) Part 77 Guidelines, using the site development plan review procedures. Any use found to be a "hazard" or an "obstruction which would have a significant adverse impact" by the Federal Aviation Administration (FAA) should be determined not to be in conformance with the ALUCP. The proposed project would be located in an existing building and therefore is exempt from Part 77 Review. The McClellan-Palomar ALUCP establishes land use restrictions in FAZ and safety areas to preclude incompatible development from intruding into areas of significant risk resulting from aircraft takeoff, landing and pattern operations. The proposed Specific Plan Amendment area and proposed project is located outside of ttie McClellan- Palomar FAZ. 2. Proposed Project: Specific Plan Amendment and Construction of a Trade School at 1950 Camino Vida Roble On May 1, 2007, the Authority received an application from the City of Carlsbad requesting a determination of consistency for a proposed Specific Plan Amendment and proposed project at 1950 Camino Vida Roble, City of Carlsbad, which is located within the AIA for the McClellan-Palomar Airport. The application was deemed complete on May 14, 2007. As referenced in Attachment #1, the Carlsbad Airport Centre Specific Plan area is immediately adjacent to the McClellan-Palomar Airport and does include portion of the Flight Activity Zone. However, the proposed Specific Plan Amendment to the Carlsbad Airport Centre Specific Plan would state that educational uses will be subject to a Minor Conditional Use Permit, "where the use is wholly outside of the Flight Activity Zone and where the use takes place wholly outside of the 60 dB CNEL noise contour (as shown in the Airport Land Use Compatibility Plan for McClellan-Palomar Airport, dated October, 2004) or where the use takes place wholly between the 60 and 65 dB CNEL noise contour if the interior noise levels are attenuated to 45 dB CNEL (as verified through a site specific acoustical study.)" Trade schools are not specifically addressed in the McClellan-Palomar ALUCP Airport Noise/Land Use Compatibility Matrix but would be consistent with the "educational" land use currently in the Matrix. 000035 Item No. 5 Page 4 of 5 Based on the plans submitted to the ALUCP, the proposed project involves the construction of a trade school in an existing 124, 504 square foot commercial building. The proposed trade school will occupy 200,000 square feet of the space, which will be divided into five classrooms, an indoor training area, two conference rooms, offices, a library, a lounge and other ancillary rooms. The property is located outside of the FAZ and partially outside the 60 dB CNEL noise contour and 60-65 dB CNEL noise contour. The property is owned by Carlsbad CC, LP and the owner's representative is Hofman Planning and Engineering, of Carlsbad. 3. Recommendation of a Conditionally Consistent Determination Based upon a review of the materials submitted in connection with the proposed project and a review of the policies provided in the McClellan-Palomar ALUCP, staff recommends that the Board makes a determination that the project is conditionally consistent with the McClellan-Palomar ALUCP based on the following facts and findings: (1) The proposed Specific Plan Amendment revises the Carlsbad Airport Centre Specific Plan to allow educational facilities, including trade schools, as a compatible land use outside the 60 dB CNEL noise contour and with restrictions in the 60-65 dB CNEL noise contour. (2) The proposed Specific Plan Amendment will prohibit educational facilities in the FAZ. (2) The proposed project involves the construction of a trade school in an existing commercial building at 1950 Camino Vida Roble. The proposed project is partially located outside the 60 dB CNEL noise contour and within the 60-65 dB CNEL noise contours and outside the FAZ for the McClellan-Palomar Airport. (3) The McClellan-Palomar ALUCP identifies educational uses as compatible within the 55-60 dB CNEL noise contour and as conditionally compatible within the 60-65 dB CNEL noise contour, provided that any portion ofthe project within the 60-65 dB CNEL noise contour is sound attenuated to the 50 CNEL interior noise level. II. INTRODUCTION This is a request for a Minor Specific Plan Amendment (SPA) to the Carlsbad Airport Centre Specific Plan (SP 181). SP 181 is located on the north side of Palomar Airport Road and adjacent to the south, east and west sides of the McClellan-Palomar Airport. The Specific Plan area has a General Plan Land Use designation of Planned Industrial (PI) and is zoned Planned Industrial (P- M). This request is being made by the San Diego Golf Academy in order to allow the Academy to operate in an existing building located within the boundaries of the Specific Plan at 1950 Camino Vida Roble. The San Diego Golf Academy is a private educational institution that trains adult