Please consider this letter my application appealing the Decision
of the Planning Commission regarding reduction of the required
amount of paved parking for the 35 apartment units now being con-
structed at 3380 Harding Street in the City of Carlsbad.
I am submitting ; this letter as per the request of the Housing
Advisory Board. They concur with the Housing Assistance Office
in the belief that only approximately 207<, of the elderly tenants
will own automobiles and need parking space on ;th premises.

Gentlemen:
At the Carlsbad Housing Advisory Board meeting of November 29,
1971 we recommended approval of Mr. Appleby's proposal
for elderly housing. One of the contingencies for recommending
approval was that Mr. Appleby file a specific plan to reduce
on-site parking. It was felt by both the Board and staff
that, due to the fact that a very small percentage of the
residents would have automobiles, eighteen spaces would be
more than adequate. The extra space could then be utilized
better as green area for the residents.
Mr. Appleby has also stated that upon termination of the :
lease with the Carlsbad Housing Authority he would provide
the parking required in a conventional development.
Given this data the Housing Advisory Board recommends that
the specific plan be approved.

Dear Mr, Coles:
The national average of elderly tenants owning automobiles
is one out of four. As they advance in age many of them
are forced to sell their cars because they cannot renew
their driver's license.
Here in the City of San Bernardino the Planning Department
parking requirement is one covered space for each one
bedroom unit plus some open parking for visitors use. In
the three elderly projects that we have leased, the City
has granted a variance and reduced the parking requirement
to 1/2 covered space for each apartment, providing that the
owner had sufficient land to meet the normal requirement
when and if the project was to be rented on the open market.
We have found that this amount of covered parking meets the
requirements of our tenants .

Our experience with 150 units of public housing for elderly
residents has indicated a maximum of 25$ of the dwelling
units require vehicle parking spaces. FHA 202 and 236 projects
for the elderly have also experienced a small demand for
automobile parking. To our knowledge, all of the 202 and 236
FHA projects for the elderly have received variances for
automobile parking.

Dear Bob:
In reply to your question concerning parking requirements in structures
occupied predominantly by senior citisens, it has been the attitude
of our City Planning Department that one-half parking space per unit
is adequate.
You may be familiar enough with Long Beach to know about the area
bounded by the Los Angeles River on the west, Alamitos Avenue on the
east, and Seventh Street on the north. This is generally referred
to as "Downtown"and one-half to one parking is permitted there.
A senior citizens building now being finished in this area will have
approximately 80 percent of the parking stalls remain empty, simply
because less than 20 percent of the tenants own any type of a vehicle.

All public improvements for this parcel except street lights
are presently existing. The roadway width on Chestnut Avenue
is 36' curb to curb. Due to the relatively high volume of
traffic on Chestnut Avenue since the opening of the 1-5
underpass, parking is restricted on the northerly side ad-
jacent to the subject property.
+LNo information was submitted with-er specific plan to justify
reduction in parking requirements required by ordinance. The
present parking standards for R-3 type development are below
actual parking needs. We believe that a reduction in parking
in this location could have a very detrimental effect on the
parking requirements on adjoining streets and the adjoining
traffic flow. The City has no assurance that the particular
development will always be limited to a particular type of
residentHi. Once parking requirements are established, it is
doubtful that they will ever be increased. Therefore, a
change of this nature requires the most serious consideration
in view of its long term and far reaching effects. It is
therefore recommended that the request for reduction of off-
street parking spaces be denied.
If, however, the Commission wishes to grant the request, it
should be subject to the following conditions:

TO 19 ON PORTION OF PROPERTY KNOWN AS TRACT 113
OF CARLSBAD LANDS, LOCATED NORTHERLY OF CHESTNUT
AVENUE BETWEEN INTERSTATE-5 AND HARDING AVENUE
APPLICANT: APPLEBY INVESTMENT DEVELOPMENT
Report submitted by: City Manager, Building, Fire, Engineering,
Parks & Recreation & Planning Departments
General Discussion
The applicant's original development proposal was sub-
mitted to the City, through Housing Advisory Board approval,
as a part of the City's Section 23 Leased Housing Program.
The development, as approved, consists of 35 one
bedroom units for the elderly located within an existing
R-3 zone. Provisions of the City's parking ordinance,
Chapter 21.44 requires a 1:1 parking ratio, or 35 parking
spaces to be provided for this type use.
Based upon findings of a Housing Authority survey which
indicates that of the total number of occupants, only 8
(or 22%) drive automobiles, the Housing Advisory Board has
requested the applicant to apply for a reduction in required
parking spaces with the additional area to be planted as a
lawn area. It was felt by the Housing Advisory Board that for
this particular type of development a 1:1 ratio was excessive.
They recommended a ratio reflecting more of a 1 space/2unit
ratio.
The developer proposes reduction from 35 to 19 spaces.
This reduction would result in a 54% space per unit ratio.
It was stiuplated and agreed to by the developer, that
at such future time as the City desires to have the parking
increased to its original requirement, that he would provide
the additional parking at his own expense. At the present time
no parking is allowed on the north side of Chestnut,

Recommendation

1. The proposal would create a more aesthetically pleasing
environment for both the occupants and passers-by through
substituting planted area for asphalt.
2. Automobile ownership among present occupants is considerably
lower than average and gererally tends to be so with senior
citizens, therefore full use of the required 35 spaces is not
anticipated.
3. The proposal will be an asset to and in the best interest
of the City of Carlsbad.
Condition of Approval
1. The developer shall provide the 35 parking spaces; provided,
however, that only 19 spaces shall be required to be constructed
presently and the remaining 16 spaces shall be installed by
the developer when and if the City should determine in the
future that such remaining spaces are reasonably necessary for
use of the project occupants.
