1. Does public necessity require the proposed change? Is there a real need
in the community for more of the types of uses permitted by the Zone
requested than cran be accommodated in the areas already zoned for such uses?
Yes. A motel developed in conjunction with the recently approved restaurant
and service station will provide for all the basic needs of the traveling
public in a central Freew_ay Service Facility.
2. Is the property involved in the proposed reclassification more suitable for
the purposes permitted in the proposed zone than for the purposes permitted
in the present classification?
The property is more suitable for the proposed reclassif ication due to its
location adjacent to a major freeway and by being contiguous to the
restaurant/service station facility.
3. World the uses permitted by the proposed zone be detrimental in any way
to rurrounding property
The uses permitted by wie proposed zone would not ^e detrimental to the
surrounding property.

SUBJECT: Request for a change of zone from R-l and
R-3 to R-P (Residential-Professional) and
Adoption of a Specific Plan for a motel
APPLICANT: W. JOSEPH PARISI
Report submitted by: City Manager, Engineering, Fire, Building
Inspector, Parks & Recreation and Planning
Departments
Section i - General Discussion
The applicant proposes to construct a 106 unit motel as a
portion of a freeway oriented service facility on property lo-
cated west of and adjacent to 1-5, between Grand Avenue and
Elm Avenue.
The proposed motel project is part of a freeway oriented
service facility, approved by City Council Ordinance 9298 of
April 4, 1972. The applicant, John Grant, received approval
for a restaurant (Sandy's) and relocation of the existing
Standard Oil Service Station. The subject motel would then
be the final portion of the freeway facility.
The applicant is proposing a 106 unit motel with 138
parking spaces provided. Primary ingress and egress will be
taken from the primary entrance approved with the Grant appli-
cation. Emergency access only will be provided by a 25 foot
controlled access from Laguna Drive to the motel complex.
Additionally, Grand Avenue at this time will be utilized as a
point of emergency access only.
Zoning in the area is R-l and R-3 to the west, and R-3
(Specific Plan) to the north. The neighborhood is primarily
residential with several new multiple family units either
constructed or under construction on Laguna Drive to the west.
All signing for the motel will be subject to the City of
Carlsbad Sign Ordinance as it applies to Freeway Service
Facilities.
Section II - Recommendations
The Staff recommends approval of the subject application
for the following reasons and subject to the following conditi on:

Section III - Reasons for Approval
1. The subject development is consistent with the City of
Carlsbad General Plan.
Section IV - Conditions of Approval
1. Exhibit "A" shall be adopted as the Specific Plan.
Any deviation shall be subject to the approval of the
Planning Department.
2. Maximum effort shall be made to screen adjacent Resi-
dential properties along the westerly boundary of the
subject development.
3. A 6 foot high decorative block wall shall be placed on
the westerly boundary from Grand Avenue to Laguna Drive.
4. A driveway shall be placed between the northerly "Sandy's"
Restaurant parking lot and the adjoining motel parking
lot.
5. A landscape and sprinkler plan shall be submitted to the
Parks and Recreation Director and shall be subject to
his approval prior to installation and prior to the
issuance of an occupancy permit.
6. A program for maintenance of the landscaping, and also
designating those individuals responsible for same, shall
be submitted with the landscape plan and subject to the
approval of the Parks and Recreation Director.
7. An architectural concept, compatible with the design of
Sandy's Restaurant and the new Standard Station facility,
shall be subject to the approval of the Planning Depart-
ment.
8. Applicant shall file a Parcel Map in accordance with Sub-
division Map Act.
9. Applicant shall improve Laguna Drive with full street
improvements to street centerline including a cul-de sac
and extension of the existing storm drain, adjacent to
the property.
10. Applicant shall enter into a Future Improvement Agreement
for improvement of a cul de sac on Grand Avenue and re-
placement of the existing sewer line in Grand Avenue.

11. All right of way required for street improvements ad-
jacent to the property shall be dedicated to the City
free of all liens and encumberances.
12. A 10" diameter water line shall be constructed from
Grand Avenue to Laguna Drive. Fire hydrants and fire
protection appurtenances shall be installed as required
by the Fire Department.
13. A grading and drainage plan shall be approved by the
City Engineer prior to any grading. Drainage for this
parcel shall be directed to Laguna Drive or Elm Avenue.