students for professional operating and management positions in the golf industry. The Specific Plan does not presently permit any type of educational facilities to be located within its boundaries and, therefore, an amendment to the Specific Plan is required. The amendment would add "Educational Facilities, Other" (as defined in Section 21.04.137 of the Zoning Ordinance) as a permitted use in the Specific Plan subject to the approval of a Minor Conditional Use Permit and other restrictions as described in the Staff Report. III. PROJECT DESCRIPTION AND BACKGROUND The proposed project is a request to amend Specific Plan 181 to add "Educational Facilities, Other" to the list of permitted uses in Area 1 of the Carlsbad Airport Centre Specific Plan. The amendment would modify Section III. Permitted Uses, A. Area 1 of the Specific Plan. This section presently lists 10 permitted uses and the proposal is to add a No. 11 which would read as follows: "11. Educational Facilities, Other as defined in Section 21.04.137 of the Zoning Ordinance subject to a Minor Conditional Use Permit and where the facility is for adult students (18 years and older) exclusively, and is located entirely outside of SP 181 (F) - SAN DIEGO G(^ ACADEMY July 18, 2007 Page 2 the Flight Activity Zone and entirely outside of the 65 dB CNEL noise contour (as shown in the Comprehensive Land Use Plan for the McClellan-Palomar Airport, dated October 2004), or where the use is located partially or entirely between the 60 dB CNEL and the 65 dB CNEL noise contours if interior noise levels are attenuated to 45 dB CNEL (as verified through a site specific acoustical study)". The proposed, detail-oriented wording of the amendment is important for several reasons. Section 21.04.137 of the Zoning Ordinance defines "Educational Facilities, Other" as follows: "Educational training and tutoring services not subject to the Califomia Educational Code or standards set by the State Board of Education, including but not limited to trade, cosmetology, pet grooming, music, dance, marital arts, gymnastics and language." The purpose of this definition is to distinguish these types of facilities from typical educational institutions or schools such as nursery, elementary, and high schools. Section 21.04.140 defines an "Educational Institution or School" as follows: "Institution of leaming for minors, whether public or private, which offers instmction in those courses of study required by the Califomia Education Code or which is maintained pursuant to the standards set by the State Board of Education. This definition includes a nursery school, kindergarten, elementary school, junior high school, senior high school or special institution of higher education, including a community or junior college, college or university." The proposed SPA would allow for "Education Facilities, Other" uses but would not allow for "Educational Institution or School" uses within the boundaries of Specific Plan 181. The wording would also restrict "Educational Facilities, Other" uses to adult students only. Educational facilities that might have children, such as music, dance, or gymnastic facilities, would not be permitted. This restriction would make potential educational uses more appropriate in an industrial area where it could provide a needed service or facility to benefit the educational and training needs of adult employees working in the area. By requiring a Minor Conditional Use Permit, the proposed amendment ensures that issues such as compatibility of use, traffic, parking, etc. can be addressed and the proposed facility could be conditioned as necessary. Finally, the proposed amendment contains restrictions regarding the location of proposed "Educational Facilities, Other" uses near the airport. The facility would not be permitted if it is in the Flight Activity Zone or within the 65 dB CNEL noise contour, as identified in the McClellan-Palomar Airport Comprehensive Land Use Plan (CLUP). These airport-related restrictions are being proposed as a result of consultation with the staff of the San Diego County Regional Airport Authority. A copy of the entire Section III of Specific Plan 181 with the addition of the proposed use is attached to the staff report as Attachment 6. Staff has determined that the request is a minor amendment of the Specific Plan because it is only adding minor text to a portion of the existing Specific Plan. The primary purpose of requesting this Specific Plan Amendment at this time is to allow the San Diego Golf Academy (SDGA) to occupy a portion of an existing building at 1950 Camino Vida SP 181 (F) - SAN DIEGO G^F ACADEMY July 18, 2007 Page 3 Roble which is located within the boundaries of Area 1 of Specific Plan 181. The San Diego Golf Academy is part of a nationally recognized and accredited educational institution (Golf Academy) that trains adult students for professional operating