PROJECT DESCRIPTION/EXPLANATION
PROJECT NAME: Carlsbad Airport Centre SP Amendment «& San Diego
Golf Academy
APPLICANT NAME: Paul Zagnoni, San Diego Golf Academy
The requested Minor Specific Plan Amendment is to add a use, trade-school or
"educational facilities, other" (Section 21.04.137), to the permitted uses within the
Specific Plan area. The "educational facilities, other" uses would be subject to approval
of a Minor Conditional Use Permit.
The San Diego Golf Academy (SDGA) is a private-institution that trains students for
operating and management positions in the golf industry. The trade-school, which offers
a two-year training curriculum, is currently located in the City of Vista. SDGA proposes
to relocate their San Diego school facilities to the City of Carlsbad within a 20,000 square
foot space in the Carlsbad Airport Centre Specific Plan area. SDGA sees the City of
Carlsbad and more specifically the available space at 1950 Camino Vida Roble as the
ideal San Diego location for their facilities given the City's ties to the golf industry, the
site's proximity to Palomar Airport, and availability of residential rental properties for
their students.
SDGA proposes to use 20,000 square feet of existing office space for offices for their
regional staff, 2 conference rooms, 2 computer labs, 5 classrooms, a library, a golf club
repair training room, and an indoor training area. SDGA currently has an average
enrollment of 180 students; however, only half of the enrolled students are present at the
facility at any one time.

USES:
The proposed project consists of a minor amendment to an existing Specific Plan and a Minor
Conditional Use Permit to allow the San Diego Golf Academy (SDGA) to occupy a portion of an
existing industrial/office building located at 1950 Camino Vida Roble in Carlsbad. The existing
Specific Plan is the Carlsbad Airport Center Specific Plan. SP 181. The amendment would add
"Educational Facilities. Other" as defmed in Section 21.04.137 of the Zoning Ordinance to the
list of Permitted Uses (Section III (A) of the Specific Plan) with the approval of a Minor
Conditional Use Permit. Specific Plan 181 applies to an area of land that is an existing, developed
industrial subdivision. The Minor Conditional Use Permit (MCUP 07-07) is an administrative
permit that can be approved by the Planning Director. It would allow SDGA to occupy and
operate in the existing building. SDGA is a private institution that trains adult students for
operating and management positions in the golf industry. SDGA would occupy 20.000 sq. ft. of
the existing 124.500 sq. ft. building with their tenant space consisting of 7 executive offices, 2
conference rooms. 2 computer labs. 5 classrooms, a library and a training area for instruction in
clubfitting, club repair, video analysis and golf facility operations. SDGA's current student
population is 180 students but only 1/3 to 1/2 of the student population (60 to 90 students) would
be at the building at any one time.

DETERMINATION.
(To be completed by the Lead Agency)
/\ I find that the proposed project COULD NOT have a significant effect on the environment, and a
NEGATIVE DECLARATION will be prepared.
I I 1 find that although the proposed project could have a significant effect on the environment, there will not
be a significant effect in this case because the mitigation measures described on an attached sheet have
been added to the project. A MITIGATED NEGATIVE DECLARATION will be prepared.
I I I find that the proposed project MAY have a significant effect on the environment, and an
ENVIRONMENTAL IMPACT REPORT is required.
I I 1 find that the proposed project MAY have "potentially significant impact(s)" on the environment, but at
least one potentially significant impact 1) has been adequately analyzed in an earlier document pursuant to
applicable legal standards, and 2) has been addressed by mitigation measures based on the earlier analysis
as described on attached sheets. A Negative Declaration is required, but it must analyze only the effects
that remain to be addressed.
I I 1 find that although the proposed project could have a significant effect on the environment, there WILL
NOT be a significant effect in this case because all potentially significant effects (a) have been analyzed
adequately in an earlier ENVIRONMENTAL IMPACT REPORT or NEGATIVE DECLARATION
pursuant to applicable standards and (b) have been avoided or mitigated pursuant to that earlier
ENVIRONMENTAL IMPACT REPORT or NEGATIVE DECLARATION, including revisions or
mitigation measures that are imposed upon the proposed project. Therefore, nothing further is required.

ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, Section 15063 requires that the City conduct an Environmental
Impact Assessment (EIA) to determine if a project may have a significant effect on the environment. The
Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist
identifies any physical, biological and human factors that might be impacted by the proposed project and provides
the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report (EIR),
Negative Declaration, or to rely on a previously approved EIR or Negative Declaration.
• A brief explanation is required for all answers except "No Impact" answers that are adequately supported
by an information source cited in the parentheses following each question. A "No Impact" answer is
adequately supported if the referenced information sources show that the impact simply does not apply to
projects like the one involved. A "No Impact" answer should be explained when there is no source
document to refer to, or it is based on project-specific factors as well as general standards.
• "Less Than Significant Impact" applies where there is supporting evidence that the potential impact is not
significantly adverse, and the impact does not exceed adopted general standards and policies.
• "Potentially Significant Unless Mitigation Incorporated" applies where the incorporation of mitigation
measures has reduced an effect from "Potentially Significant Impact" to a "Less Than Significant Impact."
The developer must agree to the mitigation, and the City must describe the mitigation measures, and briefly
explain how they reduce the effect to a less than significant level.
• "Potentially Significant Impact" is appropriate if there is substantial evidence that an effect is significantly
adverse.
• Based on an "EIA-Initial Study", if a proposed project could have a potentially significant adverse effect on
the environment, but all potentially significant adverse effects (a) have been analyzed adequately in an
earlier EIR or Mitigated Negative Declaration pursuant to applicable standards and (b) have been avoided
or mitigated pursuant to that earlier EIR or Mitigated Negative Declaration, including revisions or
mitigation measures that are imposed upon the proposed project, and none of the circumstances requiring a
supplement to or supplemental EIR are present and all the mitigation measures required by the prior
environmental document have been incorporated into this project, then no additional environmental
document is required.
• When "Potentially Significant Impacf is checked the project is not necessarily required to prepare an EIR
if the significant adverse effect has been analyzed adequately in an earlier EIR pursuant to applicable
standards and the effect will be mitigated, or a "Statement of Overriding Considerations" has been made
pursuant to that earlier EIR.
• A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or
any of its aspects may cause a significant adverse effect on the environment.
• If there are one or more potentially significant adverse effects, the City may avoid preparing an EIR if there
are mitigation measures to clearly reduce adverse impacts to less than significant, and those mitigation
measures are agreed to by the developer prior to public review. In this case, the appropriate "Potentially
Significant Impact Unless Mitigation Incorporated" may be checked and a Mitigated Negative Declaration
may be prepared.
Rev. 01/02/07
Project Number(s): SP 181(F)/MCUP 07-07
Project Name: San Diego Golf Academy
• An EIR must be prepared if "Potentially Significant Impact" is checked, and including but not limited to
the following circumstances: (1) the potentially significant adverse effect has not been discussed or
mitigated in an earlier EIR pursuant to applicable standards, and the developer does not agree to mitigation
measures that reduce the adverse impact to less than significant; (2) a "Statement of Overriding
Considerations" for the significant adverse impact has not been made pursuant to an earlier EIR; (3)
proposed mitigation measures do not reduce the adverse impact to less than significant; or (4) through the
EIA-Initial Study analysis it is not possible to determine the level of significance for a potentially adverse
effect, or determine the effectiveness of a mitigation measure in reducing a potentially significant effect to
below a level of significance.
A discussion of potential impacts and the proposed mitigation measures appears after each related set of questions.
Particular attention should be given to discussing mitigation for impacts, which would otherwise be determined
significant.

whether impacts to agricultural resources are significant
environmental effects, lead agencies may refer to the
California Agricultural Land Evaluation and Site
Assessment Model-1997 prepared by the California
Department of Conservation as an optional model to use
in assessing impacts on agriculture and farmland.) Would
the project:
a) Convert Prime Farmland, Unique Farmland, or
Farmland of Statewide Importance (Farmland), as
shown on the maps prepared pursuant to the
Farmland Mapping and Monitoring Program of the
California Resources Agency, to non-agricultural
use?
b) Conflict with existing zoning for agricultural use, or

a) No Impact. The project site is located in the San Diego Air Basin which is a state non-attainment area for ozone
(O3) and for particulate matter less than or equal to 10 microns in diameter (PM|o). The periodic violations of
national Ambient Air Quality Standards (AAQS) in the San Diego Air Basin (SDAB), particularly for ozone in
inland foothill areas, requires that a plan be developed outlining the pollution controls that will be undertaken to
improve air quality. In San Diego County, this attainment planning process is embodied in the Regional Air Quality
Strategies (RAQS) developed jointly by the Air Pollution Control District (APCD) and the San Diego Association of
Governments (SANDAG).
A Plan to meet the federal standard for ozone was developed in 1994 during the process of updating the 1991 state-
mandated plan. This local plan was combined with plans from all other California non-attainment areas having
serious ozone problems and used to create the California State Implementation Plan (SIP). The SIP was adopted by
the Air Resources Board (ARB) after public hearings on November 9* through 10* in 1994, and was forwarded to
the Environmental Protection Agency (EPA) for approval. After considerable analysis and debate, particularly
regarding airsheds with the worst smog problems, EPA approved the SIP in mid-1996.
The proposed project relates to the SIP and/or RAQS through the land use and growth assumptions that are
incorporated into the air quality planning document. These growth assumptions are based on each city's and the
County's general plan. If a proposed project is consistent with its applicable General Plan, then the project
presumably has been anticipated with the regional air quality planning process. Such consistency would ensure that
the project would not have an adverse regional air quality impact.

Section 15125(B) of the State of California Environmental Quality Act (CEQA) Guidelines contains specific
reference to the need to evaluate any inconsistencies between the proposed project and the applicable air quality
management plan. Transportation Control Measures (TCMs) are part of the RAQS. The RAQS and TCM plan set
forth the steps needed to accomplish attainment of state and federal ambient air quality standards. The California
Air Resources Board provides criteria for determining whether a project conforms with the RAQS which include the
following:
• Is a regional air quality plan being implemented in the project area?
• Is the project consistent with the growth assumptions in the regional air quality plan?
The project area is located in the San Diego Air Basin, and as such, is located in an area where a RAQS is being
implemented. The project is consistent with the regional air quality plan and will in no way conflict or obstruct
implementation of the regional plan.
b) Less Than Significant Impact. The closest air quality monitoring station to the project site is at Camp
Pendleton. Data available for this monitoring site from 2000 through December 2004, indicate that the most recent
air quality violations recorded were for the state one hour standard for ozone (a total of 10 days during the 5-year
period). No other violations of any air quality standards have been recorded during the 5-year time period. Long-
term emissions associated with travel to and from the project will be minimal. The existing building has been
occupied by other uses in the past and it is not anticipated that there would be an increase in travel to and from the
project site as a result of this project. Although air pollutant emissions would be associated with the project, they
would neither result in the violation of any air quality standard (comprising only an incremental contribution to
overall air basin quality readings), nor contribute substantially to an existing or projected air quality violation. Any
impact is assessed as less than significant.
c) Less Than Significant Impact. The air basin is currently in a state non-attainment zone for ozone and
suspended fine particulates. The proposed project would represent a contribution to a cumulatively considerable
potential net increase in emissions throughout the air basin. As described above, however, emissions associated
with the proposed project would be minimal. Given the limited emissions potentially associated with the proposed
project, air quality would be essentially the same whether or not the proposed project is implemented. According to
the CEQA Guidelines Section 15130(a)(4), the proposed project's contribution to the cumulative impact is
considered de minimus. Any impact is assessed as less than significant.
d) No impact. As noted above, the proposed project would not resuh in substantial pollutant emissions or
concentrations. In addition, there are no sensitive receptors (e.g., schools or hospitals) located in the vicinity of the
project. No impact is assessed.
e) No Impact. The project site is an existing, developed industrial subdivision. The Minor Conditional Use Permit
is for a use that would occupy an existing building which has been used for other businesses in the past and
therefore, there would be no impact from the project.

