staff request this matter be continued to allow the applicant
time to prepare an Environmental Impact Statement pursuant to
City Council Policy #11, dated Oct. 10, 1972 and revised on
Oct. 24, 1972. It is recommended that the application be con-
tinued to November 14, 1972.

FOR 36 ACRE, ISO-LOT SUBDIVISION, CARLSBAD TRACT 72-24
LA COSTA SPANISH VILLAGE
APPLICANT: LA COSTA LAND DEVELOPMENT COMPANY
Report submitted by: City Manager, Fire, Engineering, Building,
Parks & Recreation and Planning Departments
General Discussion:
The subject Tentative Map and Specific Plan application proposes
a 130-lot, 6500 square foot minimum, lot sale subdivision.
The 36-acre parcel is located in the southwestern portion of the
La Costa Master Plan and is designated as medium-high density with
a maximum of 11.2 dwelling units per acre. The proposed subdivi-
sion would yield a density of approximately 5 dwelling units per
acre. A 5-acre park site is included within the proposed sub-
division and is consistant with the location represented on the
adopted Master Plan. Overall density for the subdivision
including the 5-acre park is 3.6 dwelling units per acre.
The applicant has submitted the required environmental impact
assessment (E.I.A.). The Planning Staff has evaluated both
the site and E.I.A. and has determined the subject application
will have a non-significant effect upon the environment. The
provisions of the Environmental Protection Ord. of 1972 (Ord. 1150)
have been satisfactorily completed with no adverse comment by any
other agency or individual.
Recommendations:
It is the staff's recommendation that this application be approved
for the following reasons and subject to the following conditions:
Reasons for approval:
1. The proposed development will be compatible with surrounding
properties.
2. The proposed development meets the requirements of the City
of Carlsbad Subdivision Ordinance 9050.
3. The proposed development is in conformance with the La Costa
Master Plan, City of Carlsbad Ordinance 9322.
4. The proposed development has satisfied the requirements of
the Environmental Protection Ordinance of 1972 (Ord. 1150).

Conditions of Approval :
1. Development of proposed neighborhood park shall be in conformance
with park development criteria as defined in La Costa Master Plan.
2. Improvement plans shall conform to the City of Carlsbad
Engineering Design Criteria and Standard Plans.
3. Improvement plans for water and sewer systems shall be
approved by the respective service districts.
4. All cut and fill slopes shall be rounded as approved by the
City Engineer prior to the issuance of building permits. }•