and management positions in the golf industry. The Golf Academy presently has facilities in five national locations (refer to letter from the President of SDGA Attachment 7). San Diego Golf Academy (SDGA) is presently located in Vista but desires to move to Carlsbad for a larger facility and to take advantage of the numerous other golf-related facilities and uses in the city. The existing building at 1950 Camino Vida Roble was selected by SDGA because it was developed with parking that exceeds most other industrial/office buildings as well as exceeding Carlsbad's parking requirements. The Carlsbad Zoning Ordinance requires one parking space for every 400 square feet of floor space for industrial uses and one space for every 250 square feet of floor space for office uses. The building at 1950 Camino Vida Roble has 604 parking spaces which provides a ratio of one parking space for every 206 square feet of floor area. This exceeds the Zoning Ordinance requirement by over 100 spaces even if the subject building was devoted entirely to office uses. SDGA's current student population is 180 students but only 1/3 to 1/2 of the student population (60 to 90 students) would be at the building at any one time, along with approximately 23 employees and instructors. SDGA proposes to locate in the most northeasterly portion of the existing building. The building contains 124,504 square feet of floor space and SDGA would occupy approximately 20,000 square feet as shown on the exhibits attached to the staff report (Attachment 8). The proposed facility would contain classrooms, administrative offices, conference rooms and an indoor training area to be used for uses such as video instmction, club fitting, and club repair. SDGA has applied for a Minor Conditional Use Permit to occupy a portion of the building which is an administrative permit that can be approved by the Planning Director. The Minor Conditional Use Permit (MCUP 07-07) will be conditioned appropriately and be reviewed by the Planning Director subject to the approval ofthe Specific Plan Amendment (SP 181 (F)) by the Planning Commission and the City Council. IV. ANALYSIS The proposed project, SP 181 (F), is subject to the following plans and ordinances: A) General Plan; B) Zoning Ordinance; C) Specific Plan 181, Carlsbad Airport Centre; D) Comprehensive Land Use Plan for McClellan-Palomar Airport; and E) Growth Management Ordinance. The recommendation for approval of this project was developed by analyzing the project's consistency with the applicable plans and ordinances. The project's compliance with each ofthe above plans and ordinances is discussed in this section of the staff report. A. General Plan Specific Plan 181 has a General Plan Land Use designation of Planned Industrial (PI). The Land Use Element of the General Plan contains policies relating to development and uses in the SP 181 (F) - SAN DIEGO G July 18, 2007 Page 4 ACADEMY Planned Industrial areas of the City. Policy C.9 encourages ancillary or secondary uses within the PI designation by Conditional Use Permit when those uses provide support or services for other primary industrial uses and the employees working in the primary uses. By allowing "Educational Facilities, Other" uses such as trade schools, training institutions or similar educational uses, it can provide a service to the employees that work in the industrial areas. Easier access to these types of educational facilities can assist employees in training opportunities, professional development and career enhancement. Zoning Ordinance Specific Plan 181 is an implementing document for the Zoning Ordinance. The Specific Plan is located in the Planned Industrial Zone (P-M). The Specific Plan incorporates and implements all the applicable standards and regulations of the P-M Zone. Similar to policies contained in the General Plan, the P-M Zone allows certain ancillary or support uses that provide a service to the employees working in the P-M Zone. Specific Plan 181 lists the P-M Zone uses that would be permitted within the boundaries of the Specific Plan. By formally amending the Specific Plan to include "Educational Facilities, Other" uses to the list of permitted uses, SP 181 (F) will be in compliance with the Zoning Ordinance. C. Specific Plan 181, Carlsbad Airport Centre Specific Plan 181 presently lists all the uses that are permitted within the boundaries of the Specific Plan. The proposed amendment to the Specific Plan (SP 181 (F)) will add "Educational Facilities, Other" to the list of permitted uses within Area 1 of the Specific Plan subject to the approval of a Minor Conditional Use Permit. By formally amending the Specific Plan to add this use, the project will be consistent with Specific Plan 181. In addition, by requiring a Minor Conditional Use Permit for the use, compatibility with other uses in the Specific Plan can be addressed and compliance of