IV. BIOLOGICAL RESOURCES - Would the project:
a) Have a substantial adverse effect, either directly or
through habitat modifications, on any species
identified as a candidate, sensitive, or special status
species in local or regional plans, policies, or
regulations, or by California Department of Fish and
Game or U.S. Fish and Wildlife Service?
b) Have a substantial adverse effect on any riparian,
aquatic or wetland habitat or other sensitive natural
community identified in local or regional plans,
policies, or regulations or by California Department
of Fish and Game or U.S. Fish and Wildlife Service?
c) Have a substantial adverse effect on federally
protected wetlands as defined by Section 404 of the
Clean Water Act (including but not limited to marsh,
vernal pool, coastal, etc.) through direct removal,
filling, hydrological interruption, or other means?
d) Interfere substantially with the movement of any
native resident or migratory fish or wildlife species
or with established native resident or migratory
wildlife corridors, or impede the use of native
wildlife nursery sites?
e) Conflict with any local policies or ordinances
protecting biological resources, such as a tree
preservation policy or ordinance?
f) Conflict with the provisions of an adopted Habitat
Conservation Plan, Natural Community Conservation
Plan, or other approved local, regional, or state
habitat conservation plan?

a-d and f-h) No Impact. The project site is an existing developed industrial subdivision. The proposed Minor
Conditional Use Permit is for a private institution that trains aduh students. No hazardous materials are used by the
use. The proposed use will be located in a existing building on a developed industrial lot and is not adjacent to any
hazardous waste site or natural wildlands.
e) Less Than Significant Impact. The project site is located adjacent to the McClellan-Palomar Airport. The
Specific Plan Amendment proposes to add an additional use, "Educational Facilities, Other" to the list of permited
uses in the Specific Plan. However, the use has been restricted to being located outside the Flight Activity Zone and
is wholly outside the 60 dBA CNEL noise contour or if between 60-65 dBA CNEL the interior noise levels are to be
attenuated to 45 dBA CNEL (as verified through a site specific acoustical study). The proposed use is also located
outside of the Runway Protection Zone and the Flight Activity Zone. The proposed use would be located in an
existing building which has been used in the past for businesses with similar or a larger number of employees. The
number of adult students at the building at any one time would not exceed the number of employees that previously
worked in the building. As restricted, the proposed use is also consistent with the existing Airport Comprehensive
Land Use Plan and would have less than a significant impact on airport operations.
VIII. HYDROLOGY AND WATER QUALITY - Would the
project:
a) Violate any water quality standards or waste
discharge requirements?
b) Substantially deplete groundwater supplies or
interfere substantially with ground water recharge
such that there would be a net deficit in aquifer
volume or a lowering of the local ground water table
level (i.e., the production rate of pre-existing nearby
wells would drop to a level which would not support

proposed project would amend the existing Specific Plan for the project site to add "Educational Facihties, Other" to
the list of permitted uses subject to the approval of a Minor Conditional Use Permit. The proposed use would be
located in an existing building that has been used in the past for various and similar office/industrial operations. The
existing building is located wholly outside the 65 dBA CNEL noise contour and outside of the Flight Activity Zone
and, therefore, is consistent with the existing Airport Comprehensive Land Use Plan.

XV. TRANSPORTATION/TRAFFIC - Would the project:
a) Cause an increase in traffic, which is substantial in
relation to the existing traffic load and capacity of the
street system (i.e., resuh in a substantial increase in
either the number of vehicle trips, the volume to
capacity ratio on roads, or congestion at
intersections)?
b) Exceed, either individually or cumulatively, a level
of service standard established by the county
congestion management agency for designated roads
or highways?
c) Resuh in a change in air traffic patterns, including
either an increase in traffic levels or a change in
location that results in substantial safety risks?
d) Substantially increase hazards due to a design feature
(e.g., sharp curves or dangerous intersections) or
incompatible uses (e.g., farm equipment)?

