In 1982 it was believed that the architectural guidelines enforced under this specific plan would encourage high quality tourist commercial and community commercial in this area. In 1986 the Specific Plan was amended to allow improved signage for the tourist commercial district. This signage modification was granted because the city made the finding that the introduction of auto retail and medical offices changed the character of the community which could no longer warrant identification under one common name. We propose the formation of Area C to be designated Automotive Retail. Automotive retail relies in part upon recognition of branded architecture (using architecture to express Identity, the building contributes brand value). Deviations from the singular Spanish Mediterranean architecture and the creation of a new "Automotive Retail" district where such deviations are permitted is therefore requested. The General Plan and Zoning Designations for the property are as follows; General Plan -Community Commercial (C), Zoning - General Commercial (C2). The property is located in the Coastal Zone.