the use with all provisions and standards of the Specific Plan can be ensured. Comprehensive Land Use Plan for McClellan-Palomar Airport Specific Plan 181 is located within the boundaries of the Comprehensive Land Use Plan (CLUP) for McClellan-Palomar Airport and the proposed amendment ofthe Specific Plan (SP 181 (F)) must be found to be consistent with the Airport Land Use Plan. The proposed amendment will add an additional use to the list of permitted uses within Area 1 of the Specific Plan. The additional use, "Educational Facilities, Other", could be impacted by the airport if further restrictions were not placed on the location of the use. As a result, the amendment proposes to restrict the use to location outside of the Airport Flight Activity Zone and the 65 dB CNEL noise contour as identified in the CLUP. If located within the 60 dB CNEL noise contour, noise attenuation would be required. Finally, the use would be restricted to adult students exclusively (18 years and older) in order to not allow educational facilities for children to be located in close proximity to the airport. With these restrictions, the proposed amendment to the Specific Plan can be found to be consistent with the Comprehensive Land Use Plan for the Airport. These restrictions were developed in consultation with the staff of the San Diego Cotmty Regional Airport Authority. The San Diego Golf Academy proposes to locate in an existing building located outside of the Flight Activity Zone and the 65dB CNEL noise contour and will only have adult students. As such, on June 7, 2007, the San Diego County Regional Airport Authority approved a Consistency Determination for the Specific Plan Amendment and the San Diego Golf Academy project. E. Growth Management Ordinance Specific Plan 181 is located in Local Facilities Management Zone 5. The area within the Specific Plan has been developed for some time and all of the applicable facilities required by the Growth Management Ordinance and the Zone 5 Plan have been previously provided. The proposed amendment to Specific Plan 181 will not impact any of these existing facilities. The San Diego Golf Academy is proposed to be located in an existing building where all the required services and facilifies have already been provided. Therefore, SP 181 (F) is consistent with the Growth Management Ordinance. V. ENVIRONMENTAL REVIEW Staff conducted an environmental impact assessment to determine if the project could have a potential significant effect on the environment pursuant to CEQA guidelines and the Environmental Protection Ordinance (Title 19) of the Carlsbad Municipal Code. The assessment did not identify any potentially significant impacts that would be caused by the proposed project. As a result, the Planning Director issued a Notice of Intent to Adopt a Negative Declaration for the project on May 25, 2007. We were established in 1974 and are the oldest, largest, best known and most highly regarded golf management program in the United States. There are a large and growing ntimber of golf facilities and golf related businesses in the U.S. and a tremendous amount of competitive pressure within the industry. These factors create an ongoing need for personnel with a combined golf/business background. SDGA's mission is to prepare smdents to fill these positions in the business of golf Our proposed Carlsbad facility is designed to effectively train these future golf industry employees through a combination of classroom and practical training. The facility will consist of 7 executive offices for our regional staff, 2 conference rooms, 2 computer labs, 5 classrooms (approx 500 sq ft), a library, a golf club repair training room, and an indoor training area used to educate our students on the fundamentals of clubfitting, video analysis, and golf facility operations. Our current student population of 180 divides their time between our campus, Carlsbad Golf Center & Olympic Driving Range, and local area golf courses - typically 1/3 to 1/2 of the population is on site at a given time. Each year SDGA books nearly 20,000 rounds of golf on North County courses and purchases more than 40,000 buckets of range balls at Carlsbad practice facilities. Carlsbad is an ideal location due to its deep ties to the golf industry as well as the availability of hotels, restaurants, golf courses, practice facilities and rental properties in the area. Approximately 90% of our students relocate from out of the region to attend SDGA and many of them seek apartments of other home rentals for their time in Southem Califomia. Additionally, a majority of SDGA students visit the campus prior to enrolling and the proximity of both the airport and hotels in Carlsbad make diis location a very attractive option. To guarantee the success of our employment training, SDGA operates Golfutures.com, an online employment service available only to SDGA graduates.