g) Conflict with adopted policies, plans, or programs |^ |^ ^
supporting alternative transportation (e.g., bus turn-
outs, bicycle racks)?
a) No Impact. The project site is an existing, developed industrial subdivision. The proposed use will be located in
an existing industrial/office building. The project will not generate substantially more traffic than was generated by
previous uses that occupied the building. Based upon standard ADT operating standards, the proposed use will
generate approximately 480 ADT while the office uses previously located in the existing building generated
approximately 400 ADT.
b) Less Than Significant Impact. SANDAG acting as the County Congestion Management Agency has
designated three roads (Rancho Santa Fe Rd., El Camino Real and Palomar Airport Rd.) and two highway segments
in Carlsbad as part of the regional circulation system. The Existing and Buildout average daily traffic (ADT) and
Existing LOS on these designated roads and highways in Carlsbad is:
Existing ADT* LOS Buildout ADT*
Rancho Santa Fe Road 17-35 "A-D" 35-56
El Camino Real 27-49 "A-C" 33-62
Palomar Airport Road 10-57 "A-D" 30-73
SR78 124-142 "F" 156-180
1-5 199-216 "D" 260-272
* The numbers are in thousands of daily trips.
The Congestion Management Program's (CMP) acceptable Level of Service (LOS) standard is "E", or LOS "F" if
that was the LOS in the 1990 base year (e.g., SR 78 in Carlsbad was LOS "F" in 1990). Accordingly, all designated
roads and highways are currently operating at or better than the acceptable standard LOS.
Note that the buildout ADT projections are based on the full implementation of the region's general and community
plans. The proposed project is consistent with the general plan and, therefore, its traffic was used in modeling the
buildout projections. Achievement of the CMP acceptable Level of Service (LOS) "E" standard assumes
implementation of the adopted CMP strategies. Based on the design capacity(ies) of the designated roads and
highways and implementation of the CMP strategies, they will function at acceptable level(s) of service in the short-
term and at buildout.
c) No Impact. The proposed project site is an existing, developed industrial subdivision and the proposed use will
be located in an existing building and does not include any aviation components. The project is consistent with the
existing Comprehensive Land Use Plan for the McClellan-Palomar Airport with the restrictions recommended for
the proposed use. It would not, therefore, resuh in a change of air traffic patterns or resuh in substantial safety risks.
d) No Impact. All project circulation improvements are existing and have been designed and constructed to City
standards; and, therefore, would not result in design hazards. By formally amending the Specific Plan the proposed
project is consistent with the City's general plan and zoning. Therefore, it would not increase hazards due to an
incompatible use.
e) No Impact. The project site is an existing, developed industrial subdivision and the proposed use will be located
in an existing building that has been designed to satisfy the emergency requirements of the Fire and Police
Departments. No impact assessed.
f) No Impact. The project site is an existing, developed industrial subdivision and the proposed use will be located
in an existing building and the project site contains parking facilities that presently substantially exceed parking
requirements.
g) No Impact. The project site is an existing, developed industrial subdivision and the proposed use will be located
in an existing building and will not affect or modify public transportation facilities currently serving the building.

XVI. UTILITIES AND SERVICES SYSTEMS - Would the
project:
a) Exceed wastewater treatment requirements of the
applicable Regional Water Quality Control Board?
b) Require or result in the construction of new water or
wastewater treatment facilities or expansion of
existing facilities, the construction of which would
cause significant environmental effects?
c) Require or result in the construction of new storm
water drainage facihties or expansion of existing
facilities, the construction of which could cause
significant environmental effects?
d) Have sufficient water supplies available to serve the
project from existing enthlements and resources, or
are new or expanded entitlements needed?
e) Result in a determination by the wastewater
treatment provider, which serves or may serve the
project that it has adequate capacity to serve the
project's projected demand in addition to the
provider's existing commitments?

capacity to accommodate the project's solid waste
disposal needs?

XVII. MANDATORY FINDINGS OF SIGNIFICANCE
a) Does the project have the potential to degrade the
quality of the environment, substantially reduce the
habitat of a fish or wildlife species, cause a fish or
wildlife population to drop below self-sustaining
levels, threaten to eliminate a plant or animal
community, reduce the number or restrict the range
of a rare or endangered plant or animal or eliminate
important examples of the major periods of
California history or prehistory?
b) Does the project have impacts that are individually
limited, but cumulatively considerable? ("Cumula-
tively considerable" means that the incremental
effects of a project are considerable when viewed in
connection with the effects of past projects, the
effects of other current projects, and the effects of
probable future projects?)
c) Does the project have environmental effects, which
will cause the substantial adverse effects on human
beings, either directly or indirectly?

a-c) No Impact. Specific Plan 181 applies to an area of land that is an existing, developed industrial park. The
amendment to the Specific Plan proposes to add an additional use, "Educational Facilities, Other", to the list of uses
permitted within the Specific Plan subject to approval of a Minor Conditional Use Permit. Other restrictions would
be applied to the use including that it must be located outside of the Airport Flight Activity Zone, wholly outside the
60dB CNEL noise contour or if between 60-65 dBA CNEL the interior noise levels should be attenuated to 45 dBA
CNEL (as verified through a site specific acoustical study), and, finally, that only adult students would be allowed
to enroll in the facility. The Specific Plan Amendment by itself does not approve any development project and as
such will not have any physical impacts on the environment.
The proposed Minor Condhional Use Permh for an Educational Facility will be located on an existing, fully
developed lot and the proposed use will occupy a portion of the exisfing building located on the lot. The existing
building has been occupied by other industrial/office uses in the past and, therefore, the proposed use will not affect
or impact the existing environmental condhions of the site or surrounding properties.

XVni. EARLIER ANALYSES
Earlier analyses may be used where, pursuant to the tiering, program EIR, or other CEQA process, one or
more effects have been adequately analyzed in an earlier EIR or negative declaration. Section
15063(c)(3)(D). In this case a discussion should identify the following on attached sheets:
a) Earlier analyses used. Identify earlier analyses and state where they are available for review.
b) Impacts adequately addressed. Identify which effects from the above checklist were within the
scope of and adequately analyzed in an earlier document pursuant to applicable legal standards,
and state whether such effects were addressed by mhigation measures based on the earlier
analysis.
c) Mitigation measures. For effects that are "Less Than Significant with Mitigation Incorporated,"
describe the mitigation measures, which were incorporated or refined from the earlier document
and the extent to which they address site-specific conditions for the project.

