Project Description:
The project consists of an amendment to the Car Country Specific Plan and Local Coastal Program. The Car Country Specific Plan
implements the Local Coastal Program for Car Country Carlsbad. The original Car Country (SP 19) and the Car Country Expansion
area (SP 19(C)) are currently covered by two separate documents. The proposed Specific Plan amendment will consolidate the two
components of the specific plan into one document and will provide one set of standards for signage and parking for the entire
Specific Plan area. The amendment would also allow parking structures up to 35 feet in height and allow for an increased lot coverage
of 50% in conjunction with the construction of a parking structure. The amendment does not propose a comprehensive update to the
Specific Plan; however, it does address major areas of concern and conflicting standards between "old" and "new" Car Country, and
also corrects a number of typographical and other errors. The LCP amendment is necessary to ensure consistency between the LCP
and Specific Plan. The proposed amendment will not result in any conflict with the provisions of the LCP.

(DRB-05-07) and Special Permit (SP 05-18) for the construction of a 31-unit planned residential development on a 10.9-acre
site. The project also would include circulation, drainage, hardscape/landscape and utility improvements, an off-site sound
attenuation wall, a street vacation and abandonment of utility easements. The site is designated Suburban Residential (4
dwelling units per acre) and Urban Residential (7 dwelling units per acre) in the City of La Mesa General Plan and is zoned
Suburban Residential/Scenic Preservation Overlay Zone and Urban Residential/Floodway Overlay Zone/Scenic Preservation

PROPOSED DETERMINATION: The City of Carlsbad has conducted an environmental
review of the above described project pursuant to the Guidelines for Implementation of the
California Environmental Quality Act and the Environmental Protection Ordinance of the City of
Carlsbad. As a result of said review, the initial study (EIA Part 2) did not identify any potentially
significant impacts on the environment. Therefore, a Negative Declaration will be
recommended for adoption by the City of Carlsbad Planning Commission and City Council.
A copy of the initial study (EIA Part 2) documenting reasons to support the proposed Negative
Declaration is on file in the Planning Department, 1635 Faraday Avenue, Carlsbad, California
92008. Comments from the public are invited. Please submit comments in writing to the
Planning Department within 30 days of the date of this notice.
The proposed project and Negative Declaration are subject to review and approval/adoption by
the City of Carlsbad Planning Commission and City Council. Additional public notices will be
