Final Noise Analysis for
Ocean Pointe - Building #6
The proposed project must comply with the City of Carlsbad's interior noise standard of
45 dB CNEL. In order to comply with the interior noise standard, the proposed dwelling unit
must provide sufficient outdoor-to-indoor noise attenuation to reduce the interior noise exposure
to acceptable levels.
Analysis shows that the worst case of noise exposure will be to those buildings, which are
located adjacent to the SCRRA mainline. There were thirty-eight (38) rooms used for the
interior analysis. These rooms included the living room, dining room, den, kitchen & nook,
master bedroom, and second bedroom from Plans Al, A2, Bl, B2, Cl, C2, Dl, D2, and E2.
With the construction details listed within the report, the interior noise levels of the
rooms within Building #6, adjacent to the SCRRA mainline, were calculated to be as high as
48.8 dB CNEL, therefore upgrades will be required. Refer to Table SI for the specific upgrades
required for Building #6 located adjacent to the SCRRA mainline.

Refer to the Appendix for the calculation of the EWNR values for each of the rooms used
in the analysis. All rooms in the project will meet the City's 45 dB CNEL interior noise standard,
assuming windows remain closed. Since the outdoor-to-indoor noise attenuation of a unit falls to
about 12 dBA when the windows are open, any unit located within the 57 dB CNEL contour line
will meet the 45 dB CNEL interior noise standard only with windows closed.
Subsequently, all the units within Building #6, adjacent to the SCRRA mainline, will
require some system which provides fresh air into the units when the windows are closed. The
mechanical engineer for the project should show that the system chosen for the project complies
with the fresh air requirements of the UBC.

1.0 Introduction
The purpose of this report is to demonstrate the compliance of Building #6, the Ocean
Pointe project, with the City of Carlsbad's interior noise standard. This report is an addendum to
"Exterior Noise Analysis for Ocean Pointe, Building #6, City of Carlsbad" report #2001-127
prepared by BridgeNet International, and dated August 22,2001.
This report will address the interior noise exposure of the proposed living units based
upon the exterior noise levels calculated in the aforementioned exterior noise analysis. This
report does not include a review of, or specifications of, common party wall or floor ceiling
assemblies. This report only addresses the City of Carlsbad's interior noise standards due to
roadway noise.
2.0 Noise Criteria
The City of Carlsbad's General Plan specifies outdoor and indoor noise limits for
residential land uses. Both standards are based upon the CNEL index. CNEL, or Community
Noise Equivalent Level, is a 24-hour, time-weighted, annual average noise level based on the A-
weighted decibel. A weighting is a frequency correction that correlates overall sound pressure
levels with the frequency response of the human ear. Time weighting refers to the fact that noise
occurring during certain time periods is given more significance because it occurs at times when
people are more sensitive to noise. In the calculation process, noise occurring in the evening
time period (7 p.m. to 10 p.m.) is increased by 5 dB, while noise occurring in the nighttime
period (10 p.m. to 7 a.m.) is increased by 10 dB. These time periods and increases were selected
to reflect a person's increased sensitivity to noise during late-night and early morning hours.
3.0 Interior Noise Mitigation
In order to comply with the 45 dB CNEL interior noise standard, the buildings must
provide sufficient outdoor-to-indoor noise attenuation to reduce the interior noise to acceptable
levels. The outdoor-to-indoor noise reduction characteristics of a building are determined by
combining the transmission loss of each of the individual building elements. Each unique
building element has a characteristic transmission loss. For residential units the critical building
elements are the roof, walls, windows, doors, attic configuration and insulation. The total noise
reduction achieved is dependent on the transmission loss of each of" these elements and the area
of that element in relation to the total surface area of the room. Room absorption is the final
factor used in determining the total noise reduction.

According to the exterior noise analysis for the project, the projected worst-case
unmitigated noise level at the face of Building #6, adjacent to the SCRRA mainline, is expected
to be 71.5 dB CNEL. Therefore, in order to meet the interior noise standard of 45 dB CNEL, the
units in Building #6, located adjacent to the SCRRA mainline, must provide a minimum of 26.5
dB outdoor-to-indoor noise attenuation.
When residential building attenuation requirements are greater than 20 dB, detailed
engineering calculations are necessary to demonstrate the noise reduction characteristics of the
building partitions.
The following are constructions details that were used to determine the outdoor-to-indoor noise
reduction of the living units:
Roofs are Build-up roofing construction with an EWNR rating of 37.
Exterior walls are wood stud construction with 7/8" stucco on the exterior and
1/2" gypsum drywall on the interior. All exterior walls include insulation in the
stud cavities.
Fixed windows were assumed to be 1/8 " single glazed with an EWNR rating of 26
(STC = 28).
Sliding windows were assumed to 1/8 " single glazed with an EWNR rating of 22
(STC = 24).
Sliding glass doors were assumed to be 3/16" single glazed with an EWNR rating
of23 (STC = 25)
All exterior doors are solid core and include weather-stripping with an EWNR
rating of 26 (STC = 28).

In order to assess compliance of the project with the 45 dB CNEL interior noise standard,
worst-case rooms for each building plans were selected for analysis. In general, the worst-case
room is the second story corner room with the greatest amount of window area. Corner rooms
have more exterior surface area, which allows for greater noise intrusion. Rooms with large
window areas have the least amount of noise reduction, because windows typically are
acoustically the weakest part of the structure. Based on the construction details and the
Equivalent Wall Noise Rating (EWNR) values for each of the building elements, the total
building noise reduction was calculated.
There were a total of thirty-eight (38) rooms used for the interior analysis. These rooms
included the living room, dining room, den, kitchen & nook, master bedroom, and second
bedroom from Plans Al, A2, Bl, B2, Cl, C2, Dl, D2, and E2. With the construction details
listed above, the interior noise levels of the rooms within Building #6, adjacent to the SCRRA
mainline, were calculated to be as high as 48.8 dB CNEL.

Since this level exceeds the interior noise standard of 45 dB CNEL, building upgrades
will be required. Refer to Table 1 for the specific upgrades required for Building #6 located
adjacent to the SCRRA mainline.