SUBJECT:
CONSISTENCY DETERMINATION - MCCLELLAN-
PALOMAR - AIRPORT LAND USE COMPATIBILITY PLAN -
SPECIFIC PLAN AMENDMENT AND CONSTRUCTION OF A
TRADE SCHOOL AT 1950 CAMINO VIDA ROBLE, CITY OF
CARLSBAD
MEETING DATE:
JUNE 7, 2007
RECOMMENDATION:
Staff recommends that the Board, acting in its capacity as the Airport Land Use
Commission (ALUC) for the County of San Diego, adopt Resolution No. 2007-0042
ALUC, making a determination that the proposed project: Specific Plan Amendment
and Construction of a Trade School at 1950 Camino Vida Roble, City of Carlsbad, is
conditionally consistent with the McClellan-Palomar Airport Land LJse Compatibility
Plan.
COMMITTEE DISCUSSION:
Requests for ALUC consistency determinations are not subject to review by the Board
committees. Consistency determinations are presented directly to the Board, acting in
its capacity as the ALUC for San Diego County.
BACKGROUND:
Under the San Diego Regional Airport Authority Act, the San Diego County Regional
Airport Authority's Board (Board) is designated as the ALUC for the County of San
Diego. One ofthe fundamental responsibilities ofthe Board in its capacity as the
ALUC is the review of land use projects and actions located within an Airport Influence
Area (AIA) for compliance with the criteria and policies set forth in the applicable Airport
Land Use Compatibility Plan (ALUCP) for that airport.
The staff recommendation is based on the analysis of the allowed land uses in the
ALUCP and the location of the proposed trade school is within the McClellan-Palomar
AIA. The location is partially outside the 60 dB (dB) Community Noise Equivalent Level
(CNEL) noise contour and within the 60-65 dB CNEL noise contour and outside the
Flight Activity Zone (FAZ). Trade schools are not specifically addressed in the
McClellan-Palomar ALUCP Airport Noise/Land Use Compatibility Matrix, however the
Matrix identifies educational uses as compatible outside the 60 dB CNEL noise contour
and conditionally compatible within the 60-65 dB CNEL noise contour.
000033
Item No. 5
Staff became aware of the project on May 1, 2007 after an application was received
from the City of Carlsbad seeking a determination of consistency from the ALUC
regarding the proposed Specific Plan Amendment and proposed project.
A map showing the location ofthe Carlsbad Airport Centre Specific Plan; the proposed
project, which is within the McClellan-Palomar AIA, outside the FAZ and partially
outside the 60 dB noise contour and within the 60-65 dB CNEL noise contour; and the
Carlsbad Airport Centre Specific Plan area affected by the Specific Plan Amendment is
provided as Attachment 1.
JUSTIFICATION:
The ALUC is responsible for coordinating with municipalities and airport operators on
land use issues surrounding airports within San Diego County in order to preserve the
operational capacity of airports and minimize the public's exposure to excessive noise
and safety hazards within the areas around public and military airports, to the extent
that these areas are not already developed with incompatible uses (Califomia Public
Utilities Code §21675). The manner in which this function is accomplished is through
the enforcement of the ALUCP land use compatibility policies. The Board's role, in its
capacity as the ALUC under applicable law, is to compare the proposed Specific Plan
Amendment and proposed project with the existing McClellan-Palomar ALUCP land
use compatibility policies and requirements, and determine the project's consistency
with that Plan.
To assist the Board in making a determination of consistency, this report: (1)
summarizes the applicable provisions of the McClellan-Palomar ALUCP; (2) describes
the proposed Specific Plan Amendment and proposed project in more detail; and (3)
analyzes the consistency of the proposed Specific Plan Amendment and proposed
project with the McClellan-Palomar ALUCP.
1. McClellan-Palomar ALUCP
An ALUCP was adopted for McClellan-Palomar originally in 1994 and amended in
October 2004. This ALUCP provides a land use plan for the environs surrounding
McClellan-Palomar Airport based upon noise contour maps and FAZ. In addition, the
ALUCP describes the actions necessary to help ensure compatible land use planning
surrounding McClellan-Palomar Airport.
000034
Item No. 5
The Palomar-McClellan Airport ALUCP provides projected noise contours that are
important for determining the compatibility of land uses around the airport. The
adopted McClellan-Palomar ALUCP Airport Noise/Land Use Compatibility Matrix
identifies educational uses as compatible outside the 60 dB CNEL noise contour and
conditionally compatible within the 60-65 dB CNEL noise contour.
The height of all structures must conform to Federal Aviation Regulation (FAR) Part 77
Guidelines, using the site development plan review procedures. Any use found to be a
"hazard" or an "obstruction which would have a significant adverse impact" by the
Federal Aviation Administration (FAA) should be determined not to be in conformance
with the ALUCP. The proposed project would be located in an existing building and
therefore is exempt from Part 77 Review.
The McClellan-Palomar ALUCP establishes land use restrictions in FAZ and safety
areas to preclude incompatible development from intruding into areas of significant risk
resulting from aircraft takeoff, landing and pattern operations. The proposed Specific
Plan Amendment area and proposed project is located outside of ttie McClellan-
Palomar FAZ.
2. Proposed Project: Specific Plan Amendment and Construction of a Trade
School at 1950 Camino Vida Roble
On May 1, 2007, the Authority received an application from the City of Carlsbad
requesting a determination of consistency for a proposed Specific Plan Amendment
and proposed project at 1950 Camino Vida Roble, City of Carlsbad, which is located
within the AIA for the McClellan-Palomar Airport. The application was deemed
complete on May 14, 2007.
As referenced in Attachment #1, the Carlsbad Airport Centre Specific Plan area is
immediately adjacent to the McClellan-Palomar Airport and does include portion of the
Flight Activity Zone. However, the proposed Specific Plan Amendment to the Carlsbad
Airport Centre Specific Plan would state that educational uses will be subject to a Minor
Conditional Use Permit, "where the use is wholly outside of the Flight Activity Zone and
where the use takes place wholly outside of the 60 dB CNEL noise contour (as shown
in the Airport Land Use Compatibility Plan for McClellan-Palomar Airport, dated
October, 2004) or where the use takes place wholly between the 60 and 65 dB CNEL
noise contour if the interior noise levels are attenuated to 45 dB CNEL (as verified
through a site specific acoustical study.)" Trade schools are not specifically addressed
in the McClellan-Palomar ALUCP Airport Noise/Land Use Compatibility Matrix but
would be consistent with the "educational" land use currently in the Matrix.
000035
Item No. 5
Based on the plans submitted to the ALUCP, the proposed project involves the
construction of a trade school in an existing 124, 504 square foot commercial building.
The proposed trade school will occupy 200,000 square feet of the space, which will be
divided into five classrooms, an indoor training area, two conference rooms, offices, a
library, a lounge and other ancillary rooms.
The property is located outside of the FAZ and partially outside the 60 dB CNEL noise
contour and 60-65 dB CNEL noise contour.
The property is owned by Carlsbad CC, LP and the owner's representative is Hofman
Planning and Engineering, of Carlsbad.
3. Recommendation of a Conditionally Consistent Determination
Based upon a review of the materials submitted in connection with the proposed project
and a review of the policies provided in the McClellan-Palomar ALUCP, staff
recommends that the Board makes a determination that the project is conditionally
consistent with the McClellan-Palomar ALUCP based on the following facts and
findings:
(1) The proposed Specific Plan Amendment revises the Carlsbad Airport Centre
Specific Plan to allow educational facilities, including trade schools, as a compatible
land use outside the 60 dB CNEL noise contour and with restrictions in the 60-65
dB CNEL noise contour.
(2) The proposed Specific Plan Amendment will prohibit educational facilities in the
FAZ.
(2) The proposed project involves the construction of a trade school in an existing
commercial building at 1950 Camino Vida Roble. The proposed project is partially
located outside the 60 dB CNEL noise contour and within the 60-65 dB CNEL noise
contours and outside the FAZ for the McClellan-Palomar Airport.
(3) The McClellan-Palomar ALUCP identifies educational uses as compatible within the
55-60 dB CNEL noise contour and as conditionally compatible within the 60-65 dB
CNEL noise contour, provided that any portion ofthe project within the 60-65 dB
CNEL noise contour is sound attenuated to the 50 CNEL interior noise level. As a
condition of project approval, any portion ofthe project within the 60-65 dB CNEL
noise contour must be sound attenuated to the 50 dB interior noise level.
(4) The proposed project is located outside the FAZ ofthe McClellan-Palomar Airport
and is exempt from FAR Part 77 Guidelines.
000036
Item No. 5

