RE: SS 12-03 - CALIFORNIA PACIFIC AIRLINES INITIATION OF COMMERCIAL SERVICE OPERATIONS
AT MCCLELLAN-PALOMAR AIRPORT ENVIRONMENTAL ASSESSMENT
Thank you for the opportunity to comment on the potential environmental issues with the proposed 15
daily departures and arrivals by California Pacific Airlines Embraer-170 (EMB-170) aircraft and additional
use of ground support equipment to service the aircraft. The Environmental Assessment (EA) should
address the following potential impact areas:
AirQuality/GHG:
• Air quality, including greenhouse gas emissions (GHG), should be analyzed to address potential
environmental impacts with the proposed aircraft operation, including the additional ground
support equipment and an increase in vehicular traffic.
Noise:
• Ensure that the proposed aircraft operations will be consistent with the city's General Plan
Noise Element policies as they relate to McClellan-Palomar Airport.
• Analyze the County of San Diego's December 2005 Federal Aviation Regulation (FAR) Part 150
Noise Compatibility Study to assess the noise impacts for the proposed aircraft.
• Evaluate noise impacts that may result from change in flight patterns due to the proposed air
service.
Geology:
• Portions of the airport runway are built upon former landfills. Please analyze whether the new,
heavier, aircraft will require additional geotechnical review and/or soil amendment.
Transportation/Traffic:
• Please complete a Traffic Impact analysis to determine the number of additional Average Daily
Traffic (ADT) and the Level of Service (LOS) that would result with the increased daily departures

and arrivals. The city's "Citywide Performance Standard" defines the minimum Level of Service
(LOS) that is acceptable for road segments and intersections occurring within the city. The
Standard states that "No road segment or intersection in the zone nor any road segment or
intersection out ofthe zone, which is impacted by development in the zone shall be projected to
exceed a service level C during off peak hours, nor service level D during peak hours.
Water Quality:
• Analyze the additional runoff that may occur due to increased impervious surfaces associated
with fuel storage and other support facilities. Water runoff from the airport area does drain into
the city's drainage facilities. If the runway is extended to accommodate the larger jet, then
hydro-modification measures must be addressed.
Other:
• The EA should describe what physical changes to the airport, if any, may be required to
accommodate the new air service. This would include reinforcing or extending the length or
width ofthe runway, adding hangars and other structures, need for additional parking, and so
forth.
• Please discuss the proposed air service and any related airport improvements for consistency
with the Airport Master Plan (adopted 1997), and the 2004 Airport Layout Plan (as amended
January 2008) upon which the current McClellan-Palomar Airport Land Use Compatibility Plan
(last amended December 2011) is based.
• Please be advised that the existing airport uses are subject to a city-issued conditional use
permit (CUP 172); therefore, changes or expansion of use necessitated by the proposed air
service must be within the scope of the conditional use permit, or an amendment may be
required.

On behalf of Califomia Pacific Airlines, C&S Engineers, Inc., is currently preparing an
Environmental Assessment (EA) at McClellan-Palomar Airport (CRQ) in the City of Carlsbad in
San Diego County, California. The proposed action includes Federal Aviation Administration (FAA)
issuance of operations specifications to allow scheduled commercial air service at CRQ by jet aircraft
and to approve an amendment to the FAR Part 139 airport operating certificate. The EA will study the
potential environmental impacts associated with the following:
1. Introduction of 15 daily departures and arrivals by Embraer-170 (EMB-170) aircraft.
2. Additional use of ground support equipment (GSE) to service the aircraft.
The EA will evaluate the airport property in terms of existing environmental significance and
possible future impacts associated with the proposed action. We are requesting your office's
assistance in identifying any possible areas of environmental significance within and around the
proposed action study area, which includes the entire airport property located at 2192 Palomar
Airport Road in Carlsbad, CA.