(5) If the proposed project contains the above-required conditions, the proposed project
would be consistent with the adopted McClellan-Palomar ALUCP.
FISCAL IMPACT:
There is no fiscal impact.
ENVIRONMENTAL REVIEW:
A. This Board action is not a project that would have a significant effect on the
environment as defined by the California Environmental Quality Act (CEQA), as
amended. 14 Cal. Code Regs. Section 15378. This Board action is not a "project"

A REPORT TO THE PLANNING COMMISSION
Item No.
P.C. AGENDA OF: July 18, 2007
Application complete date: June 6, 2007
Project Planner: Daniel Halverson
Project Engineer: Frank Jimeno
SUBJECT: SP 181 (F) - SAN DIEGO GOLF ACADEMY - Request for a minor
Amendment to Specific Plan 181 to include "Educational Facilities, Other" as
defmed in Carlsbad Municipal Code Section 21.04.137 as a permitted use in the
Specific Plan subject to the approval of a Minor Conditional Use Permit.'
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 6320
RECOMMENDING ADOPTION of a Negative Declaration and ADOPT Planning
Commission Resolution No. 6321 RECOMMENDING APPROVAL of Specific Plan
Amendment 181 (F) subject to the findings contained therein.
II. INTRODUCTION
This is a request for a Minor Specific Plan Amendment (SPA) to the Carlsbad Airport Centre
Specific Plan (SP 181). SP 181 is located on the north side of Palomar Airport Road and adjacent
to the south, east and west sides of the McClellan-Palomar Airport. The Specific Plan area has a
General Plan Land Use designation of Planned Industrial (PI) and is zoned Planned Industrial (P-
M). This request is being made by the San Diego Golf Academy in order to allow the Academy
to operate in an existing building located within the boundaries of the Specific Plan at 1950
Camino Vida Roble. The San Diego Golf Academy is a private educational institution that trains
adult students for professional operating and management positions in the golf industry. The
Specific Plan does not presently permit any type of educational facilities to be located within its
boundaries and, therefore, an amendment to the Specific Plan is required. The amendment
would add "Educational Facilities, Other" (as defined in Section 21.04.137 of the Zoning
Ordinance) as a permitted use in the Specific Plan subject to the approval of a Minor Conditional
Use Permit and other restrictions as described in the Staff Report.
III. PROJECT DESCRIPTION AND BACKGROUND
The proposed project is a request to amend Specific Plan 181 to add "Educational Facilities,
Other" to the list of permitted uses in Area 1 of the Carlsbad Airport Centre Specific Plan. The
amendment would modify Section III. Permitted Uses, A. Area 1 of the Specific Plan. This
section presently lists 10 permitted uses and the proposal is to add a No. 11 which would read as
follows:
"11. Educational Facilities, Other as defined in Section 21.04.137 of the Zoning
Ordinance subject to a Minor Conditional Use Permit and where the facility is for
adult students (18 years and older) exclusively, and is located entirely outside of
SP 181 (F) - SAN DIEGO G(^ ACADEMY

Page 2
the Flight Activity Zone and entirely outside of the 65 dB CNEL noise contour (as
shown in the Comprehensive Land Use Plan for the McClellan-Palomar Airport,
dated October 2004), or where the use is located partially or entirely between the
60 dB CNEL and the 65 dB CNEL noise contours if interior noise levels are
attenuated to 45 dB CNEL (as verified through a site specific acoustical study)".
The proposed, detail-oriented wording of the amendment is important for several reasons.
Section 21.04.137 of the Zoning Ordinance defines "Educational Facilities, Other" as follows:
"Educational training and tutoring services not subject to the Califomia
Educational Code or standards set by the State Board of Education, including but
not limited to trade, cosmetology, pet grooming, music, dance, marital arts,
gymnastics and language."
The purpose of this definition is to distinguish these types of facilities from typical educational
institutions or schools such as nursery, elementary, and high schools.
Section 21.04.140 defines an "Educational Institution or School" as follows:
"Institution of leaming for minors, whether public or private, which offers
instmction in those courses of study required by the Califomia Education Code or
which is maintained pursuant to the standards set by the State Board of Education.
This definition includes a nursery school, kindergarten, elementary school, junior
high school, senior high school or special institution of higher education,
including a community or junior college, college or university."
The proposed SPA would allow for "Education Facilities, Other" uses but would not allow for
"Educational Institution or School" uses within the boundaries of Specific Plan 181. The
wording would also restrict "Educational Facilities, Other" uses to adult students only.
Educational facilities that might have children, such as music, dance, or gymnastic facilities,
would not be permitted. This restriction would make potential educational uses more appropriate
in an industrial area where it could provide a needed service or facility to benefit the educational
and training needs of adult employees working in the area.
By requiring a Minor Conditional Use Permit, the proposed amendment ensures that issues such
as compatibility of use, traffic, parking, etc. can be addressed and the proposed facility could be
conditioned as necessary. Finally, the proposed amendment contains restrictions regarding the
location of proposed "Educational Facilities, Other" uses near the airport. The facility would not
be permitted if it is in the Flight Activity Zone or within the 65 dB CNEL noise contour, as
identified in the McClellan-Palomar Airport Comprehensive Land Use Plan (CLUP). These
airport-related restrictions are being proposed as a result of consultation with the staff of the San
Diego County Regional Airport Authority. A copy of the entire Section III of Specific Plan 181
with the addition of the proposed use is attached to the staff report as Attachment 6. Staff has
determined that the request is a minor amendment of the Specific Plan because it is only adding
minor text to a portion of the existing Specific Plan.
The primary purpose of requesting this Specific Plan Amendment at this time is to allow the San
Diego Golf Academy (SDGA) to occupy a portion of an existing building at 1950 Camino Vida
SP 181 (F) - SAN DIEGO G^F ACADEMY
July 18, 2007
Page 3
Roble which is located within the boundaries of Area 1 of Specific Plan 181. The San Diego
Golf Academy is part of a nationally recognized and accredited educational institution (Golf
Academy) that trains adult students for professional operating and management positions in the
golf industry. The Golf Academy presently has facilities in five national locations (refer to letter
from the President of SDGA Attachment 7). San Diego Golf Academy (SDGA) is presently
located in Vista but desires to move to Carlsbad for a larger facility and to take advantage of the
numerous other golf-related facilities and uses in the city.
The existing building at 1950 Camino Vida Roble was selected by SDGA because it was
developed with parking that exceeds most other industrial/office buildings as well as exceeding
Carlsbad's parking requirements. The Carlsbad Zoning Ordinance requires one parking space
for every 400 square feet of floor space for industrial uses and one space for every 250 square
feet of floor space for office uses. The building at 1950 Camino Vida Roble has 604 parking
spaces which provides a ratio of one parking space for every 206 square feet of floor area. This
exceeds the Zoning Ordinance requirement by over 100 spaces even if the subject building was
devoted entirely to office uses. SDGA's current student population is 180 students but only 1/3
to 1/2 of the student population (60 to 90 students) would be at the building at any one time,
along with approximately 23 employees and instructors.
SDGA proposes to locate in the most northeasterly portion of the existing building. The building
contains 124,504 square feet of floor space and SDGA would occupy approximately 20,000
square feet as shown on the exhibits attached to the staff report (Attachment 8). The proposed
facility would contain classrooms, administrative offices, conference rooms and an indoor
training area to be used for uses such as video instmction, club fitting, and club repair. SDGA
has applied for a Minor Conditional Use Permit to occupy a portion of the building which is an
administrative permit that can be approved by the Planning Director. The Minor Conditional
Use Permit (MCUP 07-07) will be conditioned appropriately and be reviewed by the Planning
Director subject to the approval ofthe Specific Plan Amendment (SP 181 (F)) by the Planning
Commission and the City Council.
IV. ANALYSIS
The proposed project, SP 181 (F), is subject to the following plans and ordinances:
A) General Plan;
B) Zoning Ordinance;
C) Specific Plan 181, Carlsbad Airport Centre;
D) Comprehensive Land Use Plan for McClellan-Palomar Airport; and
E) Growth Management Ordinance.
The recommendation for approval of this project was developed by analyzing the project's
consistency with the applicable plans and ordinances. The project's compliance with each ofthe
above plans and ordinances is discussed in this section of the staff report.
A. General Plan
Specific Plan 181 has a General Plan Land Use designation of Planned Industrial (PI). The Land
Use Element of the General Plan contains policies relating to development and uses in the

Planned Industrial areas of the City. Policy C.9 encourages ancillary or secondary uses within the
PI designation by Conditional Use Permit when those uses provide support or services for other
primary industrial uses and the employees working in the primary uses. By allowing
"Educational Facilities, Other" uses such as trade schools, training institutions or similar
educational uses, it can provide a service to the employees that work in the industrial areas.
Easier access to these types of educational facilities can assist employees in training
opportunities, professional development and career enhancement. The project is consistent with

B. Zoning Ordinance
Specific Plan 181 is an implementing document for the Zoning Ordinance. The Specific Plan is
located in the Planned Industrial Zone (P-M). The Specific Plan incorporates and implements all
the applicable standards and regulations of the P-M Zone. Similar to policies contained in the
General Plan, the P-M Zone allows certain ancillary or support uses that provide a service to the
employees working in the P-M Zone. Specific Plan 181 lists the P-M Zone uses that would be
permitted within the boundaries of the Specific Plan. By formally amending the Specific Plan to
include "Educational Facilities, Other" uses to the list of permitted uses, SP 181 (F) will be in
compliance with the Zoning Ordinance.
C. Specific Plan 181, Carlsbad Airport Centre
Specific Plan 181 presently lists all the uses that are permitted within the boundaries of the
Specific Plan. The proposed amendment to the Specific Plan (SP 181 (F)) will add "Educational
Facilities, Other" to the list of permitted uses within Area 1 of the Specific Plan subject to the
approval of a Minor Conditional Use Permit. By formally amending the Specific Plan to add this
use, the project will be consistent with Specific Plan 181. In addition, by requiring a Minor
Conditional Use Permit for the use, compatibility with other uses in the Specific Plan can be
addressed and compliance of the use with all provisions and standards of the Specific Plan can be
ensured.

D. Comprehensive Land Use Plan for McClellan-Palomar Airport
Specific Plan 181 is located within the boundaries of the Comprehensive Land Use Plan (CLUP)
for McClellan-Palomar Airport and the proposed amendment ofthe Specific Plan (SP 181 (F))
must be found to be consistent with the Airport Land Use Plan. The proposed amendment will
add an additional use to the list of permitted uses within Area 1 of the Specific Plan. The
additional use, "Educational Facilities, Other", could be impacted by the airport if further
restrictions were not placed on the location of the use. As a result, the amendment proposes to
restrict the use to location outside of the Airport Flight Activity Zone and the 65 dB CNEL noise
contour as identified in the CLUP. If located within the 60 dB CNEL noise contour, noise
attenuation would be required.
Finally, the use would be restricted to adult students exclusively (18 years and older) in order to
not allow educational facilities for children to be located in close proximity to the airport. With
these restrictions, the proposed amendment to the Specific Plan can be found to be consistent
with the Comprehensive Land Use Plan for the Airport. These restrictions were developed in
consultation with the staff of the San Diego Cotmty Regional Airport Authority. The San Diego
Golf Academy proposes to locate in an existing building located outside of the Flight Activity
Zone and the 65dB CNEL noise contour and will only have adult students. As such, on June 7,
2007, the San Diego County Regional Airport Authority approved a Consistency Determination
for the Specific Plan Amendment and the San Diego Golf Academy project.
E. Growth Management Ordinance
Specific Plan 181 is located in Local Facilities Management Zone 5. The area within the
Specific Plan has been developed for some time and all of the applicable facilities required by
the Growth Management Ordinance and the Zone 5 Plan have been previously provided. The
proposed amendment to Specific Plan 181 will not impact any of these existing facilities. The
San Diego Golf Academy is proposed to be located in an existing building where all the required
services and facilifies have already been provided. Therefore, SP 181 (F) is consistent with the
Growth Management Ordinance.
V. ENVIRONMENTAL REVIEW
Staff conducted an environmental impact assessment to determine if the project could have a
potential significant effect on the environment pursuant to CEQA guidelines and the
Environmental Protection Ordinance (Title 19) of the Carlsbad Municipal Code. The assessment
did not identify any potentially significant impacts that would be caused by the proposed project.
As a result, the Planning Director issued a Notice of Intent to Adopt a Negative Declaration for
the project on May 25, 2007. No comments were received during the 20 day public review
period (May 25 through June 14, 2007).

Dear Mr. Barberio:
CITY OF CARLSBAD
PLANNING DEPT
San Diego Golf Academy (SDGA) is a private institution that trains students for
operating and management positions in the golf industry. We were established in 1974
and are the oldest, largest, best known and most highly regarded golf management
program in the United States. There are a large and growing ntimber of golf facilities and
golf related businesses in the U.S. and a tremendous amount of competitive pressure
within the industry. These factors create an ongoing need for personnel with a combined
golf/business background. SDGA's mission is to prepare smdents to fill these positions
in the business of golf
Our proposed Carlsbad facility is designed to effectively train these future golf industry
employees through a combination of classroom and practical training. The facility will
consist of 7 executive offices for our regional staff, 2 conference rooms, 2 computer labs,
5 classrooms (approx 500 sq ft), a library, a golf club repair training room, and an indoor
training area used to educate our students on the fundamentals of clubfitting, video
analysis, and golf facility operations. Our current student population of 180 divides their
time between our campus, Carlsbad Golf Center & Olympic Driving Range, and local
area golf courses - typically 1/3 to 1/2 of the population is on site at a given time. Each
year SDGA books nearly 20,000 rounds of golf on North County courses and purchases
more than 40,000 buckets of range balls at Carlsbad practice facilities.
Carlsbad is an ideal location due to its deep ties to the golf industry as well as the
availability of hotels, restaurants, golf courses, practice facilities and rental properties in
the area. Approximately 90% of our students relocate from out of the region to attend
SDGA and many of them seek apartments of other home rentals for their time in
Southem Califomia. Additionally, a majority of SDGA students visit the campus prior to
enrolling and the proximity of both the airport and hotels in Carlsbad make diis location a
very attractive option.
To guarantee the success of our employment training, SDGA operates Golfutures.com,
an online employment service available only to SDGA graduates. SDGA places more
an 85% of its graduates in the field within 6 months of graduation.
